now congress,in apparent agreement, has required by law that businesses awarded这句话怎么理解?
now congress,in apparent agreement, has required by law that businesses awarded federal contracts of more than $500,000 do their best to find minority subcontractors and record their efforts to do so on forms filed with the ***.

【businesses awarded federal contracts of more than $500,000】这一小段的意思是
【被award了federal contracts of more than $500,000的businesses】
其实是它和后面那一长串【awarded federal contracts of more than $500,000】这整个一起 才是定语 也就是说 是【adj + noun】这两个一起做定语 一起形容那些businesses
the teacher gave the student an A (on his homework).
the student was given an A (on his homework).
he is the student given an A (on his homework).
你看【the student,given,an A】就是【noun + adj + noun】的结构 【given an A】就是对这个学生的定语
同样 award(这个词其实被动用的比较多 也就是你给的例句里那种awarded后面加名词的用法比较常见):
Xiaoming was awarded first prize in the competition.
Names of contestants awarded first prize will be released online.
【contestants,awarded,first prize】就也是【noun + adj + noun】结构
