Your humble servant Liang begs to say:
Our late king passed away before the great undertaking founded
by him was half accomplicated.Now China is divided into three kingdoms.Yizhou is drained of its manpower and resources.This is a critical juncture of life or death for our country.Bearing the late king"s special fovor in hearts,hte officials at court who guard Your Majesty dare
not slacken in their vigilance and the devoted officers and soldiers
at the front are fighting bravely disregarding their personal safety.
They are now repaying to Your Majesty what they have received form
the late king.It is advisable that Your Majesty should listen
extensively to the counsels of officals in order to carry on the late
king"s lofty virtues,and heighten the morale of people with high aspiration.It is injudicious that Your Majesty should unduly humble yourself,and use metaphors with distorted meanings,lest you should block the way of sincere admonition.The imperial court and the Prime Ministe"s
Office are an integral whole.There should be impartiality in meting
out rewards and punishments to officals from either administration.For both those who are treacherous and violate the law and those who
are loyal and do some good deed,the same legally appointed
officials should pass dicision on how to punish or reward. This will make plain the
equality and sagaciousness of Your Majesty"s rule.There should be neither prejudice nor
partiality in Your Majesty"s attitude towardes the officials inside and outside the court
for fear that different laws be put into practice.
Shizhong GouYouzhi and Fei Wei as well as Shilang Dond Yun are kind and honest men
with a strond sense of loyalty.The late king appointed them of your sake,and I respectfully
opine that all political affairs at court,regardless of magnitude,be first subjicted to
their inquiry before actions are taken.In this way can errors be amended,negligence
avoided,and greater results attained.
General Xiang Chong is well versed in military affairs and is kind and just by
nature.After evaluatiing his performance of a trial basis,the late king priased his talent
ability.That is why officials have elected him to be commander-in-chief.I humbly suggest
that military concerns,regardless of weight,be first met with his consideration.In this way
will there be harmony among the troops,and men both capable and icapbale will each find his
proper place in the camp.To be close to the virtuous and able officials and keep away from the vile and mean persons.That was the reason that the Wwstern Han Dynasty was

king was alive and talked with me about these historical lessons,he used to hame a sigh in
edtestation for Emperor Hun and Emeror Ling.
Shizhong,shilang,zhangshi and canjun are faithful,upright,and ready to lay down their
lves for honor and fidelity.As your humble servant,I hope that Your Majesty will retain
close ties to them and trust them.Then can the prosperity of the Han Dynasty be soon
realized.
I was originally a commoner who had to wear clothes made of hemp,and tilled land in
Nanyang.I merely managed to survive in times of turbulence and had no intention of seeking
fame and possition from princes.With and utter disregard of my low social status and meager
fund of knowlegde,the late king condescended to visit me at my thatched cottage three times
to consult me about the current events of the country.I felt so grateful that I promitted
to serve him.Soom afterwards since I received my assignment at the time of the setback and
was dispatched as an evvoy at the moment of crisis.The late king knew my prudence,and
entrusted me on his death bed with the duty of assisting Your Majesty in governing the
country.Since then I have been worrying and sighing night and day lest I should do harm to
the late king "s illustrious fame if I fail to be effective.I was thus umpelled to lead an
army across the Lu River in May and went deep into the barren district.Now the whole south
is under our rule and we have plenty of fighters and armaments.It is time to reward our
army men and lead them nothward to conquer the Central Plains.Although I am inferior in
ability like a worn out horse or a blunt knife,I would do my utmost to root out treacherous
evildoers,rejuvenate the Han Dynasty,and move the capital back to the old city.I owe this
to the late king and wish th demonstrate my loyalty to Your Majisty.
As for government affairs such as the augmentation or repeal of certain measures,or
the broadening of the way to receive exhortations,they are the duties of Gou Youzhi,Fei
Wei,and Dong Yun.
I hope Your Majesty would delegate to me the task of punishing the traitors and
rejuvenating the Han Dynasty,If I should fail to achieve this,please punish me as to
console the soul of the departed king.If Youzhi,Wei,and Yun fail to gather exhortations for
the fostering of virtues,they should be held responsible for their negligence.Your Majesty
should also make the most of your resources to solicit opinions on governing a countriy,to
judge judiciously and accept good advices,and always bear in mind the imperial edict issued
by the late king prior th his death.I this can be achieved,you will have my extreme
gratitude.
I will be journeying far,and my eyes ar full of tears in writing this memorial upon my
departure.I can hardly express what else I should say.

Minister Liang states:
先帝创业未半而中道崩殂,
Sadly our predecessor Emperor passed away midway through uniting the nation.
今天下三分,益州疲弊,此诚危急存亡之秋也。
Today the country is split up into three kingdoms. Our Shu-Han Empire is in a desperate state. This is truly a critical moment which determines whether we live or die in the days to come.
然侍卫之臣不懈于内,忠志之士忘身于外者,
Yet inside the palace, serving officials work tirelessly; outside staunch soldiers go all out in risking their lives.
盖追先帝之殊遇,欲报之于陛下也。
That"s because they are indebted to former Emperor"s generous benevolence and wish to pay it forward to you, Your Majesty..
诚宜开张圣听,以光先帝遗德,恢弘志士之气,
Indeed this is the time Your Majesty should listen to voices around you, spread goodwill from late Emperor, and boost morale of your followers.
不宜妄自菲薄,引喻失义,以塞忠谏之路也。
This is not the time to have self-doubt in your own ability, and quote misguided examples to block well-intended advice.
