关于面向全市范围内符合条件的人才统筹配租龙口市首批人才公寓的通知围绕优化人才发展生态,营造良好的人才安居环境,满足人才住房需求,拟面向全市范围内符合条件的人才统筹配租龙口市首批人才公寓。具体要求通知如下:一、配租范围单位范围龙口市范围内各类机关企事业单位。人员范围首批人才公寓面向经烟台市委人才工作领导小组办公室认定的A、B、C、D类高层次人才;存在下列情形之一的,不在人才公寓分配范围之内:1.本人或配偶、未成年子女在龙口市行政区域内有住房或5年内有商品住房交易记录的;2.本人或配偶在龙口市行政区域内享受过住房优惠政策,包括福利分房、房改房、经济适用房、限价商品房、部队分房、龙口市各级机关干部分房、集资建房等情况的;3.本人或配偶已享受或正在享受烟台市或我市人才购房补贴、生活补贴、岗位补贴、新就业无房职工住房租赁补贴中的任一补贴政策的;4.本人因违反我市相关人才政策规定被纳入不良信用记录的。承租人才公寓的,不得同时享受烟台市或我市人才购房补贴、生活补贴、新就业无房职工住房租赁补贴政策。申请上述三种补贴中任一补贴的,须腾退人才公寓,补足公寓租金,否则补贴申领不予审核通过。二、配租房源本次计划推出人才公寓112套。锦里公寓:位于龙口市港城大道与芝阳路交汇处,本次推出房源112套,户型为一室一厅一卫,面积30—60平方米不等,地处配套完善的中央商务区。三、配租面积人才公寓实行配租面积控制。根据认定类别和住房需求可配租相应面积的人才公寓,具体标准为:A类人才配租面积不超过180平方米;B类人才配租面积不超过160平方米;C类人才配租面积不超过140平方米;D类人才配租面积不超过120平方米。以上申请人及配偶均符合条件的,由较高层级一方提出申请,只可申请一套人才公寓。在配租面积范围内可享受房租优惠政策,申请超出配租面积的人才公寓,超出面积部分的租金由申请人按照市场价全额承担。四、租金标准此次推出的人才公寓,租期最短不少于1年、最长为3年。租金以套为单位进行定价,具体按照市场租金执行。在限定配租面积内,A类高层次人才可享受最长免三个租期租金的优惠;B类、C类、D类高层次人才可享受最长免一个租期租金的优惠。租金最低缴费周期为12个月。申请退租的,退租当月租金按实际租赁天数收取,并需按合同支付违约金,未发生的租金予以退还。租赁期间所发生的水、电、制冷、采暖、有线电视、宽带、物业费等费用由承租人承担。超出限定配租面积部分按照同区域住房市场租金执行,不享受租金优惠政策。五、配租安排配租时间2021年12月1日—2021年12月8日。配租流程1.提出申请。由用人单位根据高层次人才住房需求情况,向龙口市人力资源和社会保障局提交高层次人才分类认定证书、申请人才公寓诚信申报承诺和授权查询书、龙口市人才公寓申请表,经龙口市人力资源和社会保障局初审通过后报龙口市委人才工作领导小组办公室。2.房源配租。龙口市委人才工作领导小组办公室收到申请后5个工作日内,经复审确定符合条件的,由龙口市人力资源和社会保障局会同龙口市住房和城乡建设管理局提出人才公寓配租方案,明确人才公寓分配的户型、数量等,反馈给用人单位和高层次人才。3.分配公示。用人单位和高层次人才同意配租方案的,由龙口市人力资源和社会保障局负责将人才公寓配租方案通微信公众号或政府网站公示5个工作日。公示期满无异议的,正式安排配租。4.签订合同。由龙口市人力资源和社会保障局、龙口市住房和城乡建设管理局与申请单位、申请人、运营机构签订五方人才公寓租赁服务合同,办理入住手续。提报材料申请人才公寓时应提供以下材料:1.人才公寓诚信申报承诺和授权查询书;2.申请人及家庭成员的身份证或护照等有效身份证件、户口簿、结婚证、出生医学证明等关系证明;3.经有关部门确认的学历、专业技术职务任职资格等相关证件;4.申请人与用人单位签订的劳动合同;5.申请人缴纳社会保险或者缴纳个人所得税的相关证明材料;6.来龙投资创业人员需提供营业执照及聘用我市行政区域内员工社会保险缴纳凭证材料;7.其他相关材料。六、退出管理租赁期内承租单位或承租人存在下列情形之一的,应腾退人才公寓:1.已调离龙口市或不在龙口市行政区域内工作和生活的;2.用人单位为其解决住房的;3.转借、转租或者擅自调换所承租人才公寓的;4.改变所承租人才公寓用途的;5.损毁、破坏住房,擅自装修、改变房屋结构和配套设施,拒不恢复原状或者不当使用造成重大损失的;6.在人才公寓内从事违法活动的;7.无正当理由闲置人才公寓达2个月以上,或不按合同约定缴纳租金的;8.隐瞒居住人员信息或者提供虚假材料骗取人才公寓承租资格的;9.引进签约的人才项目自房源分配之日起6个月内无进展的;10.违法违纪造成恶劣影响,或者触犯刑法受到司法机关处理的;11.本人或配偶、未成年子女在龙口市行政区域内新购置房产的;12.其他不符合承租条件的行为。承租单位或承租人应当腾退而逾期未腾退或者拒不腾退所租人才公寓的,按照同期同区域住房市场租金的2倍计收逾期腾退公寓期间的租金。七、相关责任1.人才公寓实行诚信申报,申请人和用人单位须如实提报申请信息和材料。对弄虚作假骗取分配资格的申请人和用人单位,一经查实取消其分配资格,收回人才公寓,同时计入信用记录,纳入国家、省、烟台和龙口市信用信息共享平台管理,5年内取消再次申请人才公寓的资格,且不得申报我市各类人才政策。2.相关部门的工作人员如在人才公寓申报分配过程中有滥用职权、玩忽职守、徇私舞弊情况的,将严肃追究责任,依法依纪给予处理。联系方式龙口市人力资源和社会保障局:张程15563841393
