因为和I一起使用的系动词是am,he、she、it之类的第三人称单数才会使用is.
不过我觉得楼主这么问应该是见过I is的表达方式~可能是在美剧或者电影里吧.
确实在美剧或者电影里确实会出现这样的表达方式,见怪不怪了~有些人这么说,有些是为了强调,有些就是不注意这些~纯属口语,我们说中文也有很多不规范的地方~
比如说：
Which one is gooder?（显然应该用better,才是比较级）（出自吸血鬼日记）
It is I,Howard.(显然应该用it is me,才是正确的宾格)（出自生活大爆炸）
这些都很常见~如果本土语言的使用者这么说我们完全也可以理解,并了解.
但是如果在真正的考试中,我们肯定要选择在语法上正确的选项.也就是 I am not good.

I is not good是病句，be动词是am is are ， am的主语是我，is的主语是她；他；它，are的主语是你，我们，他们，问题的第一句话是I is not good，主语是I，因此应该是I am not good ，并不是I is not good 。
