　　浅谈安徽经济的发展　　安徽省位于中国东南部，地处长江下游，东连江苏，南邻浙江、江西，西靠湖北、河南，北接山东，居华东腹地，是我国东部地区南北之间和东西之间过渡地带。由于历史的原因，在很长的一段时间里，安徽因为“不东不西”的尴尬处境而与中国的几次经济发展良机失之交臂。当临近的江浙等省都已快步进入经济强省之列时，而安徽仍然以落后的农业大省的身份在艰难地发展着。　　安徽经济和社会发展中存在的主要问题是：产业结构层次不高，工业化水平低、城市化水平低、经济外向度低这“三低”问题较突出；区域经济发展不平衡；就业和再就业压力不断增大；民间投资启动不快，农村市场销售不旺，经济增长的基础不稳固。　　笔者作为一个安徽人，对家乡的发展现状感到心痛，于是笔者在分析了安徽经济发展滞后的部分原因后，对其发展提出了一些建议。　　一，振兴轻工业　　改革开放以来，安徽省注重调整工业产业结构，轻工业迅速崛起，形成了以家电、电子、纺织、烟酒、日用化工为支柱的轻工业生产体系。轻工产品花色品种从约2万种增加到5万多种，涌现出如美菱集团、荣事达集团、丰原生化集团、芳草日用化工集团、古井集团、圣泉集团、红星宣纸集团、芬格欣药业集团等一批骨干企业和名牌产品。然而，近些年来，这些企业在激烈的市场竞争中不断处于下风，市场份额不断减少。原因是多方面的：首先，这些企业产品结构单一，就家电来说，美菱集团主要依靠冰箱，荣事达集团则更是完全依赖于洗衣机，如此单薄的产品结构，如何与海尔，TCL等家电巨头抗衡；其次，缺乏品牌打造，很少利用广告进行宣传，大多局限在省内，因而虽然它们在省内是响当当的牌子，对于外省人却很陌生，因而在巨大的省外市场中只有很少的份额。另外，轻工业产品利润较低，必须形成规模效应，而安徽的轻工企业大多规模较小，终究难以快速增长。因此，要想成为真正的轻工大省，安徽必须先重点发展一批骨干企业，这些骨干企业则须进行适当的产品结构调整，多在全国范围内进行宣传，提升自己的品牌价值进而成为真正的名牌，不断壮大。依托这些骨干企业，安徽可以再着眼发展一批中小企业，这类企业要注意科技创新，不能停留在传统的工业体制上，提高竞争力。　　二，充分利用科技和人才优势　　安徽省科学技术整体力量居全国前列，省会合肥是全国四大科教基地之一。市内设有中国科学院合肥分院、中国科学技术大学等国内著名的科研单位和高等学府，全省现有国务院部门及中国科学院驻皖科研机构近20个，县以上独立研究开发机构251个，高等院校办研究与发展机构40个，大中型工业企业办技术开发机构420多个，民营科技企业3629家。全省现有中国科学院院士11名、工程院院士2名，科技人员94万。拥有如此优越的科技条件，安徽应该充分利用这种优势进而转化为经济优势。首先，要注重将科技成果转化为产品，2003年全省民营科技企业4542家，从业人员12.46万人，然而技工贸总收入只有207亿元，显然在科研产品成果化上效率较低；其次，要注意减少技术成果和人才的外流，2004年共签订各类技术合同3599项，金额7.54亿元；其中流向本省的技术1492项，金额3.7亿元，可见技术外流现象很严重，人才方面也是如此，因此政府方面还须进一步采取一些优惠政策以防止人才和技术的大量外流。最后，技术监督与质量服务工作需进一步加强，2004年共受理专利申请2311件，授权专利1419件，分别比上年增长13%和11%，两数字间的差距表明安徽省在技术监督与质量服务工作方面还有许多问题。　　三 ，积极发展农业　　安徽是中国重要的农业生产基地之一，而其农业经济在全国仅居于第9位。　　安徽农业落后，机械化程度低，农作物结构不够合理，大多数地方停留在传统农业经济阶段。安徽耕地面积有433万公顷，农业人口比重大，因此农业的发展对安徽经济的发展至关重要。安徽的东北边邻居山东与安徽有许多相同之处，而作为农业强省，山东在农业产业化方面积累的经验是安徽所需借鉴和学习的，山东每年农副产品出口有60亿美元，山东省一直把农业作为基础产业，农业产值现居全国第一，是全国重要的粮食、棉花、花生、蔬菜、水果产区。山东在全国率先提出了农业产业化的发展思路，一大批龙头企业把千家万户的分散生产与千变万化的大市场连接起来，使传统农业不断向现代农业转变。因此安徽省需要加快推进农业产业化和产业结构调整。 加大推行农业科技投入，增强全省农业持续发展的后劲。并且调整种植业结构使之趋向市场化。安徽紧靠以上海为中心的长三角经济区，因此应利用这一条件努力发展为长三角的农产品供应基地，如能充分发掘这一广阔市场，安徽的农业便找到了自己的正确定位。　　