Almost two years to the day since hundreds of commercial buildings were damaged or destroyed in the Los Angeles riot, supermarkets are the main rebuilders of commercial properties in the areas most affected by the riot.

But according to preliminary figures in a new study by RLA, the organization attempting to rebuild riot-damaged areas and other "neglected areas" of L.A., the smaller property owners have made little headway in rebuilding.

Linda Griego, the former Los Angeles deputy mayor who became president and chief executive officer of RLA in February, said approximately 350 of the commercial sites damaged in the April 1992 rioting remain vacant. Most of those properties were formerly occupied by smaller businesses that have been either unable or unwilling to rebuild.

Griego said most of those 350 sites are in the parts of South Central and South Los Angeles that were hit hardest by the riot, but the 350 also include sites in many other surrounding communities that RLA defines as "neglected." These include parts of Hollywood, Long Beach, East Los Angeles, Pacoima and portions of the San Fernando Valley.

In the two years since the riot, supermarket chains Vons Cos. Inc., Ralphs Grocery Co. and Smart & Final Iris Co. have opened 10 new stores in the neglected areas. Those three chains, plus Food-4-Less, have announced plans to open another 20 stores, including eight that are scheduled to open this year.

Most of the (supermarket) commitments are still very much on line," Griego said. It"s the businesses on the other end of the scale - the ones that formerly inhabited small commercial sites - that have not reinvested. Most of those sites remain vacant and fenced in.

Griego said the 350 sites that remain vacant were among 1,100 commercial sites damaged in the riots. About half of the 1,100 structures sustained relatively little damage, she said, and most of the sites with minor damage have been restored. She said the biggest challenge is to restore the 350 properties that were the most heavily damaged because those are the sites where the least amount of rebuilding has occurred and where owners are least capable of rebuilding on their own.

RLA is currently updating its survey of the owners of the damaged properties to find out if they are doing anything to rebuild or if there is some way RLA can help them rebuild.

"When you consider how many grocery stores have been built in two years, that"s not so bad considering how difficult development is in today"s economy. Most of the commitments for additional stores from supermarkets are still on line. But not very much has occurred on the 350 vacant sites," Griego said. "I"m concerned that they"re just sitting there with no one working with the properly owners. I don"t want these empty lots to be forgotten.

According to the new RLA president, some of the property owners have not rebuilt because they had insufficient insurance. Others already had heavy debt before their properties were destroyed, so they are not good candidates for SBA-backed loans or other traditional sources of financing for small commercial developments.

"The biggest problem for these small property owners, which is the biggest problem for everyone in today"s economy, is getting financing," Griego said.

Some property owners also received sizable insurance claims settlements and have decided not to rebuild because their buildings had high vacancies before the April 1992 riot. Many of those owners are waiting for the market to improve before rebuilding, Griego added.

Griego said a recent RLA study, which was conducted for the agency by Cal State Los Angeles, surveyed owners of riot-affected properties to find out the status of their properties and what their plans are - if any. Survey results are still being compiled and are expected to be completed in May.

"We want to look at the survey results and see if we can come up with a strategy" to help the property owners, Griego said. For example, if RLA finds that a property owner needs $2 million to rebuild, and the SBA will only guarantee a loan on part of that amount, RLA would try to find a "combination of resources" for the rest of the financing.

The damaged properties include a variety of retail and some light industrial uses that are still in demand, even though the properties haven"t been rebuilt, RLA officials said they believe.

"We know these communities need a whole bunch of amenities," Griego said. RLA is looking for these new service "amentities" - such as dry cleaning, restaurants, auto repair, etc. - to be provided primarily through the expansion of existing businesses that are currently providing such services within the areas served by RLA.

Griego even sees a need for new office buildings, despite the glut of such space throughout the Los Angeles Basin.

"There aren"t surplus office buildings in this part of town (South Los Angeles). If some government agencies wanted to be closer to where their customers are, there are very few spaces where thy can go," the RLA president said.

The Rodney King Riot of 1992 occurred in Los Angeles, California in response to a highly publicized incident of police brutality.  Rodney King, who had worked as a Dodgers Stadium usher, was arrested on charges of speeding, driving while intoxicated, and failing to yield.  The four responding police officers claimed that King had been high on drugs and was trying to attack them, prompting the police to beat him on the grounds of self defense.  An amateur photographer, George Holliday, was standing nearby and captured the attack on film.  The four officers were brought to court and tried on charges of assault.