宫中府中,俱为一体,陟罚臧否,不宜异同。
Personnel serving in palace and administrative offices belong to one common unit. Assessment standards for reward and penalty should be uniformly applied.
若有作奸犯科及为忠善者,宜付有司论其刑赏,
Where there are incidents of violations or merits, these cases should be referred to officers in charge to evaluate appropriate commendations or punishments.
以昭陛下平明之理,不宜偏私,使内外异法也。
Such measures would demonstrate a policy of fairness and impartiality of Your Majesty. Favoritism is unwise in applying rules in palace different from those in administration.
侍中、侍郎郭攸之、费祎、董允等,此皆良实,志虑忠纯,是以先帝简拔以遗陛下。愚以为宫中之事,事无大小,悉以咨之,然后施行,必得裨补阙漏,有所广益。
Imperial Advisers and Assistant Ministers such as Guo Youzhi, Fei Yi, Dong Yun, etc. are all reliable, trustworthy, honest, and loyal. They were hand-picked by late Emperor and inherited by you. My humble opinion is they should be consulted on matters of all significance and sizes inside the palace before implementation. Their involvements would be beneficial in providing second opinions and pointing out oversights.
将军向宠,性行淑均,晓畅军事,试用之于昔日,先帝称之曰能,是以众议举宠为督。愚以为营中之事,悉以咨之,必能使行阵和睦,优劣得所。
General Xiang Chong is righteous in disposition and proficient in military know-how. During his tenure in the old days, our late Emperor praised his competence and he was appointed senior military officer by consensus. My humble opinion is he should be consulted on all army"s matters. His involvement would ensure smoothness in operations and correctness in handling matters of military.
亲贤臣,远小人,此先汉所以兴隆也;
Using good people in office to the exclusion of bad ones was the reason why West Han Dynasty prospered.
亲小人,远贤臣,此后汉所以倾颓也。
Using bad people in office to the exclusion of good ones was the reason why East Han Dynasty faltered.
先帝在时,每与臣论此事,未尝不叹息痛恨于桓、灵也。
When our late Emperor discussed with me on the corruptions during the reigns under Emperor Huan and Ling, he inevitably agonized over them and sighed.
侍中、尚书、长史、参军,此悉贞良死节之臣,愿陛下亲之信之,则汉室之隆,可计日而待也。
Current Imperial Adviser, Minister, Adjutant, and Military Adviser are all faithful and country-first officials. I hope Your Majesty would like them and trust them. In doing so, prosperity of the Han Dynasty would only be a matter of time.
臣本布衣,躬耕于南阳,苟全性命于乱世,不求闻达于诸侯。
I started out as a commoner who farmed in Nanyang while struggling to survive in times of turmoil. It was not my intention to seek fame amongst feudal lords.
先帝不以臣卑鄙,猥自枉屈,三顾臣于草庐之中,咨臣以当世之事,
Our later Emperor was not troubled by my humble status and faraway residence. Three times he condescendingly visited my thatched hut to seek my advice on current affairs.
由是感激,遂许先帝以驱驰。
In appreciation, I promised to avail myself at his disposal.
后值倾覆,受任于败军之际,奉命于危难之间,尔来二十有一年矣。先帝知臣谨慎,故临崩寄臣以大事也。
Later in a period of failures, I accepted appointment when our troops suffered defeat and took orders in times of dangers. Since then twenty-one years has passed. Our late Emperor knew I was prudent. So in his last breaths he entrusted me with all important matters.
受命以来,夙夜忧叹,恐付托不效,以伤先帝之明,
Since I took up the assignment, I have been worrying days on end that I may not be able to carry out what I was asked to do and fail our late Emperor.
故五月渡泸,深入不毛。
So in fifth month, I crossed River Lu and went deep into badlands.
今南方已定,甲兵已足,
Now order is restored in the south. Also our troops are well armed and equipped.
当奖率三军,北定中原,庶竭驽钝,攘除奸凶,兴复汉室,还于旧都。
We should reward military commanders, and take over central plain up north, In mustering my feeble strength, I will get rid of those evil people, restore the Han Dynasty, and return us to the old capital.
此臣所以报先帝而忠陛下之职分也。
It is my duties to repay our late Emperor and show my loyalty to Your Majesty.
至于斟酌损益,进尽忠言,则攸之、祎、允之任也。
Dealing with daily operations and providing advice will be handled by Youzhi, Yi and Yun.
愿陛下托臣以讨贼兴复之效,
It is my wish that Your Majesty grant me the assignment to quell evils and restore our dynasty.
不效,则治臣之罪,以告先帝之灵。
If I fail in these regards, then I am willing to accept the punishment I deserve in consolation to the spirit of our late Emperor.
若无兴德之言,则责攸之、祎、允等之慢,以彰其咎;
If words do not go out to propagate Your Majesty"s grace, then Youzhi, Yi and Yun would be at fault and they would be reprimanded for their failings.
陛下亦宜自谋,以咨诹善道,察纳雅言,深追先帝遗诏,臣不胜受恩感激。
It is advisable that Your Majesty should take initiative to seek good advice, and wisely choose the sensible ones. Wishes of late Emperor in his final edict should be closely followed, and I"m forever grateful for his words of wisdom.
今当远离,临表涕零,不知所言。
Now I am leaving for a long expedition. Tears stream down my cheeks in looking at this memorandum, and I am lost for words.
