法律分析：《排污许可管理条例》已经2020年12月9日国务院第117次常务会议通过，现予公布，自2021年3月1日起施行。排污许可证，是指排污单位向环境保护行政主管部门提出申请后，环境保护行政主管部门经审查发放的允许排污单位排放一定数量污染物的凭证。排污许可证属于环境保护许可证中的重要组成部分，而且被广泛使用。排污许可证制度，是指有关排污许可证的申请、审核、颁发、中止、吊销、监督管理和罚则等方面规定的总称。环境保护部负责指导全国排污许可制度实施和监督。各省级环境保护主管部门负责本行政区域排污许可制度的组织实施和监督。法律依据：《排污许可管理条例》第六条 排污单位应当向其生产经营场所所在地设区的市级以上地方人民政府生态环境主管部门（以下称审批部门）申请取得排污许可证。排污单有两个以上生产经营场所排放污染物的，应当按照生产经营场所分别申请取得排污许可证。第七条 申请取得排污许可证，可以通过全国排污许可证管理信息平台提交排污许可证申请表，也可以通过信函等方式提交。排污许可证申请表应当包括下列事项：（一）排污单位名称、住所、法定代表人或者主要负责人、生产经营场所所在地、统一社会信用代码等信息；（二）建设项目环境影响报告书（表）批准文件或者环境影响登记表备案材料；（三）按照污染物排放口、主要生产设施或者车间、厂界申请的污染物排放种类、排放浓度和排放量，执行的污染物排放标准和重点污染物排放总量控制指标；（四）污染防治设施、污染物排放口位置和数量，污染物排放方式、排放去向、自行监测方案等信息；（五）主要生产设施、主要产品及产能、主要原辅材料、产生和排放污染物环节等信息，及其是否涉及商业秘密等不宜公开情形的情况说明。第八条 有下列情形之一的，申请取得排污许可证还应当提交相应材料：（一）属于实行排污许可重点管理的，排污单位在提出申请前已通过全国排污许可证管理信息平台公开单位基本信息、拟申请许可事项的说明材料；（二）属于城镇和工业污水集中处理设施的，排污单位的纳污范围、管网布置、最终排放去向等说明材料；（三）属于排放重点污染物的新建、改建、扩建项目以及实施技术改造项目的，排污单位通过污染物排放量削减替代获得重点污染物排放总量控制指标的说明材料。

1、如何人工降雨把天上的水实实在在地降到地面上来，不让它白白跑过去，这就是人工降雨，但更为科学的称谓是人工增雨，有空中、地面作业两种方法。空中作业是用飞机云中播撒催化剂。地面作业是利用高炮、火箭从地面上发射。炮弹在云中爆炸，把炮弹中的碘化银燃成烟剂撒在云中。火箭在到达云中高度以后，碘化银剂开始点燃，随着火箭的飞行，沿途拉烟播撒。飞机作业一般选择稳定性天气，才能确保安全。一般高炮、火箭作业较为广泛。2、人工降雨的条件人工降雨是要有充分的条件的。一般自然降水的产生，不仅需要一定的宏观天气条件，还需要满足云中的微物理条件，比如：0℃以上的暖云中要有大水滴；0℃以下的冷云中要有冰晶，没有这个条件，天气形势再好，云层条件再好，也不会下雨。然而，在自然的情况下，这种微物理条件有时就不具备；有时虽然具备但又不够充分。前者根本不会产生降水；后者则降雨很少。此时，如果人工向云中播撒人工冰核，使云中产生凝结或凝华的冰水转化过程，再借助水滴的自然碰并过程，就能使降雨产生或使雨量加大。催化剂在云中起的作用，打个不太确切的比方说，就好像是盐卤点豆腐，使本来不会产生的降水得以产生，已经产生的降水强度增大。3、人工降雨对人无害人工降雨的原理是让积雨云中的水滴体积变大掉落下来，高炮人工降雨就是将含有碘化银的炮弹打入有大量积雨云的4000至5000米高空，碘化银在高空扩散，成为云中水滴的凝聚核，水滴在其周围迅速凝聚达到一定体积后降落。碘化银由炮弹输送到高空，就会扩散为肉眼都难以分辨的小颗粒。和巨量的水滴相比，升上高空的碘化银只是沧海一粟，太多了不仅不会增雨反而会把积雨云“吓跑”，所以，在如此悬殊的情况下，人们绝不会感觉到碘化银的存在。此外，炮弹弹片在高空爆炸后会化成不足30克，甚至只有两三克的碎屑降落地面，其所落区域都是在此之前实验和测算好了的无人区，不会对人体造成伤害，同时，人工降雨已有一段历史，技术较为成熟，所以对人工降雨人们不必心存疑虑。——摘自《杭州日报》

法律分析：企事业单位排污许可制具体程序为：1.企事业单位填报网上申报信息，提交纸质排污许可证申请资料；2.环保主管部门收到申请材料后，审批并提出修改意见、审核通过后核发排污许可证；3.企事业单位自行监管企业环境管理情况，并按时提交执行报告；4.环保部门采用不定期抽查等方式依证监督执法。法律依据：《排污许可证管理暂行规定》 第十七条 排污单位应当在国家排污许可证管理信息平台上填报并提交排污许可证申请，同时向有核发权限的环境保护主管部门提交通过平台印制的书面申请材料。排污单位对申请材料的真实性、合法性、完整性负法律责任。申请材料应当包括：（一）排污许可证申请表，主要内容包括：排污单位基本信息，主要生产装置，废气、废水等产排污环节和污染防治设施，申请的排污口位置和数量、排放方式、排放去向、排放污染物种类、排放浓度和排放量、执行的排放标准。排污许可证申请表格式见附件。（二）有排污单位法定代表人或者实际负责人签字或盖章的承诺书。主要承诺内容包括：对申请材料真实性、合法性、完整性负法律责任；按排污许可证的要求控制污染物排放；按照相关标准规范开展自行监测、台账记录；按时提交执行报告并及时公开相关信息等。（三）排污单位按照有关要求进行排污口和监测孔规范化设置的情况说明。（四）建设项目环境影响评价批复文号，或按照《国务院办公厅关于加强环境监管执法的通知》（国办发〔2014〕56号）要求，经地方政府依法处理、整顿规范并符合要求的相关证明材料。（五）城镇污水集中处理设施还应提供纳污范围、纳污企业名单、管网布置、最终排放去向等材料。（六）法律法规规定的其他材料。