During the trial, the officers argued that Rodney King"s body was always in the position to inflict harm on others.  The use of force was termed as “necessary” when police thought King was reaching for a weapon in his waistband.

At 3:00 p.m. on the day of April 29, 1992, the four police officers were acquitted of the assault charges.  The riot started soon after the announcement.  Around 4:15 p.m, a little over an hour after the acquittal was delivered, there were reports of looting in South Central Los Angeles.  By 5:45 p.m. there were numerous reports of motorists being assaulted in the streets and by 8:15 that evening, the first fatality was reported in the news.

Rioting occurred throughout the next few days, with the heaviest damage done in the South Central district of Los Angeles and “Koreatown,” which was located between black neighborhoods and Hollywood.  Koreans became the eventual targets of the rioting, as minorities claimed they mistreated both Latino and African American customers in their stores.

The rioting finally came to a halt on May 2, 1992 when 10,000 National Guardsmen, 3,500 military personnel, and the entire Los Angeles Police Department were deployed to the South Central district.  When all of the rioting was finally stopped, over 51 people were killed, 2,383 people were injured, 8,000 people were arrested, and over 700 businesses were burned.  Damages were estimated at about $1 billion to property.

World War II brought new growth and prosperity to the city, although many of its Japanese-American residents were transported to internment camps for the duration of the war. This period also saw the arrival of the German exiles, who included such notables as Thomas Mann, Fritz Lang, Bertolt Brecht and Lion Feuchtwanger. The postwar years saw an even greater boom as urban sprawl expanded into the San Fernando Valley.The Watts riots in 1965 showed the nation the deep racial divisions that the city faced. The ARPANET (the Internet"s ancestor) was born in Los Angeles. In 1969, the first ARPANET transmission was sent from UCLA to SRI in Menlo Park. The XXIII Olympiad was successfully hosted in Los Angeles in 1984. The city was once again tested by the 1992 Los Angeles riots and the 1994 Northridge earthquake and a city-wide vote on San Fernando Valley and Hollywood secession was defeated in 2002. Now, urban redevelopment and gentrification have been taking place at a furious pace in various parts of the city, most notably Downtown, which is poised to be the home of many more cultural and entertainment institutions than ever before.According to the United States Census Bureau, the city has a total area of 498.3 square miles (1,290.6 km²)—469.1 square miles (1,214.9 km²) of it is land and 29.2 square miles (75.7 km²) of it is water. The total area is 5.86% water.The extreme north-south distance is 44 miles (71 km), the extreme east-west distance is 29 miles (47 km), and the length of the city boundary is 342 miles (550 km). The land area is the 9th largest in the Continental United States (excluding Juneau, Alaska and Honolulu, Hawaii).The highest point in Los Angeles is Sister Elsie Peak (5,080 feet) at the far reaches of the northeastern San Fernando Valley, part of Mt. If there were no city here, flower-growing could still flourish as an industry, as it does in Lompoc. Wisteria has been known to grow to house-lot size, and in Descanso Gardens there are forests of camellia trees. Orchids require special attention in this Mediterranean climate.Like most areas of California, Los Angeles is subject to earthquakes, due to its proximity to the San Andreas Fault, as well as to the smaller San Jacinto and Banning faults in southern California. The most recent major earthquake was the 1994 Northridge earthquake, which was centered in the northern San Fernando Valley. Coming less than two years after the 1992 riots, the Northridge earthquake was an emotional shock to Southern Californians, and caused physical damage totalling billions of dollars. Other major earthquakes in the Los Angeles area include the 1987 Whittier Narrows earthquake, the 1971 Sylmar earthquake, and the 1933 Long Beach earthquake. Nevertheless, most earthquakes are relatively minor. Many residents of Los Angeles feel one or two minor earthquakes per year, which do little or no damage. Imperceptible quakes are detected by seismometers on a daily basis.The city is divided into many neighborhoods, many of which were towns that were annexed by the growing city. Breezes from the Pacific Ocean tend to keep the beach communities of the Los Angeles area cooler in summer and warmer in winter than those further inland, and summer temperatures can sometimes vary by as much as 25 degrees warmer in the