　　中国包装工业历史、现状与新世纪发展　　一、历史与现状　　中国的现代包装工业是从70年代末期中国实行改革开放政策以后迅速发展起来的。随着国内贸易的发展，尤其是进出口贸易的发展，政府开始认识到中国包装工业的落后严重影响了国民经济的发展，特别是意识到：落后的包装给出口贸易造成了极大的伤害。根据中国包装行业的统计，当时因为包装不善和在流通环节中的问题，每年损失在100亿元人民币以上。　　为了改变这种情况，加快包装行业的发展，中国政府派代表团考察了国外包装状况，提出了发展包装的新思路：不是用传统的建立行政部门并进行管理的手段发展包装，而是用成立包装行业组织，进行行业管理的办法发展包装事业。经国务院批准，1980年成立了中国包装技术协会。政府各有关部门的领导、全国从事包装生产的企业代表、从事包装科研教学工作的专业人员成为第一批协会的会员。当时任国家经济委员会副主任的邱纯甫先生担任了协会的会长。以后在各部委系统又先后成立了一批部门级的包装公司。通过行业调查，制定发展规划、加大资金投入、引进先进技术、更新生产设备、开展专业培训等工作，促进包装工业的发展。　　经过近20年的不懈努力，中国的包装工业发生了根本的变化，包装制品的水平有了极大的提高，很多方面已经与国际先进水平不相上下。今天，在中国城市的市场里、自选商店中，到处都可以见到琳琅满目的商品以及它们形形色色的包装。有时它们也会使置身其中的外国人大吃一惊。各种各样的中国制造的商品连同它们的包装纷纷出现在北京、欧洲的市场上，使到那儿旅行的中国人一不留心就买回了自己的国产货。　　随着社会主义市场经济的实现，“包装”在中国已经变成了一个时髦的名词，它在中国已经被认为是一个“朝阳”行业，这与国际上流行的“包装在经济上的中心 性”也是一致的。虽然在中国包装行业内也存在着激烈的竞争，也存在“过分包装”等问题，存在种种制约包装发展的因素，但是，中国包装工业已经取得了令人瞩目的发展，这已经是不争的事实。　　1980年，中国包装工业总产值是72亿元人民币，1982年90亿元，1994年增长到979亿元，1998年达到1800亿元。18年内包装工业产值增加了24倍，年平均增长率19%（见表1）。　　表1 中国包装工业产值增长表 （预计2200）　　1982年，包装行业从业人员为89万人，1994年达到180万人，1997年增长至251万人。1982年全民所有制县以上包装企业有2555家，1994年全行业各种经济所有制包装企业达到12000家，1997年进一步增加到19600家。1982年，包装工业总产值仅占中国工农业市场总值的1.09%，对比发达国家包装工业产值占国民生产总值的比例普遍高于2%，说明当时的中国包装工业所能提供的包装产品还无法充分满足工农业生产的需要。1994年上升到1.57%，1996年达到2.05%。这一数字说明中国包装工业在国民经济中的地位已经发生了根本的变化，中国包装工业已能为工农业生产提供足够的包装制品。中国包装工业主要产品的产量如下表2，3。　　表2 449　　今天，中国的一些包装产品如塑料编织袋、纸袋、塑料袋、复合软包装、金属桶等的产量已经名列世界前茅，并有部分出口。包装工业承担着每年数万亿元人民币的国内商品和上千亿美元的出口商品的包装任务，已经能够基本满足国民经济发展的需要。中国的包装工业自1980年起，经历了近20年的快速发展，其速度始终超过同期国民经济的增长速度。这一方面显示了市场经济的发展对包装工业带来巨大的刺激和需求，另一方面又说明了中国的包装工业与国民经济的其它行业相比，仍然有很大的发展余地。　　随着包装工业的健康发展，其行业结构和产品结构也在不断地变化。虽然公有经济整个包装工业的比重有所下降，但国民经济中公有制经济（国有经济和集体经济）占主导地位的格局没有改变，特别是集体所有制企业（主要这乡镇企业）从事包装生产的越来越多，发展迅速。股份制经济和其它经济出现较大增长，集体经济和“三资”经济也有一定程度增长。国有经济资产比重明显高于总资产比重，非国有经济的资产比重明显低于总资产比重。详见表4。包装工业中主要产业所占比重变化见表5。　　表4
