著作权归作者所有。商业转载请联系作者获得授权，非商业转载请注明出处。作者：傅彦翔链接：https://www.zhihu.com/question/29216749/answer/43951116来源：知乎提问者提到了一个词汇：经济周期。如果说关于经济周期有什么正确的解释，我只能说，这是各说各的。各经济学派不仅争论于经济周期的原因、特点，也在争论其解决方案，甚至还争论是否需要解决方案。而一些脑洞较大的，则会搬出“万物皆有周期”这样的所谓大道理来强行解释。如果纯粹是指自由放任的、不受任何的政府干预的市场经济，商品价格之涨落是必然会有的，衰退与繁荣也是必然存在的，但总体上必然朝好的方向发展。商人们生产商品，消费者则购买商品，如果这个商品是符合他们需求的。商人无法预知商品的销售到底好不好，纯粹靠自己的预期和运气。在这中间，有的人成功卖出自己的产品，而且越做越大，成为富商大贾；有的人比较倒霉，商品不合消费者需求，结果亏了好多钱，倾家荡产，还得时刻躲避债主。前者就是繁荣，后者就是衰退。随着时间推移，成功的资本家得以在市场中生存下来，失败者被淘汰，于是市场中成功者越来越多，后继者也更能从他人的失败中吸取教训以更好地迎合市场。这样，市场越来越繁荣。而交易能使人互利共赢，于是民众的生活水平也就能得到提高。这就是为什么资本主义时代生产力能够得到突飞猛进的大发展，使人从田地和牧场中解放出来，从事迎合人类更高级需求的生产活动。但还有一种情况，就是表现为全社会绝大多数的资本家都对市场判断错误，经济全面而广泛地衰退。“大萧条”就是一个极好的例子。这就是人们常常谈之色变的经济危机。经济危机常带有下列几个特征：第一，循环性，即繁荣-萧条-再繁荣-再萧条，而不是一直增长或者一直下降。第二，普遍性，即各个行业都出问题，这就提醒我们，问题可能和货币有关，因为货币是唯一可以波及各个角落的经济因素。第三，突发性，即事先很少有人能够预计到。危机之前，很多人反而抱着乐观的态度。2008年9月爆发的经济危机，8月份鲍尔森等人还在说美国经济很健康，谁知话音没落，9月份经济危机就发生了。第四，危机前后资本品和消费品的价格变化不一致。资本品价格变化非常剧烈，消费品变化幅度比较小。比如当时石油、电力、股票、房子等资本品价格大起大落，而吃的、穿的等日常消费品变化不大，甚至没有变化。第五，危机爆发前，货币量很大，危机爆发后，货币量很小。任何试图解释经济危机的理论都要能把这五个特点说清楚，这样逻辑上才能说得通。我们首先可以排除一种解释，即经济危机是企业家偶然同时犯错造成的，因为企业家同时犯错不可能出现这么奇怪的现象。另外，经济危机更不可能是企业家贪婪的结果。人一直都是贪婪的，用贪婪解释经济危机就像用地球引力解释飞机失事一样，完全没有意义。这两种解释排除后，商业周期理论是怎么解释经济危机的呢？首先，从消费和生产的共同点和不同点说起。消费和生产的共同点是，两者都消耗掉了商品或者其价值、效用。比如，一双手套戴了几年磨损了，被扔了，手套的价值就没有了，同样一双手套，工人戴的效果也是一样的。区别在于，消费的结果是人的主观愿望得到了满足，而生产的结果是以消耗的东西为代价，生产出了更多的新的价值。工人的手套被磨损的同时，一定有新的东西被生产出来。这是生产和消费的根本区别，并不因交换的存在而改变。比如，甲有一块面包，乙有一块钱，交换之后，甲得到了一块钱，而乙把换来的面包吃了。面包没有了，财富也减少了。如果，乙换来的是一块用于生产的煤，虽然煤消失了，但一定生产出了新的东西，财富是增长的。举这个例子是想说明，社会中财富的增长只能靠生产，不能靠消费。生产有利于他人和社会，消费有利于自己。消费其实是一种自私的行为，这么说倒不是贬低消费，而是避免夸大消费。现在很多人认为消费有利于社会，这是很奇怪的，消费只利于自己，生产才有利于社会。所以，从古到今的道德规范中都提倡勤俭节约。唯独凯恩斯主义认为消费是好事，越是困难时期，大家越要花钱。前一段，鲍尔森还大言不惭地说，如果大家像某某富翁一样消费，美国就能好起来。这种说法完全不可理喻，消费一定是消耗财富的过程。很多人可能会问，如果我们都勤俭节约，那生产还有什么意义呢？生产是有意义的，生产的意义在于创造消费。