inland communities compared to that of the coastal communities. The coastal communities of Los Angeles are commonly affected by a phenomenon known as a "marine layer", a dense cloud cover caused by the proximity of the ocean, that helps keep the temperatures cooler throughout the year. Temperatures in the summer can get well over 90 °F (32 °C), but average summer daytime highs are 85 °F (29 °C), with overnight lows of 66 °F (18 °C). Winter daytime high temperatures will get up to around 70 °F (21 °C), on average, with overnight lows of 48 °F (8 °C) and during this season rain is a possibility. The median temperature in January is 58.3 °F (14.6 °C) and 74.3 °F (23.5 °C) in July. Hague-Visby RulesArticle IDefinitionsIn these Rules the following expressions have the meanings hereby assigned to them respectively, that is to say,(a) carrier includes the owner or the charterer who enters into a contract of carriage with a shipper;(b) contract of carriage applies only to contracts of carriage covered by a bill of lading or any similar document of title, in so far as such document relates to the carriage of goods by water, including any bill of lading or any similar document as aforesaid issued under or pursuant to a charter-party from the moment at which such bill of lading or similar document of title regulates the relations between a carrier and a holder of the same;(c) goods includes goods, wares, merchandise and articles of every kind whatsoever, except live animals and cargo which by the contract of carriage is stated as being carried on deck and is so carried;(d) ship means any vessel used for the carriage of goods by water;(e) carriage of goods covers the period from the time when the goods are loaded on to the time they are discharged from the ship.Article IIRisksSubject to the provisions of Article VI, under every contract of carriage of goods by water the carrier, in relation to the loading, handling, stowage, carriage, custody, care and discharge of such goods, shall be subject to the responsibilities and liabilities and entitled to the rights and immunities hereinafter set forth.Article IIIResponsibilities and Liabilities1. The carrier shall be bound, before and at the beginning of the voyage, to exercise due diligence to(a) make the ship seaworthy;(b) properly man, equip and supply the ship;(c) make the holds, refrigerating and cool chambers, and all other parts of the ship in which goods are carried, fit and safe for their reception, carriage and preservation.2. Subject to the provisions of Article IV, the carrier shall properly and carefully load, handle, stow, carry, keep, care for and discharge the goods carried.3. After receiving the goods into his charge, the carrier, or the master or agent of the carrier, shall, on demand of the shipper, issue to the shipper a bill of lading showing among other things(a) the leading marks necessary for identification of the goods as the same are furnished in writing by the shipper before the loading of such goods starts, provided such marks are stamped or otherwise shown clearly upon the goods if uncovered, or on the cases or coverings in which such goods are contained, in such a manner as should ordinarily remain legible until the end of the voyage;(b) either the number of packages or pieces, or the quantity, or weight, as the case may be, as furnished in writing by the shipper;(c) the apparent order and condition of the goods:Provided that no carrier, master or agent of the carrier shall be bound to state or show in the bill of lading any marks, number, quantity, or weight which he has reasonable ground for suspecting not accurately to represent the goods actually received or which he has had no reasonable means of checking.4. Such a bill of lading shall be prima facie evidence of the receipt by the carrier of the goods as therein described in accordance with paragraphs 3(a), (b) and (c).However, proof to the contrary shall not be admissible when the bill of lading has been transferred to a third party acting in good faith.5. The shipper shall be deemed to have guaranteed to the carrier the accuracy at the time of shipment of the marks, number, quantity and weight, as furnished by him, and the shipper shall indemnify the carrier against all loss, damages and expenses arising or resulting from inaccuracies in such particulars. The right of the carrier to such indemnity shall in no way limit his responsibility and liability under the contract of carriage to any person other than the shipper.6. Unless notice of loss or damage and the general nature of such loss or damage be given in writing to the carrier or his agent at the port of discharge before or at the time of the removal of the goods into the custody of the person entitled