include 是动词,including 是介词,包括... as 作为.前面说用于广泛的目的,including 后面就列举用于哪方面的目的,翻译过了就是:包括作为军事信号,作为.
用which include 的话,显然你想用定语从句,这样先行词就是puroses, 但后面的举例并不是目的,所以用which include 不合适.
