苗菁菁中平能化朝川矿职教中心 河南 汝州 467500 中图分类号：C975文献标识码：A 文章编号：41-1413（2011）09-0000-01 摘要：安全培训是煤矿企业经营活动的重要内容之一。煤矿企业安全状况的好坏,不仅取决于企业技术装备水平和科学管理水平,同时还取决于职工队伍整体素质的高低。应当加强煤矿职工的安全技术培训,提高职工的整体素质,从根本上筑牢煤矿安全生产基础。目前职工安全培训教学存在着教学与实践脱离、学员文化程度低、培训教师水平有限、生产单位“重生产，轻培训”对培训工作不予充分支持等问题。为了切实提高职工安全培训教学质量，结合煤矿生产实际，探索出适合职工安全培训的教学方法，特此开展此项课题的研究。关键词: 创新培训方法；提高培训质量煤矿安全生产由于其自然规律和特殊条件，决定了煤矿的安全生产比其它行业更为迫切和重要。要搞好煤矿的安全生产，人是关键因素，要提高煤矿职工的素质和实现煤炭生产的现代化，必须大力发展安全技术培训工作。所以，加强煤矿职工安全技术培训，提高职工培训质量就尤为重要。一、 加强职工教育培训的意义朝川矿结合本矿特点，分析了当前煤矿安全生产的形式和培训现状,提出了“创新培训教学方法，提高培训教学质量”这一重要课题,并通过如何创新培训教学方法、培训教学应遵循的原则等多方面研究，我们充分感觉到新形势下对煤矿职工安全技术素质的要求越来越高，职工培训工作越来越重要，因此，积极探索和创新培训教学方法，不断提高培训教学质量，是每一位煤矿职工义不容辞的责任。我国是人力资源大国，但不是人力资源强国。人力资源的开发是实现企业效益最大化的保证，教育培训是企业开发人力资源的重要途径。一个企业，要创造良好的经济效益和社会效益，需要各级各类人才的培养和全体职工素质的提高。加强职工的教育培训，一方面可以推进各项政策制度措施更好的落实实施，推动创新和实现科技成果向现实生产力转化。另一方面可以提高企业整体竞争力，树立企业良好形象。第三，加强职工的教育培训能适应产业结构调整的要求，实现企业自身结构的优化和升级。二、充分认识煤矿安全技术培训的重要性 1．企业领导应充分认识到安全培训的重要性要搞好职工培训工作，领导认识尤其是一把手的认识要到位。培训对煤矿企业来讲，是一项以人为本，提升安全素质的工作，需要花人力，物力，财力。煤矿企业与其他行业相比，有其特殊性，要搞好煤矿安全生产，人是至关因素，起着决定性作用。在煤矿科学技术迅速发展的今天，安全技术素质较低的职工队伍与现代化矿井的要求是很不协调的，已经不能适应现代化煤矿发展的需要。各煤矿企业领导应该充分认识到安全培训的重要性，积极配合安全培训机构，提前做好培训计划，既不耽误生产，又能保障参加培训的人数和培训的天数，逐步提高职工队伍的安全素质，促进现代化矿井的发展。 2．煤矿安全技术培训是预防事故的主要途径目前，煤矿安全形势仍然十分严峻。由于部分煤矿职工综合素质较差、安全意识不强、法制观念淡薄，“三违”现象时有发生，屡禁不止，严重威胁着矿井的正常生产和矿工的生命安全，甚至造成了矿井的惨重灾难。例如：2005年某煤矿的一名电钳工为了省事，在井下带电检修设备时，引起了瓦斯爆炸，造成一次死亡200多人的特大事故。这种事故不是偶然出现，也不是头一次发生，而是重复发生。为什么呢？这关键是职工对安全知识的无知，而无知又造成安全意识不强。期刊文章分类查询,尽在期刊图书馆现代社会，煤矿生产的全过程已经实现了机械化，这大大降低了工人的劳动强度，推动了煤炭工业的发展，但最决定的因素是人而不是机器，机器是靠人去操作的，是靠经过培训掌握了技术理论知识和技能的工人去操作的、开动的，如果缺乏必要的技术知识和技能，不懂安全规程及操作规程，机器开不起来，机械出了故障不能排除，不仅影响生产，更重要的还会给安全带来威胁。