to delivery thereof under the contract of carriage, or, if the loss or damage be not apparent, within three days, such removal shall be prima facie evidence of the delivery by the carrier of the goods as described in the bill of lading.The notice in writing need not be given if the state of the goods has at the time of their receipt been the subject of joint survey or inspection.Subject to paragraph 6bis the carrier and the ship shall in any event be discharged from all liability whatsoever in respect of the goods, unless suit is brought within one year of their delivery or of the date when they should have been delivered. This period may, however, be extended if the parties so agree after the cause of action has arisen.In the case of any actual or apprehended loss or damage the carrier and the receiver shall give all reasonable facilities to each other for inspecting and tallying the goods.6.bis An action for indemnity against a third person may be brought even after the expiration of the year provided for in the preceding paragraph if brought within the time allowed by the law of the Court seized of the case. However, the time allowed shall be not less than three months, commencing from the day when the person bringing such action for indemnity has settled the claim or has been served with process in the action against himself.7. After the goods are loaded the bill of lading to be issued by the carrier, master or agent of the carrier, to the shipper shall, if the shipper so demands, be a shipped bill of lading, provided that if the shipper shall have previously taken up any document of title to such goods, he shall surrender the same as against the issue of the shipped bill of lading, but at the option of the carrier such document of title may be noted at the port of shipment by the carrier, master, or agent with the name or names of the ship or ships upon which the goods have been shipped and the date or dates of shipment, and when so noted the same shall for the purpose of this Article be deemed to constitute a shipped bill of lading.8. Any clause, covenant or agreement in a contract of carriage relieving the carrier or the ship from liability for loss or damage to or in connection with goods arising from negligence, fault or failure in the duties and obligations provided in this Article or lessening such liability otherwise than as provided in these Rules, shall be null and void and of no effect.A benefit of insurance or similar clause shall be deemed to be a clause relieving the carrier from liability.Article IVRights and Immunities1. Neither the carrier nor the ship shall be liable for loss or damage arising or resulting from unseaworthiness unless caused by want of due diligence on the part of the carrier to make the ship seaworthy, and to secure that the ship is properly manned, equipped and supplied, and to make the holds, refrigerating and cool chambers and all other parts of the ship in which goods are carried fit and safe for their reception, carriage and preservation in accordance with the provisions of paragraph 1 of Article III.Whenever loss or damage has resulted from unseaworthiness, the burden of proving the exercise of due diligence shall be on the carrier or other person claiming exemption under this article.2. Neither the carrier nor the ship shall be responsible for loss or damage arising or resulting from(a) act, neglect, or default of the master, mariner, pilot or the servants of the carrier in the navigation or in the management of the ship;(b) fire, unless caused by the actual fault or privity of the carrier;(c) perils, dangers and accidents of the sea or other navigable waters;(d) act of God;(e) act of war;(f) act of public enemies;(g) arrest or restraint of princes, rulers or people, or seizure under legal process;(h) quarantine restrictions;(i) act or omission of the shipper or owner of the goods, his agent or representative;(j) strikes or lock-outs or stoppage or restraint of labour from whatever cause, whether partial or general;(k) riots and civil commotions;(l) saving or attempting to save life or property at sea;(m) wastage in bulk or weight or any other loss or damage arising from inherent defect, quality or vice of the goods;(n) insufficiency of packing;(o) insufficiency or inadequacy of marks;(p) latent defects not discoverable by due diligence;(q) any other cause arising without the actual fault and privity of the carrier, or without the fault or neglect of the agents or servants of the carrier, but the burden of proof shall be on the person claiming the benefit of this exception to show that neither the actual fault or privity of the carrier nor the fault or neglect of the agents or servants of the carrier contributed to the loss