首先with后面不能接一个句子,如上句子to settle是要解决的意思,随着许多问题要解决,说明还没解决,一般with的用法是：with sth doing/done/to do .
其次student是可数名词,不能用much来修饰,much是修饰不可数名词的,要用many来修饰student,many more是更多的意思,因此正确的说法应该是many more students.
