以科学发展观促成人与自然和谐相处 ——访环保总局政研中心主任夏光央视国际 (2005年03月03日 10:51) 结合实际自己总结一下 自2004年12月开始，环保总局掀起了一场令人振奋的“环评风暴”。环境保护的话题，一时间引起社会的广泛关注。 环保意识日益深入人心，是这场“风暴”的强大助力。如何建立人与自然的和谐关系，怎样推进我国经济社会的可持续发展，已成为全社会讨论的焦点。记者日前就这些问题采访了环保总局环境与经济政策研究中心主任夏光。 记者：经过30多年的不懈努力，我国的环境保护事业取得了不小的成就，但环境总体状况不容乐观。森林破坏、水土流失、沙尘暴肆虐，目前我们面临的生态环境形势相当严峻。这些环境问题主要集中在哪些方面？ 夏：发达国家上百年工业化过程中分阶段出现的环境问题，在我国20多年里集中出现，这是一个客观事实，也是一个重大挑战。我国面临的主要环境问题，一是环境污染比较严重，许多河流在流经城市的河段上都受到严重污染，大部分湖泊出现富营养化。很多城市空气污染比较严重。酸雨出现的国土面积比较大。城市垃圾无害化处理率低。二是生态破坏范围和程度比较大，水土流失面积和沙化土地面积有所增加，森林的生态功能不足，草原退化现象比较普遍，华北平原地下水漏斗很大，生物多样性受到威胁。三是国际环境问题的压力较大，如履行相关国际公约及加入WTO等。 记者：可不可以这样说，这些环境问题的出现表明，无视或轻视自然规律，人类定要为此付出代价。而我们又应当从中吸取什么样的教训？ 夏：正确认识人与自然的关系，作为认识过程来看，经历一些曲折有一定的必然性。而为了13亿人口的生存和发展，也必须支付一定的资源和环境代价。关键问题是，这个代价不能过大。就像一个人为了谋生要付出体力上的劳动，但是过度消耗是不行的。 对人与自然关系的认识要不断进步，不能坚持已经过时的错误做法，即使过去的错误有客观性原因，今天我们也要勇敢面对、反思并调整。 我们要从这些环境问题中吸取教训，在人类对自然规律认识有局限的时候，慎重地处理与自然的关系。比如我们正在进行的西部大开发，是要解决区域发展不平衡及西部地区人民富裕起来的问题。而西部地区生态环境十分脆弱，我们对于在此搞开发，就一定要慎重，要以更为科学、民主的方法来决策。具体来说，首先把生态恢复建设作为重点任务。如植树造林、涵养水源、退耕还林，还有禁牧、湖泊整治。西部开发中的生态保护与恢复，也是西部开发的基础条件。 记者：我国传统哲学中有不少关于人与自然的论述，都包含朴素的尊重自然、保护环境的思想。应当怎样继承与发展我国传统文化中人与自然和谐精神？中国传统哲学中的环境伦理思想，与当今世界的先进潮流是否适应？ 夏：现代化与传统是一种继承和发展的关系，中国哲学中的环境伦理观也是这样。实现现代化，就是要使一个民族或国家从行为理念、精神状态、思维方式、发展策略、物质水平、文化成就等各方面，都跟上世界的前进步伐，反映这个时代的发展方向。 中国传统文化中的环境保护思想是现代化本身的题中应有之义。从上个世纪五六十年代以来，国际上逐渐兴起了环境保护的潮流，对传统工业文明的高增长、高消耗的发展方式进行了不断的反思和批判。1972年人类环境会议呼吁世界各国共同保护自然环境，1992年联合国环境与发展大会提出可持续发展战略，2002年可持续发展世界首脑会议确认经济增长、社会进步和环境保护共同构成可持续发展的三大支柱。 记者：在构建社会主义和谐社会过程中，实现人与自然的和谐相处具有什么样的意义？ 夏：人与自然和谐，是和谐社会各种关系中非常重要的关系。如果人与自然的关系不和谐，那么人与人、人与社会要建立和谐也难。对我国特别有重要意义的就是，始终不能忘记我国存在巨量人口。相对13亿人口这个巨大基数，我国有效国土十分有限，人地矛盾极为突出。 人与自然的关系，本质上反映了人与人的关系。人与自然的关系不和谐，实际是人与人之间的关系没有调节好。因为资源的有限性与人类需求之间的缺口非常大，导致人类对环境资源的竞争性使用。比如，环境污染，是人对自然的一种行为，而再深入看，就是一部分人产生的污染，被整个社会承受，这就是追求利益的阶层与承受代价的阶层之间的利益冲突。比如淮河污染，出来诉苦的都是当地农民，没见哪个造成污染的企业负责人去诉苦。 调整人和人的关系，最有力的武器是法律，道德可以调节，但在利益面前往往显得软弱，而且没有强制性。