Sam Benton ,the local butcher ,had lost his wallet while taking his savings to hte post office.

完全可以啊 先说while后面的还没有动词的问题 原句是while he took his savings to the post office ,由于he 和 主句主语一致,所以可以省略he ,用现在分词作主语表示主动,所以是可以省略的 这里的while相当于when

这里的while可用when代替,后面省略了he was

这句话要加was的话,he也必须加,要么he和was都不要.
Sam Benton, the local butcher, had lost his wallet while taking his savings to the post-office.
Sam Benton, the local butcher, had lost his wallet while he was taking his savings to the post-office.
