allow既可作及物动词又可作不及物动词(多用于及物动词),
1）allow sb.to do sb.允许某人去做某事,
The doctor allowed him to smoke.医生允许他吸烟.
2）allow sb doing sth.允许某人做某事,可以表示当前可允许做的事或习惯性动作.根据上下文有时sb可以省略.如：
Is not allow (anyone)smoking in this meeting room.这间会议室里是不允许吸烟的.

to 作为介词的时候是to doing，一般to后面都是do

没有.

to doing一般都是固定搭配.如：

一般在这样的结构中 to 作介词 所以后面接ing形式
而不定式to do则是固定搭配 一般用来表示目的、结果等

由于to既可用作介词,也可用作不定式符号,所以许多人在其后接动词时,弄不清到底该用动词原形,还是用动名词.

一、置于动词原形之前,构成不定式.
动词不定式的几种用法：
1.用作许多动词的宾语 eg:He wants to go.他想去.
She asked me to go.他要求我去.
2.在状语成分中表示目的或结果
eg:They came in order to help me.他们来是为了帮助我.(表示目的)
She ran to the station only to find that the train had left.她跑到火

3.单独使用,以避免重复整个动词不定式 eg:I'd like to do it but I don'tknow
how to.我倒是愿意做,但不知怎么做.
二、用作介词
1.向,朝,对着（某方向或某处）walk to the office
to the north 位于北方
2.趋于,倾向（某种情况、状态、性质等）a move to the left 转向左
tear the letter to pieces 把信撕碎
3.（1）到某处 extend to...伸展至...reach down to...垂至...
（2）知道并包括（某事物）.

comparing一般是指多次发生、习惯性的动作
而to compare作主语,是指偶尔一次发生的事情
根据句意来讲,应该用to compare

答案是：既可以跟不定时或者跟动名词 continue to do sth = go on to do sth 继续去做另一件事 aftern doing the homework ,he continued to watch TV. continue doing sth = go on doing sth 接着去做原来在做的事 after a short rest ,Mr Wang continued telling us the story.

像start,begin,continue,cease这样一些表示开始,继续和结束意义的动词,既可以接to do ,也可以接V-doing,大体上说,意义没有明显的差别.但在某些有限的情况下,start to do sth 意思是指“开始去做某事”,有“潜在的可能”；start doing sth 意思是指“开始做某事”,有“实际进行”的意思.当涉及到多次活动时使用start doing更为恰当.
前者是提醒别忘做某事,这个动作在说话的时候还没做
后者是已做过某事,说话的时候动作已完成.
例：Remember to close the door,please.记着关门.
I remember closing the door.我记得我关了门了.

如果这个带to 的短语后可以跟名词,那么to就是介词.
to是介词,要跟名词或doing的短语有 be/get used to习惯于 make a contribution to 为...做贡献 look forward to 期盼 hold on to 坚持