所以加强环保法律的建设，成为当务之急。通过法律，使污染环境的人承担代价，也使那些享受了经济利益的人付出环境成本。比如我们使用手机，也应当为生产手机所在地支付环境代价。 记者：科学认识、正确运用自然规律，在全社会树立保护环境良好风尚，实现人与自然和谐相处，应从哪些方面着手？ 夏：随着经济体制改革的深入，新一轮经济发展扩张也必将随之到来，由此带来能源、资源消耗的增加和污染物排放增加，对资源环境提出了更高的要求。 中央经济工作会议提出的大力发展循环经济，转变经济增长方式是解决这个矛盾的根本方法： 一是提高资源使用效率，建立资源节约型的社会经济体系。我国提出了“走新型工业化道路”的选择，即我国的工业化要实现“经济效益好、资源消耗少、科技含量高、环境污染小、人才资源得到充分利用”。发展新科技，建立与环境和谐的科技体系。 二是以新的指标体系来衡量社会经济的发展，考核各级干部。一些地方常常把发展简单等同于经济增长，又把经济增长简单等同于工业增长，在地方各级政府的政绩考核中，把GDP、招商引资和投资项目作为政绩考核的主要指标。于是许多地方政府往往不顾本地生态环境和自然资源状况，大上高污染、高消耗的项目。新的指标体系不仅要反映经济增长的总量水平，更应该反映出经济增长的质量，反映出经济增长过程中环境、生态和资源的代价。绿色GDP就是符合上述要求的一个很好的经济指标，目前正在抓紧进行研究。 三是完善法规体系，通过各种政策措施推动循环经济体系的建立。循环经济将“资源-产品-废物”这一传统的线性物流模式改造为“资源-产品-再生资源”的物质循环模式，充分提高生产和再生产活动的生态效率，以最少的资源能源消耗，取得最大的经济产出和最低的污染排放，实现经济、环境和社会效益的统一，建成可持续的生产和消费模式。作为一种新的经济发展模式，循环经济的发展需要对现有的经济制度进行改革和创新，重点要健全法制，完善政策，对现有宏观经济政策体系进行改革，逐步建立绿色的产业、财政、税收、和金融等政策体系，引入生产者责任延伸制度等，明确生产者、消费者的社会责任和义务，建立和完善公众参与环境保护和实践循环经济的制度。（新华社记者朱玉、周玮） 1. 爱护一草一木，一鸟一兽，与大自然和谐相处。 To be good care of every tree and bush, bird and mammal, be in harmony with nature. 2. 人类社会…逆天行道，其妄自招。 ----道家学说. 老子 Humanity...The universe is sacred if you try to change it, you will ruin it. ---Lao-Tsu. 　　接到那辆车厢后藏有尸体的车后，将车开到指定地点（途中会有两辆以上的车干扰你）下车，车会被吊车吊走，任务完成。 　　THE GETAWAY 　　在6：00---14：00之间来到指定地点，接到任务后，将车开到指定地点，按喇叭，（注：该车必须能容纳三人）载这三个人到银行抢劫，完成后，警铃大作，此时先不要急着回到粉红点，先去喷漆处装修一下，取消警戒后，再回到粉红点，任务完成。 　　T点任务： 　　TAKING OUT THE LAUNDRY 　　接任务后，地图上会出现3个棕色点，先去手枪处拿到手榴弹，如果血不多，先去加血，最好是找个妓女把血补充到125，因这关要用手榴弹炸毁3辆卡车，很危险。 　　THE PICK-UP 　　驾车到指定地点取走文件包，这时会有三四个人从三个方向围堵过来，举起枪，冲向卡车那个方向，占据有利地形后消灭敌人，然后开车到粉红点完成任务。 　　提示：这关因为敌人比较多，所以如果血和子弹不足的话，一定要先补充。 　　SALVATORE////"S CALLED A MEETING 　　到指定地点开房车接两个黑社会老大到一幢别墅开会，途中会有很多卡车阻挡你，摆脱掉，直到安全到达。 　　提示：目的地的门口因为有两辆卡车堵着，可以在一排房子的后面（从补血那个位置进入）绕过去。 　　TRIADS AND TRIBUL 　　有三个绿色的任务要完成，其中两个很简单，稍微注意一点就能解决，另一个需要去开一辆叫Triad Fish Van的车（该车车身有一条鱼骨的标志，在Chinatown周围Trenton的鱼工厂附近出没比较多）到鱼鱼工厂去，开到后，停在车里不动，等目标走下来，再开车压过去即可完成任务。 　　