这里有一个消费来源的问题，消费的来源不是所谓的信心，不是靠大家想开了敢花了，而是财富，是生产的能力。这就是著名的萨伊定理，生产创造需求，或者说生产创造消费。萨伊的这种说法提出后，在当时成了社会的主流观念，后来被凯恩斯主义贬得很低，凯恩斯主义的一个核心就是反对萨伊定理。据说现在经济本科生入学的第一节上就学萨伊定理是错的。萨伊定理怎么会是错的呢？是凯恩斯把萨伊定理理解错了。萨伊定理说的是，生产创造需求，而凯恩斯理解成了生产者创造出别人的需求，也就是说生产者生产出来的东西就会有人买，这当然是不可能的。如果萨伊定理这样说，那它错的，但其实萨伊定理想说的是，生产可以创造自己的需求。一个人干了活，生产出来了东西，就可以与别人交换，别人的产品才有销路；不过不生产，一个穷光蛋对什么东西都没有需求。所以，如果社会上有很多富人，需求就大了。怎么提高消费水平呢？假设一个人的习惯是把每月30%的收入用于消费，70%存起来。提高消费水平不是让他把30%变成80%甚至100%，变成一个败家子，而是提高收入基数。本来一个月挣1000花300，如果一个月挣10000，那就可以花3000了。这才是提高社会消费水平的正道。现在政府和媒体都在鼓动大家去消费，不要攒钱，这是把30%变成80%甚至100%的做法。有的还说中国有农民习气，跟不上世界形势等，这在我们看来都是无稽之谈。生产创造需求，而不是宣传蛊惑创造需求。消费能力源于收入能力，宏观如此，微观也如此。所以，需求不足实际上是生产不足，是挣的钱不够多，生产出来的物资不够丰富。生产不足是个老问题了，从文明开始，人类就在思考如何发展生产。这样，消费不足的问题就回复成了发展生产的问题。发展生产无论是美国还是在中国，无论是经济危机前还是经济危机后，都是一个问题，是一个我们永远都要面对的问题。而消费不足的问题其实是不存在的。那么，如何发展生产呢？很多人都会想到投资。暂时忽略社会制度因素通过影响投资积极性对生产的间接影响，只考虑技术因素，投资确实可以扩大生产。那么追问一句，投资又是如何促进生产的呢？这就是庞巴维克的贡献了，他提出了迂回生产方式。所谓迂回生产方式，是和直接生产方式相对应的。比如，一个人想吃水果，自己去树上摘就是直接生产方式。这种方式很简单，效率很低。要想提高效率，就需要复杂生产方式。以砍柴为例，直接生产方式就是用手去撅树枝，间接生产方式是用柴刀砍柴。迂回的好处是生产效率提高了，坏处是有钱才能买柴刀，而且买刀需要花时间，生产刀也需要花时间。生产的迂回程度可以不断加深，比如买完柴刀还可以买磨刀石、手推车等。现代社会的迂回生产方式已经发展到了非常深远的地步，比如工厂里的很多设备都很专业，只负责很小一部分的工作，但效率特别高。投资的效果就是迂回程度的加深。程度越深，生产效率就越高，产品就越多，也会越便宜。当然，没有投资这些都是做不到的。另外，迂回生产方式不仅限于某个企业内部，整合社会产业和企业之间的配合也是一种迂回生产。比如，网络的使用就是一种迂回生产。现在，我们买的所有商品几乎都是部门协作的产物。像中粮集团“从田间到餐桌”的“全产业链”战略，从田间到餐桌这个链条其实就是个生产结构，整个归中粮集团。但通常情况下，整条产业链是由不同企业经营的。货币本身也是一种迂回的产物。物物交换很直接，但效率很低，用钱迂回一下，效率就高多了。所以，迂回也有广义和狭义之分。迂回需要两个条件，一是时间，任何一个环节都需要时间，二是资本。总结一下，要想提高生产效率，发展生产，就要投资。投资的作用是让生产越来越迂回，越来越复杂。庞巴维克的书中说，所谓的迂回生产方式，也可以被称为资本主义生产方式，即资本在生产中发挥作用。资本本来是中性的经济词，后来才带上了意识形态的色彩。资本并不坏，社会主义国家发展重工业其实也是资本主义生产，是复杂的迂回生产。穷国和富国的人都工作，穷国的人并不比富国的人懒，甚至更勤奋，但为什么穷国没有富国有钱呢？因为富国有很多资本，可以建立复杂的生产结构，更多地利用机械力和自然力，而穷国只能用人力。在富国，体力劳动者基本就是体育运动员了，其他很少有重体力劳动者。打仗也一样，有钱的国家就不需要太多士兵，可以用战斗机。总之，投资对于生产有重要且不可替代的。