or damage.3. The shipper shall not be responsible for loss or damage sustained by the carrier or the ship arising or resulting from any cause without the act, fault or neglect of the shipper, his agents or his servants.4. Any deviation in saving or attempting to save life or property at sea or any reasonable deviation shall not be deemed to be an infringement or breach of these Rules or of the contract of carriage, and the carrier shall not be liable for any loss or damage resulting therefrom.5. (a) Unless the nature and value of such goods have been declared by the shipper before shipment and inserted in the bill of lading, neither the carrier nor the ship shall in any event be or become liable for any loss or damage to or in connection with the goods in an amount exceeding 666.67 units of account per package or unit or 2 units of account per kilogramme of gross weight of the goods lost or damaged, whichever is the higher.(b) The total amount recoverable shall be calculated by reference to the value of such goods at the place and time at which the goods are discharged from the ship in accordance with the contract or should have been so discharged.The value of the goods shall be fixed according to the commodity exchange price, or, if there be no such price, according to the current market price, or, if there be no commodity exchange price or current market price, by reference to the normal value of goods of the same kind and quality.(c) Where a container, pallet or similar article of transport is used to consolidate goods, the number of packages or units enumerated in the bill of lading as packed in such article of transport shall be deemed the number of packages or units for the purpose of this paragraph as far as these packages or units are concerned. Except as aforesaid such article of transport shall be considered the package or unit.(d) The unit of account mentioned in this Article is the Special Drawing Right as defined by the International Monetary Fund. The amounts mentioned in sub-paragraph (a) of this paragraph shall be converted into national currency on the basis of the value of that currency on the date to be determined by the law of the Court seized of the case. The value of the national currency, in terms of the Special Drawing Right, of a State which is a member of the International Monetary Fund, shall be calculated in accordance with the method of valuation applied by the International Monetary Fund in effect at the date in question for its operations and transactions. The value of the national currency, in terms of the Special Drawing Right, of a State which is not a member of the International Monetary Fund, shall be calculated in a manner determined by that State.Nevertheless, a State which is not a member of the International Monetary Fund and whose law does not permit the application of the provisions of the preceding sentences may, at the time of ratification of the Protocol of 1979 or accession thereto or at any time thereafter, declare that the limits of liability provided for in this Convention to be applied in its territory shall be fixed as follows:(i) in respect of the amount of 666.67 units of account mentioned in sub-paragraph (a) of paragraph 5 of this Article, 10,000 monetary units;(ii) in respect of the amount of 2 units of account mentioned in sub-paragraph (a) of paragraph 5 of this Article, 30 monetary units.The monetary unit referred to in the preceding sentence corresponds to 65.5 milligrammes of gold of millesimal fineness 900. The conversion of the amounts specified in that sentence into the national currency shall be made according to the law of the State concerned. The calculation and the conversion mentioned in the preceding sentences shall be made in such a manner as to express in the national currency of that State as far as possible the same real value for the amounts in sub-paragraph (a) of paragraph 5 of this Article as is expressed there in units of account.States shall communicate to the depositary the manner of calculation or the result of the conversion as the case may be, when depositing an instrument of ratification of the Protocol of 1979 or of accession thereto and whenever there is a change in either.(e) Neither the carrier nor the ship shall be entitled to the benefit of the limitation of liability provided for in this paragraph if it is proved that the damage resulted from an act or omission of the carrier done with intent to cause damage, or recklessly and with knowledge that damage would probably result.(f) The declaration mentioned in sub-paragraph (a) of this paragraph, if embodied in the bill of lading, shall be prima facie evidence, but shall not be binding or conclusive on the carrier.(g) By agreement b

