Today I wish to share with you about one of my favourite TV shows Survivor. It is broadcast on ATV World Channel at 10 PM on every Saturday. It is a reality game show with 30 people being sent to a remote place like a jungle. They are divided into tribes and will pete in some challenges. The losing tribe will vote to send one of its members away from the game. The last person standing in the game will bee the winner and claim a huge cash prize. I find the show very exciting. I have learned something new from watching the episodes and I find it a fun way to learn to speak English. 提升公共服务数字化水平是“十四五”时期推进数字经济发展的重要内容。日前，国务院发布的《“十四五”数字经济发展规划》（以下简称《规划》）中，提出要持续提升公共服务数字化水平，促进公共服务更加普惠均等。 一、推动公共服务数字化是促进全 社会 共享发展红利的必然选择 当今世界，新一轮 科技 革命和产业变革方兴未艾，以互联网、云计算、大数据、人工智能等为代表的数字技术不断更新迭代，数字技术的渗透与普及成为推动公共服务均等化、普惠化、高效化、便捷化的重要手段，让广大人民群众共享数字经济发展成果。 （一）数字技术推动公共服务均等化普惠化。我国 社会 的主要矛盾是人民日益增长的美好生活需要与不平衡不充分的发展之间的矛盾。数字技术的应用能有效促进区域之间、城乡之间的公共服务资源更加优化配置。“十三五”时期以来，我国区域和城乡之间的数字接入鸿沟有所弥合，城乡地区互联网普及率差异从2016年底的36%缩小到2021年6月的19.1%。网络扶智取得显著成效，广大农村学校实现互联网接入，截止到2021年底，全国中小学（含教学点）联网率已从2015年的69.3%上升到99.7%，通过开展“专递课堂”“名师课堂”“同步课堂”等，让更多农村地区和贫困地区孩子享受到更多优质教育资源。 （二）数字技术推动公共服务高效化便捷化。随着互联网、大数据、人工智能等技术的广泛应用，政务服务也逐渐实现移动化、智能化。依托全国一体化政务服务平台，省级行政许可事项实现网上受理和“最多跑一次”的比例超过82.13%，全国一半以上行政许可事项平均承诺时限压缩超过40%。“掌上办”“指尖办”成为政务服务标配，“一网通办”“异地可办”“跨省通办”越来越普及，企业、民众办事便捷度和满意度不断提升。 二、重点围绕四大领域，加快推动公共服务数字化水平全面提升 和传统的公共服务模式相比，数字经济时代的公共服务更突出数字化、智能化和融合化。《规划》提出，持续提升公共服务数字化水平，协同推进四大服务领域，实现数字经济发展红利的全民共享。 （一）政务服务领域，持续提高“互联网+政务服务”效能。“十三五”期间，各地区各部门依托全国一体化政务服务平台，大力推进“一网通办”，为深化“放管服”改革、推进数字政府建设提供了有力支撑。截至2021年12月，全国一体化政务服务平台实名用户超过8亿人，实现了工业产品生产许可证、异地就医结算备案、 社会 保障卡申领等事项的“跨省通办”。“十四五”时期应更注重提高政务服务的效能。一是加快政务服务标准化和智能化。以标准为引领，加快推进政务服务标准化、规范化、便利化，持续提升政务服务数字化智能化水平，实现高频服务“一网通办”。各地要编制高频政务服务事项清单，推动清单事项“掌上可办”，使企业和群众办事更加便捷。二是推动数据共享和业务协同。建立健全政务数据共享协调机制，加快数字身份统一认证和电子证照等互信互认，促进流程优化和业务协同。