庞巴维克的贡献就在于他对生产进行了更细致的分析。在马克思理论中，生产就像一个黑盒子，投入资本和劳动，就得到了产出，其中有差额，就存在剥削。他没有打开黑盒子，看看里面到底是什么。而庞巴维克打开了，生产就是靠资本积累和生产方式的复杂化发展起来的。接下来的问题是，投资从哪里来？很简单，投资从储蓄里来。如果一个人一个月挣10000块钱，花掉3000，存上7000，这7000就可以供社会上的企业家去投资。投资的来源只有储蓄这一个，没有别的来源，天上不能掉馅饼。这里，我解释一下“资本”的含义。资本的一个要点是它可以创造价值，另一个要点是它必须为人类的产品，经过了人类的加工，不能是直接从自然界拿来的。尼日利亚生产石油，但国内却石油供应不足；印度土地很多，但农业却很落后。可见，自然资源本身并不构成资本，因此很多发展中国家虽然资源丰富但并不是资本大国。资本大国一定要有丰富的人为的东西。比如，日本有很多公路、铁路、建筑；以色列国土很小，但农业发达，号称“欧洲厨房”。回到消费的概念，消费的结果是消耗财富，产品变成了人们的主观满足，剩下的就是储蓄。因此，储蓄成为资本的唯一来源，而人类要发展，必须节制当下的消费，把产品储存起来，以建立复杂的生产结构。比如鲁宾逊盖房子，他就要提前把盖房子期间的食物储存下来。储蓄的意义怎么强调都不过分，但凯恩斯主义非常贬低储蓄，视其为经济发展的大敌。其实储蓄并不等于不花钱，只是消费剩下的钱让企业家拿去投资了。投资的结果是，发展迂回生产方式，提高生产率，增加产出，从而增加每个人的消费水平。以前用手机会被人视为奢侈，但现在就不会了，因为手机行业得到了很多投资，发展壮大了，手机也便宜了。现在，坐公共汽车是一种节俭的出行方式，而以前，坐公共汽车是很奢侈的，许多人都靠走路，坐不起公共汽车。为什么一种行为从奢侈变成了节俭？因为产出大大增加了。人们不需要改变生活习惯，生活质量也能得到提高。靠投资、发展生产，就能做到这些。解释完储蓄的作用，我谈一下消费储蓄比。这个概念很简单，如果一个人每月挣10000块钱，拿出6000来消费，剩下4000进行储蓄，他的消费储蓄比就是6：4。所有人的比例相加后平均，就是整个社会的消费储蓄比。很明显，我们的消费储蓄比会比美国的高一些。储蓄是一种牺牲，牺牲了当前的消费，其目的是未来能消费得更多。储蓄会有利息，利息是对人们克制当下消费的补偿或奖励。储蓄多，资本金就多，使用资本金的价格就比较低；储蓄少，资本金就少，资本金的价格就高。利率就是使用资金的价格，储蓄多，利率就低，储蓄少，利率就高。这里需要注意的是，利率不是货币的价格，而是使用货币的价格，货币的价格是购买力。费雪的《利率理论》把利率讲得很清楚，他说，利率是不耐的价格，人越不耐，当下的消费就越多，储蓄就越少，利率也越高；反之，不耐越低，储蓄越多，利率也越低。可见，利率是消费储蓄的结果，而不是原因。既然利率是结果，人为改变利率就是没有意义的。假设当下社会的消费储蓄比就是6：4，相应的利率是5%，硬要把利率改成3%毫无意义，就好像温度计上的数值是室温的表现，为了降温，不改室温却把温度计放到冰水里一样。而经济危机的根源也就出在这里：央行出于某种目的，人为改变社会消费储蓄比所对应的利率。总结一下刚才所说的内容：经济危机有5个特点，分别是普遍性，循环性，突发性，资本品和消费品价格变动不一致和货币量前后不同；消费和生产的共同点是二者都消耗了财富，但前者只换来了主观的满足，后者则创造出新的价值；萨伊定理，即生产创造需求，提高消费水平只能靠发展生产，不能靠忽悠；发展生产靠扩大投资，扩大投资靠增加生产迂回程度；投资的唯一来源是自己或他人的储蓄；利率是不耐的价格，是消费储蓄比的结果，如果不能改变人们的真实消费储蓄比，就不能真正改变利率，否则，不但无益反而有害。目前，应对通货膨胀主要有两种办法，一种是政府加印钞票，另一种是降低利率。政府加印钞票一般是政府收支赤字的结果，比如战争时期，国民党为筹措军费而加印钞票。从这个角度看，现在中美政府都有很强的制造通胀的动机，因为两个政府都需要钱。2008年9月到12月，美联储的资产负债表从9000亿美元增长到近30000亿美元，多了20000多亿的基础货币。除了纸币膨胀之外，更重要的途径是银行信贷扩张。