摘 要：和传统企业相比高新技术企业在很多方面有所不同，可以将高新技术企业的特征概括为高投入性、高技术人才密集性、高创新性、高增长性、高收益性、高风险性、组织结构扁平化以及合作和共享的组织文化等典型特征。 中国论文网 http://www.xzbu.com/1/view-4637999.htm　　关键词：高新技术企业；高技术人才密集；高收益性；高风险性 　　高新技术（又称高科技，high-technology）一词产生于20世纪70年代，流行于20世纪80年代。由于高新技术本身是一个动态发展概念，目前国内外还没有公认的定义。在这一概念诞生初期，美国《韦氏第三版新国际词典增补9000词》中对高新技术的定义为：“使用包含尖端方法或尖端仪器的技术。”世界经济合作与发展组织（OECD）在1988年对高新技术所下的定义为：“高新技术是指那些需要以充满活力和持续进步的研究和开发为基础的迅速发展和高度综合的经济部门”。日本学者认为，高新技术是以当代尖端技术和下一代科学技术为基础建立起来的技术群。我国国家科技成果办公室对高新技术的定义是：“高新技术是建立在综合科学研究的基础上，处于当代科技前沿的，对发展生产力、促进社会文明和增强国家实力起先导作用的新技术群。”这一定义与其他的定义相比，更全面地反映了高新技术的本质特征，也符合我国国情，是本文所认同的一种定义。世界经济合作与发展组织（OECD）于1997年确定了九个高新技术行业，分别是“航空航天、计算机、电子通信、医药、科学仪器、电气机械、化学、非电气机械、军事装备”。？譹？讹而目前我国确定今后要重点发展的高新技术领域有生物技术、信息技术、新材料、新能源、空间技术和海洋技术。 　　高新技术企业的概念：高新技术企业是指在企业生产经营过程中，研究与开发费用投入大，拥有较高比率的科技型人才，并以研究开发、生产销售创新产品或创新技术服务的企业。 　　从上述定义可以看出，高新技术企业一般具有三个基本要素：第一，研究与开发在企业生产经营中十分重要，研发费用占企业销售收入的比例较高。第二，科技型人才占企业员工总数的比例较高，企业的生存和发展高度依赖于科技人才。第三，企业的产品或服务往往具有较高的科技含量，大多属于创新型产品或创新型技术服务。 　　和传统企业相比高新技术企业在很多方面有所不同（如表1.1），根据对比结果可以将高新技术企业的特征概括为高投入性、高技术人才密集性、高创新性、高增长性、高收益性、高风险性、组织结构扁平化以及合作和共享的组织文化等，以下从八个方面论述高新技术企业的八大特征。 　　一、高投入性 　　高新技术企业的高投入性主要表现在研发、研发产品商品化阶段的试验和推广、专用设备等方面需要大量的资金。从事高新技术研发要取得科技成果，需要投入大量的研究费用，而且技术难度越大、越复杂，需要投入的资金就越多。在开发阶段要经过中间试验，这一环节投入的费用弹性很大，有时投入很多而一无所获，有时需要多次试验、不断追加投入才能成功，中间试验费用在整个企业开发过程中所占的比例很大。在商品产业化阶段为了及时推向市场并且提高市场占有率需要投入巨大的广告费用和其它促销费用。因此，高新技术企业需要较高的资金投入，没有大量的资金投入，要想使高新技术企业不断发展是不可能的，甚至连企业的生存都有问题。据统计，高新技术企业的研发投入强度一般为5%-15%，最高的可达50%，将其研发成果商品化时，所需投资又要比研发投入强度高5-10倍。因此日本人把高新技术企业称为“食金虫工业”。？譺？讹 　　二、高技术人才密集性 　　高新技术企业是知识密集、技术密集型企业，从事的是智力活动，主要依赖人才及其智力和知识，和传统产业的最大区别，在于它是建立在知识的基础上，集技术、智力、信息、知识等高级生产要素为一体。从高新技术企业人员构成上看，从事技术研究和产品开发、设计的科技人员在企业员工总数中有较高比例，专业技术人员在企业中的作用远大于其他企业人员，据统计高新技术企业中具有工程和科学学位的人员，占员工总数的40-60%，相当于传统产业部门的5倍。？譻？讹高新技术企业的关键经营资源是人力资源，特别是高智力人力资源，即具有从事较高程度异质性劳动的人力资源。因此，高新技术企业发展过程中起着核心和关键作用的是高技术人才。 　　从高新技术企业人员构成上看，从事技术研究和产品开发、设计的科技人员在企业员工总数中有很高比例，科技人员在企业中的作用远大于企业其他人员，据统计高新技术企业中具有工程和科学学位的人员，占员工总数的40-60%，相当于传统产业部门的5倍。高新技术企业中的人力资本所有者包括创新者（主要指经营创新者和科研创新者）、管理者、生产者，由于创新活动是高新技术企业经营活动中的日常活动，因此，高新技术企业最重要的不是管理者，而是经营和技术的创新者。因此，在高新技术企业的价值创造中，科技型人力资本在价值创造中的重要作用逐步显现。 　　三、高创新性 　　创新性是高新技术企业一项基本特点，在高新技术企业认定时一个重要指标就是新产品和新技术在销售额中的比重。其实，技术创新、产品创新、市场创新以及管理创新在高新技术企业中的作用都十分显著。高新技术企业要保持竞争优势，必须时时刻刻围绕创新这条主线开展工作，不创新甚至创新缓慢，企业将会面临被淘汰，寻求不断的创新是高新技术企业不断获取利润的源泉。