And I am just so glad that all could join us today. And I want to thank Wakefield for being such an outstanding host. Give yourselves a big round of applause. (Applause.)　　I know that for many of you, today is the first day of school. And for those of you in kindergarten, or starting middle or high school, it"s your first day in a new school, so it"s understandable if you"re a little nervous. I imagine there are some seniors out there who are feeling pretty good right now -- (applause) -- with just one more year to go. And no matter what grade you"re in, some of you are probably wishing it were still summer and you could"ve stayed in bed just a little bit longer this morning.　　I know that feeling. When I was young, my family lived overseas. I lived in Indonesia for a few years. And my mother, she didn"t have the money to send me where all the American kids went to school, but she thought it was important for me to keep up with an American education. So she decided to teach me extra lessons herself, Monday through Friday. But because she had to go to work, the only time she could do it was at 4:30 in the morning.　　Now, as you might imagine, I wasn"t too happy about getting up that early. And a lot of times, I"d fall asleep right there at the kitchen table. But whenever I"d complain, my mother would just give me one of those looks and she"d say, "This is no picnic for me either, buster." (Laughter.)　　So I know that some of you are still adjusting to being back at school. But I"m here today because I have something important to discuss with you. I"m here because I want to talk with you about your education and what"s expected of all of you in this new school year.　　Now, I"ve given a lot of speeches about education. And I"ve talked about responsibility a lot.　　I"ve talked about teachers" responsibility for inspiring students and pushing you to learn.　　I"ve talked about your parents" responsibility for making sure you stay on track, and you get your homework done, and don"t spend every waking hour in front of the TV or with the Xbox.　　I"ve talked a lot about your government"s responsibility for setting high standards, and supporting teachers and principals, and turning around schools that aren"t working, where students aren"t getting the opportunities that they deserve.　　But at the end of the day, we can have the most dedicated teachers, the most supportive parents, the best schools in the world -- and none of it will make a difference, none of it will matter unless all of you fulfill your responsibilities, unless you show up to those schools, unless you pay attention to those teachers, unless you listen to your parents and grandparents and other adults and put in the hard work it takes to succeed. That"s what I want to focus on today: the responsibility each of you has for your education.　　I want to start with the responsibility you have to yourself. Every single one of you has something that you"re good at. Every single one of you has something to offer. And you have a responsibility to yourself to discover what that is. That"s the opportunity an education can provide.　　Maybe you could be a great writer -- maybe even good enough to write a book or articles in a newspaper -- but you might not know it until you write that English paper -- that English class paper that"s assigned to you. Maybe you could be an innovator or an inventor -- maybe even good enough to come up with the next iPhone or the new medicine or vaccine -- but you might not know it until you do your project for your science class. Maybe you could be a mayor or a senator or a Supreme Court justice -- but you might not know that until you join student government or the debate team.　　