According to the 2000 census, whites constitute 42 percent of the city"s population; blacks, 36.8 percent; Asians, 4.3 percent; Native Americans, 0.4 percent; and Native Hawaiians and other Pacific Islanders, 0.1 percent. The percentage of minorities is lower in the metropolitan area than in the city. Blacks account for only about one in five in the metropolitan region as a whole, and Hispanics represent approximately one in nine residents. While the proportion of Hispanics is growing in the metropolitan area, black presence has remained mostly unchanged.Almost every ethnic group found in the United States is represented in Chicago. In 1990 more people claimed German ancestry in Chicago than any other ancestry, followed by Polish and Irish. Almost 45 percent of the more than 450,000 foreign-born people now living in Chicago entered the United States between 1980 and 1990. Spanish and Polish are the two most common languages spoken at home other than English.III ECONOMY Chicago has a highly diversified economy that has been aided by an extensive transportation and distribution network. It is the nation"s most important rail and trucking center and is the location of one of the busiest airports in the United States, Chicago-O"Hare International Airport. Chicago has several commuter railroad lines that serve the suburbs. In addition, the Chicago Transit Authority operates bus, subway, and EL (elevated train) services in the city.The city is a significant port for both domestic and international trade. Great Lakes freighters and river barges deliver bulk commodities such as iron ore, limestone, coal, chemicals, petroleum, and grain. Some of this freight is destined for processing plants in the heavily industrialized Calumet River area. Foreign vessels arrive via the St. Lawrence Seaway, bringing products such as automobiles, steel, fish, and alcoholic beverages. The boats depart carrying machinery, farm equipment, hides, and lumber, as well as a variety of food products.Manufacturing employs about one-fifth of the metropolitan area"s workers. Chicago"s largest employer is the food products industry, followed by the printing and publishing, metal fabrication, electronic equipment, chemical, machinery, and transportation-equipment industries. The manufacture of furniture and agricultural implements has declined in importance in recent decades. Chicago is one of the nation"s leading producers of steel, metalware, confectionery, surgical appliances, railroad equipment, soap, paint, cosmetics, cans, industrial machinery, printed materials, and sporting goods.Chicago contains the headquarters of numerous corporations and is an important wholesale market for grain, machine tools, produce, fish, and flowers. The Chicago Board of Trade and the Chicago Mercantile Exchange are among the world"s largest commodities markets and have led in the development of futures trading and related concepts. The city has long been an important convention and trade-show center, with numerous hotels and extensive exhibition facilities. The increasing importance of this industry has made it necessary to renovate and enlarge several facilities, including the McCormick Place (built in 1960), a multipurpose facility on Lake Michigan and the largest trade-show facility in North America.IV THE URBAN LANDSCAPE The Chicago River divides the city into three broad sections, known traditionally as the North, West, and South sides. The North Side is largely residential, interspersed with industry. The West Side generally is a lower-income residential area and contains numerous industrial, railroad, and wholesale-produce facilities. The South Side occupies almost half the city and contains diverse residential neighborhoods, ranging from decayed tenement districts to areas of modest detached houses. The South Side also incorporates the heavily industrialized Calumet district, which includes an extensive port area.Chicago has one of the world"s most beautiful lakefronts. With the exception of a few miles of industry on its southern extremity, virtually the entire lakefront is devoted to recreational uses, with beaches, museums, harbors, and parks. The lakefront parks include three of the city"s most important: Grant Park, near downtown; Lincoln Park, to the north; and Jackson Park to the south.The downtown area, known locally as the Loop (from the fact that it is encircled by elevated railway tracks), has been undergoing rapid change and expansion. It is an important retail and entertainment district, although these industries are spreading, especially to the Michigan Avenue area north of downtown and to the growing suburbs. The decline in manufacturing in the downtown area is offset by the continuing construction of tall office buildings and, to a lesser extent, of residential buildings.V POINTS OF INTEREST The world"s first skyscraper was constructed in Chicago in 1885, spawning the Chicago School of architecture. Among the renowned architects whose buildings have shaped the city"s skyline are Louis Sullivan, William Le Baron Jenney, Daniel H. Burnham, Frank Lloyd Wright, Ludwig Mies van der Rohe, and Helmut Jahn. In the central part of the city are several of the tallest buildings in the world, including the Sears Tower, 110 stories high. Many of these buildings, including the Sears Tower, have observation decks that are open to the public.In August 1995 the new Navy Pier Center opened in Chicago. Built on a pier constructed during World War I (1914-1918), the new center includes a 15,800-sq-m (170,000–sq-ft) exposition center, an ice-skating rink, a 3,000-sq-m (32,000-sq-ft) botanical garden, and a Ferris wheel that is 46 m (150 ft) tall.VI EDUCATIONAL AND CULTURAL INSTITUTIONS Chicago has one of the largest public school systems in the United States. The Chicago Board of Education administers the system in a centralized fashion; in recent years it has been experimenting with local school councils as a means of partial devolution of authority. These councils, established in 1989, have authority in several areas, including the ability to approve budgets and curriculum. In addition, Chicago has many private schools, including large parochial systems maintained by the Roman Catholic and Lutheran churches. At the beginning of the War of 1812, the fort was evacuated, and nearly all the soldiers and settlers were killed by Native Americans; the fort was destroyed. It was rebuilt in 1816, but settlement remained sparse until the Native Americans were removed in the mid-1830s.By 1837, spurred by harbor improvements and the start of construction of the Illinois and Michigan Canal, Chicago"s population had reached 4,000, and the community was incorporated as a city. The city was quickly rebuilt and continued its rapid growth.
