随着河南和安徽两地6家村镇银行“取款难”事件的持续发酵，包含村镇银行在内的中小银行正在经历又一轮的“信任危机”。最近有很多储户开始担心起中小银行存款的安全性，即便是损失大笔的定存利息，也要将存在中小银行中的存款取出。 那么，到底该如何理解大中小不同银行存款的安全性呢？ 存款保险制度，存款安全性的基石 如果提到存款的安全性，很多人的第一反应可能就是“存款保险保50万”这样的印象。确实如此，我国在2015年2月发布《存款保险条例》之后，存款保险这一制度便逐渐地从专业学者中向大众普及。特别是在2020年12月之后，央行授权参加存款保险的金融机构可以使用存款保险标识，之后很多人也发现了所有境内银行都在醒目的位置贴上了存款保险这一标识。 每当有储户去银行存款好奇询问这一标识时，都会有银行的工作人员进行简单的讲解。同时，银行也会据此进行一定的投资者教育，向居民讲解存款的安全性。可以说，存款保险制度就是保障居民存款安全性的基石。 第一，存款保险制度是以立法的形式予以确立的。2015年发布并实施的《存款保险条例》是这一制度的法律基石，这就决定了储户存款合法权益的保证是由法律所确认和保护的，法的效力等级高。 第二，按照《存款保险条例》的规定，所有境内设立的商业银行、农村合作银行、农村信用合作社等吸收存款的银行业金融机构都要进行投保。也就是说，银行不分大小，不分成立的先后顺序，只要居民是在境内设立的银行中的存款，都受到存款保险制度的保护。 第三，理论上来说，对于存款的最高偿付限额为包含本息在内的人民币50万元。即便出现极端情况，银行出现破产或其他风险情况时，超出50万的部分，依法从投保机构清算财产中受偿。 为什么说理论上对于存款的保险上限是50万？因为从实际执行中来看，国内对于居民储蓄存款的保障是远远高于50万的。一个典型的案例是《存款保险条例》实施后，对于包商银行的处置，虽然包商银行存在巨额的资不抵债缺口，但在最后的风险处置上，对个人储蓄存款是予以了全额保障的。 同时，“50万”的限额也并非是永久不变的，在经济发展或者存款结构变化中，“50万”的最高偿付限额会根据市场的变化而变化。 第四，存款保险基金是兑付存款保险的保障。央行主导成立了存款保险基金管理有限公司，用于管理银行等投保机构缴纳的存款保险费用，并将这些钱投资于国债、央票等信用等级非常高的资产。所有投资产生的收益一并纳入到存款保险基金，一旦银行出现风险需要对储户的存款进行兑付，存款保险基金就是兑付资金的来源。 因此，作为基石性质的存款保险制度，保障了我们存款的安全性。 在理解了存款普遍具有安全性之后，我们又该如何理解大中小不同银行存款的安全性呢？ 为什么不同的银行存款安全性是一样的？ 先说结论，只要被存款保险制度覆盖，大中小不同银行存款的安全是一样的。为什么这么说？可以从大多数储户对于小银行存款安全性的质疑来看。 第一种质疑，无论是此次河南和安徽两地6家村镇银行“取款难”的事件，还是过去一些银行客户遇到风险事件的，都是中小银行居多。 第二种质疑，从存款利率上看，中小行存款利率普遍要比大行高很多。很多地方性中小行一年期存款的利率甚至可以高达4.5%甚至更高，相比之下，国有大行一年期定存的利率才2%左右。既然给了这么高的利率，是不是风险就更高？ 显然并非如此，从不同银行的竞争性来看，大行比中小行有更好的品牌声誉，在吸收存款时，就能以更低的利率吸引到存款。如果以一般的商品作为对比，大行在卖“存款”这种产品时，利率更低对于客户而言，就是客户购买这种产品的价格更高。就像同样的产品，即便质量一样，品牌性更强的产品总是比其它产品卖的更贵一样。 从用户体验的角度来看，大行线下网点遍布全国甚至海外，线上各种功能齐全，储户无论是线上还是线下，都能够便利地存取使用。而中小行往往立足地方，网点也仅限于某地区，线上渠道的建设也比较简单，只具备一些最基本的功能。从这方面来说，用户在选择中小行更高利率的同时，其实是选择了一个相对没有那么便利，也缺乏其它权益的一种产品。 最后也是最重要的一点，中小行与大行的服务群体有明显的差异性。二者不论是存款的利率还是贷款的利率，都具有较大差异性。大行遍布全国，往往优先服务大公司、大客户，这些企业信用情况好，能够享受到更低的贷款利率。中小行仅服务地方区域，多数为中小企业和收入更低的人群服务，小企业风险更大，贷款的利率也往往更高一些。整体上来说，中小行在吸收存款时给更高的利率，成本就更高，但在贷款时，定价也更高。而大行则恰好相反。其实这也是构建“多层次金融体系”的重要部分。每一类有不同需求的人和企业，都能够找到符合自身需求的金融产品。 因此，综合来看，中小行更高的存款利率与其竞争策略、客群定位等方面息息相关，与部分人认为的“给了这么高的利率，是不是风险就更高？”观点，并无关系。 除了这些之外，中小行也和大行有着相同或类似的监管规则。更重要的是，对存款这种产品，都同样地受到存款保险制度的保护。从这些方面来看，就可以理解了为什么中小行存款和大银行的存款具备一样的安全性。 当然，也要注意到，上文的这些是为了让大家理解存款这种产品的安全性，而非一味地肯定中小行经营和管理的风险因素。 恰恰相反，中小行当前确实面临着比以往更大的风险，但我们需要区分存款这种特殊的产品，与银行经营管理风险之间的区别。例如中小行普遍服务的是地方中小企业等普惠金融客群，这部分企业和个人在当前面临经济下滑、疫情冲击等风险，而且个别经济增长面临问题的区域，中小行风险同样在上升。同时，包商银行事件与这次“河南和安徽两地6家村镇银行取款难”事件，也都暴露了中小行长期存在的治理问题。这些都反应了中小行在经营和管理上，与大行相比的确存在更大的风险。 但正如前文所述，我们需要区分存款的风险，与中小行在经营管理中的风险。举一个不完全恰当的例子，一个企业中的高管有违法违规行为，或者企业突发性地遇到了问题，是否能够说明该企业的产品没有安全性可言？更何况存款作为一种十分特殊的金融产品，还有着存款保险作为最后的保障。 当然，我们并非鼓励居民在存款时，就要追求更高的利率，把钱存在中小银行。但我们需要更理性地判断中小银行存款的安全性，并根据个人对存款便利性、期限等方面的要求，选择一个更加适合自己的存款产品。 【注：市场有风险，投资需谨慎】 （作者为星图金融研究院研究员黄大智）