从煤矿所发生的一些事故来看，事故的原因，除管理不善等因素外，主要是由于职工技术素质太差，违章作业造成的。因此要加强安全技术培训，熟练操作技能，掌握三大规程，确保安全生产。机械化程度越高，也就越需要高素质的职工队伍，而素质高的职工队伍，是靠技术培训产生的，安全技术培训与煤矿安全生产息息相关。只有加强煤矿安全技术知识培训，提高职工的安全知识与技术水平和自主安全防范意识，使职工清楚地认识并能做到：不安全作业坚决不干，杜绝事故的重复发生。三、加强教师队伍建设，不断提高培训水平培训教师在培训过程中具体承担培训任务，向受训者传授知识与技能。培训教师的素质、能力、经验、教学方法等都关系到培训效果的好坏与质量的高低。为了使培训取得良好的效果，培训教师需具备在培训主题领域有丰富的知识与阅历，掌握该主题最新的技术动态。教师要把提高安全意识和安全操作技能作为职工安全培训的主要内容，不断调整和充实教学内容，把煤矿新技术、新工艺、以及典型事故案例充实到培训课程中去。随着煤矿现代化水平的提高，许多新技术、新装备广泛采用，必须要求教师不断进行知识更新，学习新知识，掌握新技能。常言说的好：“要给学生一碗水，自己必须有一桶水”，而且这桶水必须是“常新水”，因此，教师应经常到有关院校进修与培训，刻苦钻研业务，把知识融会贯通。各专业的教师还要加强对其它专业知识的学习，不断拓宽知识面，由一职一能变为一职多能，使教师真正成为“百科全书”另外，教师应定期下矿，这是理论与实际相结合的有效渠道之一，它能够丰富教学内容，充实教材，掌握本矿区生产现场所采用的新技术、新设备、新工艺，把收集到的第一手资料写进教案中去，以满足新的安全培训的需要。四、采取多样化教学，提高培训效果安全技术培训工作不同于其它学校的培训，培训学员也不同于技校学生，接受安全培训的学员都是来自生产一线的工人，他们的特点是年龄差异较大，从二十几岁到五十几岁不等；文化水平差别较大，从小学毕业到大学毕业不一；由于工作时间的长短不一，工作经验差别也较大，种种差异给培训教育工作带来了很大的困难。因此，针对学员的这些特点，要达到预期的效果，必须采取多种教学形式，改进教学方法，提高教学手段。案例警示教学法针对煤矿工人文化程度低、素质不高的实际情况，可以采取案例教学法，把历史上发生过的煤矿事故进行分类整理，对各种事故发生的原因，以及如何防范，发生事故后如何处理等，对矿工进行针对性强的安全知识培训。在引用案例时，应注意实用性，可操作性，发动学员一起积极主动参与，对案例进行分析，给其诊断，找出病因，结合到所学的理论，再结合单位安全现状做出正确分析。案例内容不单单是安全方面的，也可是一则发人深思的故事，只要能使人受到安全启发的，能通过案例进一步深刻掌握所学的安全理论知识，使理论不晦涩难懂，能引用到实际安全操作当中的，都可采用。搞好职工安全培训，提高职工队伍素质，是实现煤矿安全生产的基础工作，是维护职工人身安全的基本保证。强化煤矿安全技术培训，是煤矿安全工作的首要任务。职工培训工作繁重而复杂，任重而道远。在全国来说还起步不久，工作千头万绪，亟待规范和完善，职教条件还很不完备。各级领导要引起高度重视，不能等闲视之，且不可注重生产，忽视安全技术培训，广大职教工作者，要针对矿山职工自身素质普遍不高，文化程度参差不齐的特点，不断改革教学方法，创新培训模式，提高教学质量。深入调研、严格培训、认真考核、依法办证、跟踪反馈。扎扎实实做好安全技术培训工作，为煤矿企业安全生产的长治久安打下坚实的基础。 [2] 吕万容；从安全培训教育入手，强化人员素质管理【J】安全.2007.（07）[3] 翁占臣;切莫轻视煤矿安全培训[J];内蒙古煤炭经济;2001年04期