And no matter what you want to do with your life, I guarantee that you"ll need an education to do it. You want to be a doctor, or a teacher, or a police officer? You want to be a nurse or an architect, a lawyer or a member of our military? You"re going to need a good education for every single one of those careers. You cannot drop out of school and just drop into a good job. You"ve got to train for it and work for it and learn for it.　　And this isn"t just important for your own life and your own future. What you make of your education will decide nothing less than the future of this country. The future of America depends on you. What you"re learning in school today will determine whether we as a nation can meet our greatest challenges in the future.　　You"ll need the knowledge and problem-solving skills you learn in science and math to cure diseases like cancer and AIDS, and to develop new energy technologies and protect our environment. You"ll need the insights and critical-thinking skills you gain in history and social studies to fight poverty and homelessness, crime and discrimination, and make our nation more fair and more free. You"ll need the creativity and ingenuity you develop in all your classes to build new companies that will create new jobs and boost our economy.　　We need every single one of you to develop your talents and your skills and your intellect so you can help us old folks solve our most difficult problems. If you don"t do that -- if you quit on school -- you"re not just quitting on yourself, you"re quitting on your country.　　Now, I know it"s not always easy to do well in school. I know a lot of you have challenges in your lives right now that can make it hard to focus on your schoolwork.　　I get it. I know what it"s like. My father left my family when I was two years old, and I was raised by a single mom who had to work and who struggled at times to pay the bills and wasn"t always able to give us the things that other kids had. There were times when I missed having a father in my life. There were times when I was lonely and I felt like I didn"t fit in.　　So I wasn"t always as focused as I should have been on school, and I did some things I"m not proud of, and I got in more trouble than I should have. And my life could have easily taken a turn for the worse.　　But I was -- I was lucky. I got a lot of second chances, and I had the opportunity to go to college and law school and follow my dreams. My wife, our First Lady Michelle Obama, she has a similar story. Neither of her parents had gone to college, and they didn"t have a lot of money. But they worked hard, and she worked hard, so that she could go to the best schools in this country.　　Some of you might not have those advantages. Maybe you don"t have adults in your life who give you the support that you need. Maybe someone in your family has lost their job and there"s not enough money to go around. Maybe you live in a neighborhood where you don"t feel safe, or have friends who are pressuring you to do things you know aren"t right.　　