　　为进一步强化我市海关建设，按照《关于进一步规范市直机关事业单位人员流动调配工作的意见》(安组发〔2019〕42号)和《安阳市人力资源和社会保障局关于同意市海关事务服务中心公开选调工作人员的复函》(安人社函[2022]49号)等文件精神，根据工作需要，经研究决定，安阳市海关事务服务中心面向全市市直事业单位选调9名工作人员。 　　一、选调原则 　　(一)坚持公开、平等、竞争、择优原则; 　　(二)坚持德才兼备的用人标准; 　　(三)坚持能力素质与职位要求相适应; 　　(四)坚持考试与考察相结合。 　　二、组织形式 　　选调工作在安阳市人力资源和社会保障局监督指导下，由安阳市发展和改革委员会具体组织实施。 　　三、选调计划 　　拟选调工作人员9名，具体岗位及人数见附件《市海关事务服务中心选调工作人员计划表》。 　　岗位要求的专业条件按照教育部和国务院学位办下发的《普通高等学校本科专业目录》(2020年版)、《研究生人才培养学科目录》执行。 　　四、选调范围和条件 　　(一)选调范围 　　市直事业单位在编在岗工作人员。 　　(二)选调人员基本条件 　　1.具有良好的政治、业务素质，品行端正; 　　2.年龄35周岁以下，是指1987年5月31日以后出生。 　　3.近3年年度考核均为合格及以上等次; 　　4.具有正常履行职责的身体条件和心理素质; 　　5.本科以上学历及学士以上学位; 　　6.法律法规及政策规定的其他条件。 　　有下列情形之一的，不得参加公开选调： 　　1.在试用期内或未满最低服务年限的; 　　2.受处分期间或未满影响期限,或涉嫌违纪违法正在接受有关部门审查尚未作出结论的; 　　3.曾因犯罪受过刑事处罚的; 　　4.《关于事业单位新进人员实施公开招聘工作的意见》(豫人〔2007〕55号)政策实施执行以后(截止2007年5月1日起)，非通过公开招聘入编事业编制的; 　　5.法律法规规定的其他情形。 　　五、选调程序 　　本次选调工作按照发布公告、报名和资格审核、考试、体检、考察、公示等程序组织实施。 　　(一)发布公告 　　2022年6月9日在市发展和改革委员会、市人力资源和社会保障局发布选调公告。市发展和改革委员会为本次选调工作指定相关公告发布网站，请注意及时关注。 　　(二)报名 　　1.时间：2022年6月15日上午8︰00至2022年6月17日下午18︰00(逾期不再受理)。 　　2.地点：在报名规定的时间内到市发展和改革委员会人事科现场报名(地址：市党政综合楼B区720室;联系电话：2550751)。 　　3.提交材料 　　(1)填写报名表(一式两份，详见附件2)。 　　(2)提交“教育部学历证书电子注册备案表”或“中国高等教育学历认证报告”原件及复印件。 　　(3)加盖单位公章的市机构编制委员会办公室入减编通知单或台账复印件。 　　(4)本人身份证、学历学位证书等原件及复印件。 　　(5)2张2寸免冠照片及电子照片(二寸近期正面免冠证件照，红底、蓝底、白底均可，JPG格式。图片大小宽为130像素，高度为160像素，最终效果以输出后的大小为准，宽高比例约为1.3:1.6，像素大小200kb以内，以便制作准考证时使用，电子照片发送至邮箱：rsk720@163.com)。 　　(三)资格审查 　　资格审查工作贯穿于选调工作的全过程。报考人员提交的报名材料应当属实、准确、完整、有效。对不符合报名条件弄虚作假的，一经发现，取消其选调资格。 　　(四)面试 　　本次选调采取结构化面试方式进行。 　　面试工作由市发展和改革委员会负责组织实施。具体面试时间、地点、方式另行通知。 　　为形成有效竞争，报考人数与选调计划人数的比例一般不低于3﹕1。报名人数与选调人数不足3﹕1比例的，在确保竞争的前提下，适当降低比例，但不得低于2：1，报考人数低于2：1比例的相应核减选调人数，直至取消该岗位选调。 　　(五)体检 　　根据面试成绩，按每个岗位选调人数1：1.25的比例由高分至低分确定体检人员。 　　体检程序、体检项目及标准参照《公务员录用体检通用标准》执行。由市发展和改革委员会负责组织实施。体检时间另行通知，体检费用自理。 　　不按规定参加体检者，视为放弃资格。体检人员放弃体检或体检不合格出现招聘岗位缺额的，在同岗位选调人员中，按面试成绩由高分至低分依次等额递补。 　　(六)考察 　　从体检合格者中按每个岗位选调人数1：1的比例，依照面试成绩从高分至低分的顺序确定考察人选，考察不合格出现的考察人选空缺，由同岗位体检合格者递补。 　　市发展和改革委员会负责组织对考察人选的考察工作，采取查阅人事档案、个别谈话、与考察对象面谈等方式，对考察对象的德、能、勤、绩、廉等情况进行全面考察。 　　(七)公示 　　考察合格者，将在市发展和改革委员会、市人力资源和社会保障局进行公示，公示期为5个工作日。 　　公示期内若有异议，请以书面方式向市发展和改革委员会选调工作监督组反映，并提供必要的证据材料。提出异议者须提供本人真实姓名、工作单位、联系电话等有效联系方式，凡匿名、冒名或超出期限的异议不予受理。 　　公示期间，被反映有影响选调问题并查有实据的，取消其选调资格。对反映的问题一时难以查实的，将暂缓选调，待查清后再决定是否选调。 　　(八)办理调动手续 　　公示期满无异议的，或者反映的问题不影响选调的，市发展和改革委员会按相关规定和程序办理调动手续，市海关事务服务中心办理聘用手续。不合格者返回原单位工作。 　　(九)疫情防控要求 　　在选调组织实施过程中，根据疫情防控动态要求，严格落实防疫措施。必要时，将随时对有关工作安排进行适当调整。报考人员有义务随时关注安阳市发展和改革委员会网站公告，按要求提前做好各项准备工作，如实提供有关信息，服从现场管理，接受健康码查验及体温测量等。不符合疫情防控要求的，不得参加考试、体检。凡违反疫情防控有关规定，隐瞒、虚报旅居史、健康状况等疫情防控重要信息的，将依法依规严肃追责。 　　特别提示： 　　参加选调的人员在选调期间要保持通讯畅通，报名时留下的联系方式若有变化，要及时告知选调单位，因本人原因错过重要信息而影响考试聘用的，责任自负。 　　六、组织领导 　　此次选调工作在市发展和改革委员会党组的统一领导下，由市发展和改革委员会选调工作领导小组负责组织实施。 　　成员由市发改委、市委编办、市人社局等相关科室(单位)负责人组成。 　　七、纪律监督 　　选调工作中要严格执行有关纪律要求，接受市纪委监委派驻市发展和改革委员会纪检组全程监督，如发现有违纪违规行为，将严格按照有关规定进行处理。要做到信息公开、过程公开、结果公开，接受社会监督。 　　报名咨询电话：0372-2550751 　　电子邮箱：rsk720@163.com 　　监督举报电话：0372-2550638 　　附件1市海关事务服务中心选调工作人员计划表.docx 　　附件2市海关事务服务中心选调工作人员报名登记表.docx