BLOW FISH 　　到指定地点开走垃圾车到鱼鱼工厂，车辆在行驶途中尽量不要发生碰撞，如果进度条满了，车身就会爆炸，任务失败，这关还有时间限制，总之要即快又安全，比较考验驾驶技巧，到达后，在车中启动炸弹，然后快速跑开，炸弹爆炸，任务完成。 　　S点任务 　　CHAPERONE 　　带Misty去参加一个party，中途警察包围了会场，等Misty上车后，突围出去，回到安全地带。 　　CUTTING THE GLASS 　　接任务前，先抢一辆计程车，保持车况完整，接任务后，开到指定地点，停在那辆计程车后面，让那人上错车后，开到指定地点，过场动画结束后，开车压死那人即可。 　　BOMB DA BASE 　　到指定地点两次后，购买了阻击枪，并带卖枪给你的那个人一起去码头，可以看到轮船上有很多人，等同伴下车后，驾车绕到轮船对面的屋顶，由于一开枪，同伴就会奋不顾身的冲上轮船安装炸弹，保护的任务就交给你了，用阻击枪从汽车处开始一个一个解决掉，等同伴放上炸弹，任务结束。 　　LAST REQUESTS 　　接任务后，开车到指定地点，开进中国城区域，会有BBcall机响起，是Misty打来的，告诉我，那是一个圈套，车内有炸弹，原来是恶毒的黑社会老大想杀人灭口，调转车头到粉红色位置，开船离开这里，到粉红点上岸，来到了Stauton Island 　　Stauton Island篇 　　A点任务 　　SAYONARA SALVATORE 　　爬到建筑物顶层，在沿街那面的屋顶上阻击那个曾想加害于你的黑社会老大，报仇后，任务结束。 　　UNDER SURVEILLANCE 　　到三处指定地点，其中两处可以用阻击枪解决，另一处在车内的敌人可以用手榴弹解决。 　　PAPARAZZT PURGE 　　到棕色点乘上快艇，追前方快艇，并用ctrl键开炮射击，进度条结束，快艇爆炸，任务完成。 　　PAYDAY FOR RAY 　　在规定时间内到达指定的四个公用电话亭，（很考验驾驶技巧）即可完成任务。 　　TWO-FACED FANNER 　　跟着那辆车后面，不要撞击他，等候时机下手，（比如红灯，堵车等）下车，用手榴弹炸那辆车，只能一次成功，否则就难以脱身了，因警报响起后，不能开到喷漆处消除警报。 　　BAIT 　　此关的任务是把三个粉红点的车引诱到黄点再消灭掉。 　　ESPRESSO-2-GO 　　这关难度比较大，有9个类似公车票亭（记得好像是卖咖啡的），需要毁灭，当毁灭其中任何一个的时候，给你毁灭剩下8个的时候就只剩8分钟了，在短短的八分钟里，你要横跨三个地区，经过多次失败以后，我终于领悟到了诀窍，那就是不急于动手，先漫游三个城市，找到九个目标后，再动手，这样不会盲目的寻找目标而浪费了宝贵的时间。 　　SAM 　　驾船到飞机场，在船上或者在岸上用火箭筒射击黄点那架要降落的飞机，成功后，飞机内会散落8件包裹，收集齐后，乘船回到粉红点，赶紧去消除警报，然后回到粉红点，完成任务。 　　提示：警察的直升机不用理会，不要击落它，否则警报上升到6级，招来坦克，任务就别想完成了，不信试试。 　　R点任务 　　SILENCE THE SNEAK 　　来到那个房间里有灯光的大楼前，把车挡在车库门前，用手雷扔到那个房间里，等车出来以后，对准车库的位置扔一枚手榴弹，多试几次就能成功，炸毁那辆想逃跑的车后，任务完成。 　　提示：按住鼠标时间久一点，可以扔得远一些。 　　ARMS SHORTAGE 　　用手榴弹将包围过来的车炸毁，再退回到同伴旁边，一起解决掉余下的敌人，对了，别忘了吃箱中间的那个盔甲。 　　EVIDENCE DASH 　　接任务后，找辆速度快的车，每接击那辆棕点的车一次，就会掉下一个包裹，下车捡起来，捡到六个以后把自己的车炸毁即可完成任务。 　　GONE FISHING 　　到Portland的指定地点找到police boat开到指定海域后，炮击另一艘船，进度条（damage）满后，将他逼到岸上，然后用阻击枪解决掉，任务完成。 　　PLASTER BLASTER 　　撞击救护车，进度条满后，会从车内掉出一个人，没办法，虽然残忍了点，但是只能碾死他完成任务。 　　