But at the end of the day, the circumstances of your life -- what you look like, where you come from, how much money you have, what you"ve got going on at home -- none of that is an excuse for neglecting your homework or having a bad attitude in school. But she worked hard, earned good grades, and got a scholarship to Brown University -- is now in graduate school, studying public health, on her way to becoming Dr. Jazmin Perez.　　I"m thinking about Andoni Schultz, from Los Altos, California, who"s fought brain cancer since he was three. He"s had to endure all sorts of treatments and surgeries, one of which affected his memory, so it took him much longer -- hundreds of extra hours -- to do his schoolwork. But he never fell behind. He"s headed to college this fall.　　And then there"s Shantell Steve, from my hometown of Chicago, Illinois. Even when bouncing from foster home to foster home in the toughest neighborhoods in the city, she managed to get a job at a local health care center, start a program to keep young people out of gangs, and she"s on track to graduate high school with honors and go on to college.　　And Jazmin, Andoni, and Shantell aren"t any different from any of you. They face challenges in their lives just like you do. In some cases they"ve got it a lot worse off than many of you. But they refused to give up. 　　各地、州、市人力资源和社会保障局，自治区党委各部、委，自治区各委、办、厅、局、人民团体、大专院校，自治区大中型企业组织人事部门： 　　根据人力资源社会保障部人事考试中心《关于2022年度一级建造师资格考试考务工作的通知》（人考中心函〔2022〕57号）要求,为组织实施好各项考务工作，现将有关事项通知如下。 　　一、考试组织工作 　　一级建造师资格考试工作由自治区人力资源和社会保障厅与自治区住房和城乡建设厅共同负责组织实施。自治区人事考试中心负责考试的考务组织工作，自治区住房和城乡建设厅负责报考条件解答和证书注册等工作。 　　二、报名事项 　　（一）考试设置 　　一级建造师资格考试设《建设工程经济》（客观题）、《建设工程法规及相关知识》（客观题）、《建设工程项目管理》（客观题）和《专业工程管理与实务》（主、客观题混合）4个科目。参加4个科目考试（级别为考全科）的人员须在连续2个考试年度内通过全部应试科目，参加2个科目考试（级别为免二科）的人员须在1个考试年度内通过相应应试科目，方可获得资格证书；参加1个科目考试（级别为增报专业）的人员须取得一级建造师资格证书后方可报名，通过应试科目后可获得成绩合格证明，该证明作为注册时增加执业专业类别的依据。 　　（二）报名要求 　　凡符合原人事部、原建设部《关于印发〈建造师执业资格制度暂行规定〉的通知》（人发〔2002〕111号）规定条件的人员，均可报名参加一级建造师资格考试。 　　1．按照《人力资源社会保障部关于降低或取消部分准入类职业资格考试工作年限要求有关事项的通知》（人社部发〔2022〕8号）要求，自2022年起，一级建造师资格考试工作年限要求调整如下： 　　（1）取得工程类或工程经济类专业大学专科学历，从事建设工程项目施工管理工作满4年。 　　（2）取得工学门类、管理科学与工程类专业大学本科学历，从事建设工程项目施工管理工作满3年。 　　（3）取得工学门类、管理科学与工程类专业硕士学位，从事建设工程项目施工管理工作满2年。 　　（4）取得工学门类、管理科学与工程类专业博士学位，从事建设工程项目施工管理工作满1年。 　　2．为进一步明确报考一级建造师资格考试的学历专业要求，住房城乡建设部有关部门根据教育部《普通高等学校本科专业目录》（1998年版、2012年版、2020年版）及原专业对照表编制了新版专业对照表。自2022年起，首次报考一级建造师资格考试的人员，参照新版专业对照表内容选择允许报名专业；2022年以前曾报考一级建造师资格考试且滚动期内存在有效成绩的应试人员，仍可参照原专业对照表内容选择允许报名专业。 　　三、报名时间及流程 　　(一)报名时间。报考人员统一在全国专业技术人员资格考试报名服务平台（zg.cpta.com.cn以下简称“报名平台”）报名。 　　2022年度一级建造师资格考试，报名及缴费时间为2022年9月14日10:00—9月23日19:00，缴费截止时间为9月23日23:00。 　　报考人员须在规定时间内进行网上报名缴费，逾期不予补报。 　　(二)注册用户。报考人员登录报名平台（zg.cpta.com.cn），须客观准确完整地填报相关信息。如忘记注册用户名和密码，可通过“找回用户名或密码”功能找回用户名，重新设置密码。 　　1.首次报考人员应在报名前完成用户注册，网上报名系统将对身份信息、学历学位信息进行在线核查。报考人员提交注册信息24小时后可登录网上报名系统报名，如有未完成核验的项目，选择考试报名时会有相应的提示信息，须待核验完成后方可报名。建议报考人员在报名前预留充足时间提前完成用户注册。 　　2.已注册的报考人员无需重新注册，报考时应提前登录网上报名系统，补充完善相关信息，网上报名系统将对身份信息、学历学位信息进行在线核查。报考人员提交补充信息24小时后，可登录网上报名系统报名，如有未完成核验的项目，选择考试报名时会有相应的提示信息，须待核验完成后方可报名。 　　(三)上传照片。初次报考人员上传照片前，应下载照片审核处理工具（在www.cpta.com.cn点击工具下载），并使用该软件进行照片审核处理，只有通过审核并保存后的报名照片，才能被报名系统识别，应采用近期1寸白底免冠正面证件照，报名照片将用于准考证、考场座次表、证书、证书查询认证系统，请慎重选用上传的报名照片。已在报名平台注册并上传过照片的报考人员，无需再上传照片。 　　(四)填写报名信息。报考人员在网上报名系统填报相关信息后，可自主选择是否采用告知制方式办理相关事项。系统生成《专业技术人员资格考试报名证明事项告知制告知书》电子文本，报考人员本人签署（提交）报考书，一经提交即具有法律效力，不允许代为许诺。报考信息一经确认后，报考人员将无法再次修改报名信息，报考人员应认真仔细检查录入的信息。 　　报考人员作出许诺后，可在未缴费且报名截止前撤回许诺。报考人员撤回许诺的，本年度该项考试中不再适用告知制。 　　(五)特殊情况审核。报考人员有以下情况的，须按规定办理报考事项： 　　1.不适用告知制办理相关事项的； 　　2.未选择告知制方式办理相关事项的； 　　3.撤回许诺申请的。 　　