建设部公布了《绿色建筑评价标准》 近日，建设部公布了《绿色建筑评价标准》（征求意见稿）。该《标准》由建设部组织中国建筑科学研究院、上海市建筑科学研究院会同中国城市规划设计研究院等单位共同编制。目前，该《标准》已进入征求意见阶段。 与此同时，记者就关于推广绿色建筑的意义以及绿色建筑的发展趋势等问题，采访了参与编写《标准》的中国建筑科学研究院建研建筑设计研究院副院长曾捷女士。她认为，该《标准》的制定，将廓清被商家过度炒作而变得模糊不清的绿色建筑概念，给真正的绿色建筑一个权威的评价标准。 终结伪绿色建筑 “之所以提倡绿色建筑，是因为它集成了绿色配置、自然通风、自然采光、低能耗围护结构、新能源利用、中水回用、绿色建材和智能控制等高新技术，具有选址规划合理、资源利用高效循环、节能措施综合有效、建筑环境健康舒适、废物排放减量无害、建筑功能灵活适宜等六大特点。”曾捷告诉记者，虽然绿色建筑有很多优点，但是社会还没有充分认识到节能与绿色建筑工作的重要意义，缺乏节能与绿色建筑的基本知识和意识。 因此，建立一套适合我国国情的绿色建筑评价体系，对积极引导大力发展绿色建筑，促进节能省地型住宅和公共建筑的发展，都具有十分重要的意义。同时，绿色建筑节能标准的确立，也将终结市场中的伪绿色建筑。 《标准》中，绿色建筑的定义为在建筑的全寿命周期内，最大限度地节约资源（节能、节地、节水、节材）、保护环境和减少污染，为人们提供健康、适用和高效的使用空间，与自然和谐共生的建筑。曾捷认为，之所以考虑建筑的全寿命周期，就是为了使建筑对自然的消耗、破坏降到最低，达到绿色建筑的标准。 同时她表示，“绿色建筑并非都要达到标准中定义的所有方面，有些建筑并不适合做一些标准。比如零能耗，有人认为零能耗也是绿色建筑，但是如果花很大的代价达到零能耗，其实与绿色建筑是相违背的。在定义中所说的标准，其实是一种平衡关系，并非要牺牲一个局部成全另一个局部。” 因地制宜把握标准 上个世纪80年代，伴随建筑节能问题的提出，绿色建筑概念开始进入我国，在2000年前后形成讨论热点。由于世界各国经济发展水平、地理位置和人均资源等条件的不同，对绿色建筑的研究与理解也存在差异。曾捷指出，中国的绿色建筑有它自身的特点，建设部把其归结为“四节一环保”，即：节能、节地、节水、节材和保护环境。 《绿色建筑评价标准》的制定，虽然将廓清被商家过度炒作而变得模糊不清的绿色建筑概念，给真正的绿色建筑一个权威的评价标准，但是任何标准的推广总是需要一个过程。曾捷表示，此时在政策上的引导和扶植是非常必要的。 目前已经有相当多的开发商会向曾捷询问关于绿色建筑的种种问题，对此她表示，他们做绿色建筑有可能是以此为卖点，但是从另外一个方面也可以看到，绿色建筑已经引起了市场的关注。另外，目前各地的建设部门也在大力推广绿色建筑。对于绿色建筑的推广前景，曾捷很有信心。
