其实是它和后面那一长串【awarded federal contracts of more than $500,000】这整个一起 才是定语 也就是说 是【adj + noun】这两个一起做定语 一起形容那些businesses
当某个动词是像give一样有“两个宾语”的话 那么它作过去分词作定语的时候 就会出现你所谓的noun + adj + noun的结构
我们用give这个更常用的词 可能更容易看懂：
the teacher gave the student an A (on his homework).老师给了这位学生一个A的成绩
the student was given an A (on his homework).这学生“被给了”A/拿了A.
he is the student given an A (on his homework).他就是那个“被给了”A的学生=他就是那个拿了A的学生
（这句话其实挺别扭的 正常人不大会这样说 只是语法上做个例子）
你看【the student,given,an A】就是【noun + adj + noun】的结构 【given an A】就是对这个学生的定语
同样 award（这个词其实被动用的比较多 也就是你给的例句里那种awarded后面加名词的用法比较常见）：
Xiaoming was awarded first prize in the competition.小明在比赛中“被奖励了”第一名（赢得了第一名）
Names of contestants awarded first prize will be released online.被奖励了/赢得了第一名的选手的名字会在网上公布
【contestants,awarded,first prize】就也是【noun + adj + noun】结构