报考人员许诺后，在核查或者日常监管中发现其不符合考试报名条件的，考试报名无效，已缴费用不予退还；取得成绩的，当次全部科目成绩无效；取得资格证书或者成绩证明的，资格证书或者成绩证明无效。 　　(六)资格审查。根据人力资源社会保障部人事考试中心《关于印发〈专业技术人员资格考试报名证明事项告知制工作规程〉的通知》（人考中心函〔2021〕1号）要求，考前不进行资格审查。 　　(七)缴纳考试费。采取网上支付方式进行缴费，在报名平台按网络提示进行网上支付。缴费过程中如遇问题，可拨打易宝支付24小时咨询热线（4001500800）。 　　(八)开具发票。乌鲁木齐市需要开具发票的报考人员，缴费成功后，在2022年12月1日前携带身份证和报名表到自治区人事考试中心核对缴费记录开具发票。其他地、州、市需要开具发票的报考人员，缴费成功后，在2022年11月20日前携带身份证和报名表到所在地、州、市人力资源和社会保障局人事考试中心登记申办。 　　四、考试时间 　　2022年11月19日－20日 　　11月19日： 　　9:00－11:00 建设工程经济 　　14:00－17:00 建设工程法规及相关知识 　　11月20日： 　　9:00－12:00 建设工程项目管理 　　14:00－18:00 专业工程管理与实务（10个专业） 　　五、考场设置 　　根据人力资源社会保障部办公厅《关于印发专业技术人员职业资格考试考务工作规程的通知》（人社厅〔2021〕18号）的要求，在全疆14个地、州、市设置考点。 　　六、打印准考证 　　报考人员于考前一周自行登录中国人事考试网打印准考证，具体事宜以准考证为准。 　　七、收费标准 　　按照自治区发展和改革委员会、自治区财政厅、自治区市场监督管理局《关于调整我区职业资格考试考务收费标准和相关政策的通知》（新发改规〔2019〕2号）、《财政部国家发展改革委关于重新发布中央管理的住房城乡建设部门行政事业性收费项目的通知》（财税〔2015〕68号）、《国家发展改革委财政部关于改革全国性职业资格考试收费标准管理方式的通知》（发改价格〔2015〕1217号）和《住房城乡建设部关于重新发布有关专业技术人员资格考试项目收费标准的通知》（建计〔2016〕82号）有关规定，一级建造师资格考试考试费及考务费《建设工程经济》、《建设工程法规及相关知识》、《建设工程项目管理》每人每科41元，《专业工程管理与实务》每人68元。 　　八、其他要求 　　(一)要坚持贯彻落实中央关于新冠肺炎疫情防控工作的决策部署，认真遵守当地疫情防控工作的有关规定。确保应试人员、考试工作人员的生命安全和身体健康，确保疫情防控常态化期间考试组织实施安全、平稳、顺利。减少应试人员跨地域流动，疆外应试人员只能在本人工作所在地、居住地报名参加考试。 　　(二)应试人员应试时携带的文具限于黑色墨水笔、2B铅笔、橡皮、直尺和无声无文本我功能的计算器。 　　(三)在考试期间违纪、违规的，按照《专业技术人员资格考试违纪违规行为处理规定》（人力资源和社会保障部令第31号）进行处理。 　　(四)报考人员可关注“新疆人事考试中心”微信公众号，自治区人事考试中心将及时推送考试动态。 　　九、查询成绩 　　考试结束3个月后，应试人员可登录中国人事考试网查询成绩。 　　原文标题：关于2022年度一级建造师资格考试考务工作的通知 　　文章来源：http://www.xjrsks.com.cn/ncms/article_N052209121508.shtml

It should reflect applicants" best thinking about an area of specialization. From University of Washington, Urban Design and Planning　　The applicant"s statement of purpose often proves to be the most important document in the application process. While other documents help establish general qualifications and background, the statement of purpose is a personal expression that distinguishes an applicant from other applicants and relates her or his specific interests to those of program faculty.　　The objectives of the statement of purpose are twofold. First, it builds on the content of more generalized documents, such as transcripts and resumes, by providing further details regarding the applicant"s background and academic qualifications. Second, it delivers a clear description of the applicant"s objectives, including his research interests and intended course of study. This information is critical to the application process and a focused, well-written document is essential to the decision to admit. For this reason, the statement of purpose should reflect your best thinking regarding your decision to pursue doctoral studies at the University of Washington.　　In particular, the statement should be structured around the following five pieces of information. First, begin with a brief overview of your academic and professional background, including a description of any previous research experience. Second, describe your motivation for pursuing doctoral studies and your current research interests. Remember that this is your opportunity to explain what you would like to learn through advanced study and what you plan to achieve by doing so. Third, identify at least three members of the faculty whom you would like to work with. Fourth, briefly outline your intended course of study including your primary research interests. You may also want to list several courses that you would like to take during your first year in the program.