MARKED MAN 　　驾车接同伴去另一个城市Shoreside Vale，因为桥上有CIA，不能硬闯，只能从隧道（在ROCK FORD地区）过去，进入隧道后，一路左拐左拐左拐来到飞机场的侯机厅前，下车后，再从桥上回去，任务完成。 　　K点任务 　　KANBU BUST-OUT 　　接任务后，你需要一辆警车，到BOMB点装上炸弹后，开到警局，动炸弹后离开，等炸弹起爆后，开附近的警车去那个刚被炸开了一个口的大楼前，救走里面那个犯人，需要去喷漆处消除警报，但警车是无法喷漆的，所以需要中途换车，完成喷漆后，将犯人送到指定地点任务完成 　　提示：在自己的车库里放一辆车是比较稳妥的方法。 　　GRAND THEFT AUTO 　　在规定时间内分别将三个棕色点的车偷到粉红点，注意请不要将车损坏，否则要到喷漆处翻新，虽然就在隔壁，但浪费时间和金钱，不过要是有一点碰坏了，反正要翻新了，那就横冲直撞吧，越快越好。 　　DEAL STEAL 　　接任务后，根据提示，你必须抢一辆叫YARDIE CAR的车，该车在NEWPORT地区会出没，（就是车座用豹皮制作的那种车）驾驶该车去粉红点接人，并载他去另一点，消灭人、炸毁车后，任务完成。 　　SHI MA 　　接任务后，取得两个公文包，来到交货地点，却被拒绝，又新增一个任务，来到Portland城市，杀光指定的所有人，取得第三个公文包，回到粉红点，完成任务。 　　SMACK DOWN 　　这关是要碾死至少八个人，虽然没有时间限制，但是每个人在街上的停留时间是有限的，等他们离开的时候，你就失去了下手的机会了，所以还是能有多快就多快吧。 　　D点任务 　　LIBERATOR 　　接任务后，到FORT STALLNTON地区抢一辆叫CARTEL CRUISER的工具车，然后开到指定地点，消灭里面所有人，然后逐个检查车库，提防车库里的坏人，会向你开枪，其中一个车库里有一个坏人和老人（人质），注意不要误杀了人质，带着老人到粉红点完成任务，车存起来，下关还要用。 　　WAKA-GASHIRA WIPE OUT 　　驾车接任务后，开到NEWPORT的多层停车场顶楼，开车撞死那个头顶上有箭头的人，其它人可以不用管他，驾车从楼顶上飞出去（你也可以选择其它路线），尽快离开NEWPORT地区，然后下车，任务完成。 　　A DROP IN THEOCEAN 　　找一辆速度快的车去接任务，然后马上赶到码头，驾驶一艘船到指定海域，跟在那喷气飞机后面捡包裹（不能用火箭筒轰飞机），一共有6件，收集齐后，上岸上车，喷漆后开到指定地点完成任务。 　　GRAND THEFT AERO 　　接任务后，来到停机坪，干掉飞机场里面的四个人后，驾车（你硬要驾飞机我也没办法：））过桥回到Stauton Island的一个建筑工地（粉红点），消灭里面的残余力量，来到电梯间，看完过场动画以后，搞定底下的三个人，开车到粉红点，任务完成。 　　ESCORT SERVICE 　　很简单的一个任务，沿途保护那辆运钞车到安全地点就可以完成任务。 　　DECOY 　　开着运钞车熬过3分钟就可以完成任务，前提是要注意车辆的损坏进度条，满了车辆就会爆炸，任务失败，真是痛苦的煎熬，一方面是因六级警报而招来的为数卸嗟？车匪路霸////"，另一方面是显示效果越来越吃力，慢得无法忍受。 　　提示：开着车往隧道方面逃，就能熬过这////"黑色三分钟////"了。 　　LOVE////"S DISAPPEARANCE 　　过场关，结束了这一城市的任务，前往Shoreside Vale地区。 　　Shoreside Vale篇 　　接任务后，你会失去所有武器，要命的是你没有时间去买武器，抢走你面前的那把手枪，奋勇杀到车库里，引诱两至三个守卫进车库里解决掉，目的是拿到他们手中的武器，如果敌人不上当，就算了，因为有时间限制的，所以一定要抓紧时间，不过我的建议是至少要拿到一把uzi，补上盔甲后，驾车离开，跟着直升机的方向追去，来到水库的库区，停车在大门口，杀掉门口那两个守卫，夺下他们的AK47，（现在是什么枪都要珍惜了）前进，在右边的山脚下，有一把阻击枪，干掉制高点的敌人，用AK干掉附近的敌人，得到M4，开M4的瞄准镜，（鼠标右键），干掉更远的敌人，附近有一个加血点，等血不够时再加，动画过后，用枪把冲过来的卡车击炸，再消灭掉底层的所有敌人，注意那个拿火焰喷射器的家伙，这家伙是最危险的，当然，还要提防直升机上扔下来的燃烧弹，上楼梯杀死平台的敌人。
