of 在这里应该是 “的”的意思吧,of 后面的词（last resort)用来补充说明前面的词（shelter)
as 是“作为...用”意思,会更强调了shelter的作用.
我会把 no shelter of last resort翻译成 “没有任何应急的住所”
如果of换成as,我翻译成 “没有任何住所可以作为应急用”
可以感觉出二者的区别吗?
再给你举几个例子,sense of humor (幽默感）,humor用来具体说明是什么sense.在这里,就很明显的不能用as来代替of.还有
school of good reputation(名声好的学校）,good reputation是名词短语,加上of就可以用来修饰学校.还有choice of best interest(最有利的选择）...等等.这些of的用法都是一样的.

我再进来加几句话.其实no shelter of last resort,你用google搜索这个短语会出来不少结果,很多新闻,报道里面也都这么用,这虽不能解释为什么用of,但至少可以确定no shelter of last resort是正确的,常用的说法.
