用it的话,就是形式宾语.
用it is是宾语从句,省略了taht,整句应该是 Ifound (that) it is important for us to learn English.
如果你直接用that就不能构成句子了,因为没有“主语”,而it正是代替了后面真正的宾语而先放到前面来而已.it=to learn English

都是对的,其实if necessary就是 if it is necessary的省略形式.
这种省略it is的写法很常见,比如：