技术创新是动力，除了对技术特有的保护外，非常重视创新的投入；制度创新是保障，不断寻求新的激励机制和组织结构；高新技术产品生命周期短、更新快、时效性强且难以预料，所以要求不断地进行产品创新，以适应新的市场需求。 　　处于知识经济时代的知识型企业（高新技术企业是知识型企业的一种，所以这里的论述同样适用于高新技术企业），社会知识存量的急剧变动使得知识和创新成为企业生存的必要条件，创新活动逐渐成为知识型企业的日常活动。为了追求专业化分工的利益和节省交易费用，专门从事创新活动的个体从普通劳动者中分离出来。在知识型企业中，经营职能和管理职能已经发生了分离，创新者成为知识型企业中真正意义上的经营者，他承担着企业的经营风险，决定着企业的生产方向；而传统意义上的经营者已经蜕变为单纯的管理者，他仅仅负责组织企业的生产和监督生产工人。可见，在知识型企业中管理者的作用大大下降。由于知识经济时代社会知识存量的急剧变动，在知识型企业中，最重要的不只是企业家，而是更广泛的知识的创新能力。企业的首要问题是要设计一种机制，在这种机制下有创新能力的人能够被选为创新者。 　　四、高成长性 　　高新技术企业的创新产品一旦在市场上获得成功，由于专利保护、技术诀窍、技术领先、特许经营等因素，将给企业带来巨大的竞争优势，创新产品凭借其新颖性和新技术特性将迅速地占领市场，其投资回报率可能在短短几年时间内增长几十倍甚至上百倍，获得巨大的经济效益，高收益的特点也促成了高增长，从而在短期内可能成长为大公司，高新技术企业的发展具有跳跃性。 　　五、高风险性 　　高新技术企业的高风险性主要来自于技术的不确定性和市场的不确定性。高新技术产品的研发过程本身具有的不确定性，决定了研发活动具有很高的失败率。新技术转化为现实的商品或服务也具有明显的不确定性，存在着技术失败而造成损失的风险。新技术的形成还有一个生成、发展、应用、淘汰的周期规律，它总是处于动态变化中，其更新换代的周期在不断缩短，前一时期确认为新的技术，随着技术的进步与发展，很快会被新的更高的技术所代替而遭淘汰。市场的不确定性主要体现在市场接受能力难以把握，新市场的开发受许多因素制约，具有不确定性；高新技术产品生命周期短、更新快、时效性强难以预料，这使得高新技术企业市场风险更大。高新技术企业的风险性与高新技术的复杂创新性呈同步增长趋势，技术的复杂程度越高，技术的含量越大，技术的创新难度越大，企业所承担的风险也大。此外，高新技术企业还面临人才风险。高新技术企业对科技人才的高度依赖带来了人才风险。高新技术企业在技术创新中对科技人才的依赖性极强，而科技人才又有着市场竞争激烈、流动性强的外部环境，如若关键技术人才流失，会使高新技术企业遭受沉重的打击。据统计，美国高新技术公司10年的成活率在5-10%之间。？譼？讹我国北京市高新技术企业在2000年、2001年、2002年的注销率分别为11.27%、15.46%、9.12%，2000年和2001年的注销率是全部企业注销率的1.2倍和2.4倍。？誉？讹 　　六、高收益性 　　高新技术企业的高收益性来源于其技术和产品的高创新性，这种创新在一定时期内具有垄断性特征，由于市场的旺盛需求和技术的垄断，能吸引愿意支付高价格的购买者，会带来高额的利润回报。高新技术企业在创业成功之后，通常可以得到数十倍于初始投入的巨大收益。在风险投资基金投资的高新技术项目中，虽然70%是失败的，但30%成功的项目所带来的利润足以弥补他们的全部损失，并使其保持较高的盈利水平。从股票市场上高新技术板快的表现，也足以说明高新技术企业的高收益性。？譾？讹 　　七、组织结构扁平化 　　高新技术企业以技术创新和灵活性作为战略目标，为了实现这一目标企业的组织结构必须相适应。进行技术创新，并为企业的技术和知识积累、流动和共享创造条件，组织结构就必须是扁平化的和有弹性的。高新技术企业的核心业务是研究开发、营销管理、技术与产品的集成，科技人员以项目为单位，这种结构是根据企业已签或待签的几个大中型项目的要求，把工程技术和研发部门分为几个相应的项目组，设立项目经理，并实行项目经理负责制。高新技术企业组织还具有柔性化、边界模糊特点，在高新技术企业经常采用跨部门工作小组或项目组完成某一项任务，如为了使产品研发与销售工作有机结合，研发人员也参与产品的推广和销售，而销售人员也参与研发工作中。所以，高新技术企业的组织形态，应该是扁平化、网络化、高弹性的，企业由一个个团队组成，以更好地适应快速变化的需求和竞争。 　　八、合作和共享的组织文化 　　高新技术企业组织文化的特点是鼓励创新、合作、共享和宽容失败。高新技术企业只有不断的创新才能满足知识经济需要，团队工作方式需要员工相互合作、知识共享，同时建立学习型组织鼓励员工不断学习。高新技术企业的成果具有高度的不确定性和不可预测性，因此必须对失败有较高的容忍度，以促进企业科技人员的创新行为和创业精神。知识的共享可以产生创新的灵感和新知识。一个思想交换另一个思想，彼此会有两个思想。知识具有流动性和价值可多次转移的特性，其共享的过程并不是一个人到另一个人的转移，而是彼此共同的拥有。企业要开展能够让大多数员工受益的、能够满足整个组织需要的知识管理，会让组织有一种向上的趋势。 　　引文注释 　　①Thomas H.
