两个都对, relate to是动词relate+介词to 是两个词, 因此relate执行的动词功能,比如作谓语
relative to 是短语介词, 就是两个加一起当一个介词看,执行的是介词的功能, 因此有他的句子中一定另有谓语. 你不能把他们人为拆开, 比如 in front of 就是当一个词看
有些词典有语法项会标注, 遇到这样的词要格外留神把它记下来就是了
短语中adj+介词做短语介词的情况貌似不很多, out of, ahead of 有时是,有时是adv