依托全国一体化政务服务平台，推动跨部门跨地域并联审批、联合监管和协同决策，推动政务服务实现“区域通办”“跨省通办”“无感漫游”等。三是推动政务服务纵深下沉。推动政务服务向基层深度拓展，提升服务便利化水平。继续强化省市县政务服务三级联动，同时加快服务资源重心下移，构建和完善覆盖省、市、县、乡、村五级网上政务服务体系，扩大网上政务服务“村村通”范围，加快线上线下融合。四是推动政务服务主动化和精准化。以需求为导向，重视政务数据的融合应用，从“人找服务”转向“服务找人”，深化大数据分析技术，增强基于大数据的事项办理需求预测预判能力，打造主动式、多层次的创新型服务场景。五是推动重点领域的数字化协同应用。站在 社会 经济全局角度，聚焦城市公共卫生、 社会 安全、应急管理等领域，深化数字技术应用，通过数据共享和跨部门协同，推动重大突发公共事件的快速响应和联动处置，增强实际应用成效。 （二） 社会 服务领域，加快提高 社会 服务数字化普惠水平。 社会 服务数字化水平提升，对于构建共建共治共享共同富裕的民生发展格局具有重要意义。近年来， 社会 服务供给已经取得了突破式进展。“十四五”时期，需要进一步提升数字化 社会 服务的供给水平和覆盖范围。一是推进服务领域更加广泛。深入推进和发展智慧教育、数字 健康 服务、智慧文旅、智慧社区、 社会 保障服务数字化等，优化会展 旅游 、 体育 建设等服务资源数字化供给和网络化服务，促进优质资源深化应用、共享复用。强化就业、养老、儿童福利、托育、家政等民生领域供需对接，优化资源配置。发展智慧广电网络，加快推进全国有线电视网络整合和升级改造。二是促进 社会 服务更加普惠。深入开展电信普遍服务试点。着力瞄准革命地区、民族地区、边疆地区、脱贫地区，瞄准教育、医疗、社保、帮扶等重点服务内容，加快 社会 服务的远程供给水平和覆盖水平，助力基本公共服务均等化。加强信息无障碍建设，提升面向特殊群体的数字化 社会 服务能力，让更多民众享受数字化带来的便利。推动 社会 服务和数字平台的深度融合， 探索 鼓励多领域跨界合作，激发 社会 参与活力。 （三）数字城乡领域，统筹推动新型智慧城市和数字乡村建设。新型智慧城市是新一代信息技术在城市应用的综合载体，是城市实现整体数字化转型和智能化发展的重要抓手。我国新型智慧城市建设近年取得了显著成效，“十四五”时期需要进一步推动数字城乡融合发展。一是持续推进新型智慧城市建设。强化智慧城市统筹规划与顶层设计，切实推动城市数据整合共享和业务协同，分级分类推进新型智慧城市建设。结合城市实际需求，完善城市信息模型平台和运行管理服务平台，有条件的地市因地制宜， 探索 科学构建数字孪生城市。杜绝盲目跟风，强调应用成效，建设节约务实的新型智慧城市。鼓励 社会 力量参与，创新新型智慧城市建设、应用、运营等模式，建立健全智慧城市长效发展机制，推进智慧城市规划、设计、建设、运营协同，增强智慧城市建设的造血能力。二是提速数字乡村建设。完善农村地区信息和服务供给，提升信息惠农服务水平，构建乡村综合信息服务体系，推进农业生产生活数字化应用。推进乡村治理数字化，推进涉农服务事项线上线下一体化办理。健全城乡常住人口动态统计发布机制，促进城乡要素双向自由流动和公共资源合理配置，形成以城带乡、共建共享的数字城乡融合发展格局。 （四）数字生活领域，创新打造智慧共享的新型数字生活。数字经济发展将带动数字产业新业态蓬勃发展，进一步丰富民众的数字生活服务供给。“十三五”时期，我国信息消费实现快速增长，持续拓展数字生活新空间。2020年我国信息消费规模达到5.8万亿，智能家居、可穿戴设备、 汽车 联网设备等新型消费受到市场欢迎。“十四五”时期应着力加大数字生活产品供给，提升群众生活便利性和幸福感。一是发展智慧社区。打通信息惠民“最后一公里”，加快既有住宅和社区设施数字化改造， 探索 优化智慧社区建设运营模式，推动智慧社区发展以建为主转向长效运营，促进有效市场和服务型政府有机结合。二是推进智能家居发展。引导促进家居产品与家居环境的智能互动，丰富数字家庭生活应用，让民众享受到数字化带来的便利生活。三是提升智慧体验促进信息消费。创新发展“云生活”服务，拓展社交、购物、阅读、 娱乐 、健身、展览等领域的微服务平台内容和智能应用。推动公共服务整合，提升场景消费体验。（唐斯斯 赵文景 国家信息中心）
