怎么会不可以用人做主语呢?动词短语的学习不能死板的记忆规则的,要灵活～
He took a lot of time playing video games.
It takes me ten dollars（five minutes）to buy those flowers.
而且楼上hydemylove说的很对,这里take time有“不紧不慢做事情”的意思.句子的整体意思大概是“我们应该被允许有更多的时间做那种事情”.
BTW,句中应该是allow应该是allowed吧.

至少我当初上课的时候并没有说一定要物作主语

cost则是 有及物动词和不及物动词区别
