句子里面只有做主语的名词需要区别单复数（谓语动词根据主语的单复数变形）.在这个句子中主语是tree,已经改写成trees是复数形式了,前面修饰的数词不需要再承担复数的概念.
这句话逻辑上可以改写成（尽管一般不这么说）：Many thousands of tree should be planted on the mountains.这时候做主语的名词是thousand,因为有many修饰所以要变成复数加s,而 of tree在这里是做thousand的限定修饰成分,tree用单数形式.
