1、say和tell 都是及物动词,但他们在使用搭配上却有很大区别.“说某事”可以用say sth,但“说某人”则不用say sb,而是说say sth about sb；当作“告诉”讲时,则可用say to sb 或者tell sb；如果用“告诉某人某事”,往往可以用say sth（ to sb）或直接用tell sb sth.
2、say后面可直接跟宾语从句,即say that...结构,而tell后通常不直接跟that从句,往往会出现这样的结构即tell (sb) that.
由此可见say sb 和 tell to sb是不对的.不知我是否表达清楚,仅供参考.

告诉某人 即 tell somebody

tell sb about sth.(告诉某人关于某事）
tell sb (not) to do sth(告诉某人做或不做某事）

tell sb to do 告诉某人做某事

tell sb (not) to do是不定式的否定形式作宾补.不是谓语tell的否定形式.
don't need to do是need作行为动词用时的否定形式,是谓语的否定形式.