四，大力发展旅游业 安徽是中国旅游资源最丰富的省份之一，名山胜水遍布境 内，自然景观与人文景观交相辉映，现有黄山、九华山、天柱 山、琅琊山、齐云山5个国家级风景名胜区，有国家级自然保 护区3个，国家森林公园23个，有毫州、寿县、歙县三座国家 级历史文化名城，以及凤阳中都城和明皇陵遗址、“和县猿人” 遗址、歙县许国石坊、毫州花戏楼等9处国家重点文物保护单 位。继98年合肥市、黄山市、毫州市被评为全国首批优秀旅 游城市，99年，黄山被联合国教科文组织授予1999年度国际 保护管理文化景观奖，九华山被建设部命名为国家文明风景名 胜区。 然而安徽的旅游业还很落后，旅游资源的开发与保护都存在问题，2002年全年旅游总收入只有216.2亿元，在旅游品牌打造方面，只有黄山，九华山做得较好，其他旅游景点并未形成规模产业，宣传力度也不够，相应的交通服务设施还不完善。因此安徽需要做的有：加快重点旅游景区、旅游城市开发与配套设施建设，开拓大众旅游市场，保护旅游资源，提高文化品位，增强旅游接待能力。重点发展“两山一湖”（黄山、九华山、太平湖）旅游经济，逐步建成世界级旅游胜地。同时大力发展以天柱山、琅琊山、天堂寨为代表的皖西、皖东和皖西南的观光旅游，以合肥、巢湖为中心的休闲旅游，以古文化为主要特点的皖北和沿江城市的专项旅游。强化旅游产品开发，围绕旅游办工业、办农业，开发旅游食品、旅游商品、旅游纪念品和文化产品，形成集观光、休闲、购物和文化娱乐为一体的立体化旅游产业，创出品牌。加快旅游企业体制改革，规范旅游市场秩序，提高服务质量。　　五，提高自己作为能源、原材料基地 的“含金量”　　安徽省矿产资源的开发利用在国民经济中占有重要地位。 开发规模较大的矿产有煤、铁、铜、水泥石灰岩、硫铁矿，已形成能源、建材、冶金、有色、化工五大基础产业，是国家级的材料工业基地和华东的能源供应基地。两淮煤田（淮南、淮北）是中国南方最大的煤炭生产基地，年产原煤4677.77万吨。 全省发电量为319．3亿千瓦时。但仅仅依赖能源与原材料的初级工业，显然不利于安徽经济的可持续发展，并且产业效益很低。因此，安徽应加大科技投资，充分挖掘资源的价值，并合理规划资源开发，防止不合理开采造成的浪费，总之，要努力从资源大省转变为加工业大省。　　六，加速城镇化建设，努力构筑城市经济圈　　“十五”期间，我国多数省区首次将加速城市化确定为经济与社会发展的战略之一，这将大大促进都市经济圈的成长和建设。特别是东部沿海省市，纷纷把都市圈的培育和壮大当作21世纪初期地区发展的重大目标。反观安徽发展历程，上述态势给予我们的启示是：安徽城市经济的建设任重道远，都市经济圈的构筑更应引起高度重视。历史上，安徽自然经济渊源流长，计划经济相当典型，工业化进程和市场经济发展迟缓，以致全省人口的城市化率与先进省区相比存在明显的差距。尤其是安徽的城市，一是在空间上几乎呈均态分布，不像有些省区拥有无可置疑的城市密集区；二是城市的规模不大，又差不多水平一般高，省会合肥的“首位度”也偏低；三是多数城市的“青春发育期”是在条块分割的体制背景下度过的，产业各成体系，相互关联薄弱，城市相互之间及对周围地区的辐射和吸纳能力都不强。改革开放以来，这些情况虽有明显变化，但尚未从根本上得以改观。　　加紧构筑都市经济圈，不仅有助于改善安徽城市的上述缺陷，而且对全省经济社会的发展具有重大而深远的意义。　　今后五到十年，是我省进行经济结构战略性调整的重要时期，是完善社会主义市场经济体制的重要时期，也是扩大开放、更广泛地融入国内外经济的重要时期。加入世界贸易组织有利于更好地利用国际国内两种资源、两个市场；扩大内需方针的继续实施为拓展市场提供了空间；西部大开发和东部地区的产业升级，有利于我省发挥承东启西的区位优势；体制创新、科技创新为经济发展注入新的活力；加速推进城镇化，将促进城乡经济的共同繁荣；以信息化带动工业化，将提高经济运行的质量和效率。改革开放以来所创造的物质条件，特别是各项基础设施的大规模建设和农业生产条件的改善，也为我省经济加快发展奠定了基础。　　我们必须审时度势，抓住机遇，迎接挑战，开拓前进。在工业化初具规模的基础上优化结构和提高质量，在城镇化潜能积聚的基础上实现城镇化的快速推进，在社会主义市场经济体制初步建立的基础上实现经济体制的完善，在全方位对外开放的基础上逐步走向经济国际化，在实现现代化建设第一、第二步战略目标的基础上加快向第三步战略目标迈进。