银行信贷扩张主要通过压低利率实现，经济危机的根源就在这里。格林斯潘之前就是这么做的，中国政府也是这么做的，现在伯南克还在这样做。在我们看来，他们都在玩火，非常危险。刚才讲到利率是不耐的价格和结果，是更不耐的人给慢性子的补偿。如果大家的储蓄意愿真的增加了，都确实多存钱了，社会的不耐降低了，利率自然也就降低了，企业家就能贷到更多的钱。但如果利率是人为降低的，实际的储蓄并没有增加，这就有问题了。人们的储蓄和企业从银行得到的贷款之间出现了缺口，这个缺口要靠政府增发的货币弥补，我称之为“合法伪钞”。我们之所以打击伪钞犯，就是因为他们往经济体里注入伪钞，伪钞和真钞争夺资源，扰乱经济秩序。可实际上，最大的伪钞犯在中国就是央行，在美国就是美联储。2009年，中国先是推出了4万亿的刺激计划，接着就是10万亿的信贷扩张，在我们看来，这些数字触目惊心，完全是在玩火。新增货币进入市场后，并不是平均地推动价格上涨，而是有先后和程度上的差别。物价平均的上涨不叫通货膨胀，那叫币值改变。通胀是指各个部门的物价在前后不同的时间以不同的程度上涨，这样经济就紊乱了。由于新增货币注入经济体的主要进口是银行信贷，所以银行信贷资金的去向就是价格率先上涨的地方。现实也如此，房价之所以高是因为很多人贷款就是买房的，铁矿石之所以涨得快是因为很多贷款也流向了该市场；反过来，CPI的变化不会大。因为信贷资金一般不会流向消费品，没有人用银行贷款去超市买东西，所以CPI的值长期不变也有可能。另外，中国主要大城市的人已经不停留在温饱阶段了，大家的基本消费需要已经满足。不是说一个月挣一万的人就一天三顿饭，挣十万的就一天八顿饭，差别主要不是体现在吃喝上，而是买的汽车、钻石等其他商品上。所以，新增货币进入社会后，不会立刻抬升消费品的价格，抬升的是投资品的价格。政府“CPI没有变化所以没有通货膨胀”的论调是一个谎言，CPI并不是衡量通胀与否的好指标。货币量增加了就是通胀，价格并不一定都要变化。很多经济学家都说，CPI没有变所以中国没有通胀，但大家看，房价和股市都涨成什么样子了。当企业家从银行借到钱后，就要投资于更迂回的生产方式。这样做的原因有二：首先，很直观的，钱多了企业家们就去扩大生产；其次，钱好借或者说利率低的时候，长线投资就变得更有吸引力了。短期投资对利率并不敏感，而十年几十年才能收回成本的项目对利率就很敏感了。利率降低后，长线项目值得投资了，优先上马的就是这些项目。长线项目的特征是，回收时间长，迂回程度更深远了。解释资本品和消费品价格变化不一致的现象时，新增货币进入经济体的入口很重要。如果新增货币是平均发给大家的，那可能会提升消费品价格，但由于其是通过银行信贷进入经济体的，所以它先抬升资本品价格。加上较低的利率，很多长线项目会立刻上马，越长线的项目，对煤炭、石油等比较基础的资本品抬升得就越厉害，而且资本品越基础，涨幅就越大。这和我们的观察也是一致的，石油涨到140多美元的时候，汽油并没有涨那么多。企业家有了钱后就开始建工厂、招工人，一片繁荣。只要大量上项目，不要说8%，18%的增长率也可以创造出来，但问题是这种增长无法维持。大家可以回想一下美国2000年的互联网热潮，当时办公司很容易，科技人员收入很高，一个域名就能卖出好几万，这都是新增货币推动的结果。随着企业家建立生产结构以后，他要付钱给供货商和工人，这样，新增货币就逐渐流入到社会当中了。这个过程需要时间，至于具体需要多长时间等更细致的研究我还没有看到。总之，随着货币流入社会，很多产品，乃至消费品，就会涨价。比如现在的菜价，我之前以为是春节期间暂时的涨价，但现在春节已经过去，菜价也还没降下来。这就是一个不好的信号，暗示消费品的价格也上涨了，这就给政府很大压力。如果政府停止信贷扩张，把物价压下去，企业家就没有钱了；可如果要让企业家经营下去，物价就还得涨。这是个两难境地。而且，长线投资的前十年可能需要持续投资，所以企业家得一直从银行贷款。整个社会对货币的需求会越来越高，利率也应该越来越高，这样才能压制一部分需求。政府如果让利率升上去，就等于不再增加货币供应，但现在中美政府都还不让。举个中国的微观现象，现在各大银行对信贷额度控制得非常死。因为政府担心通胀的问题，又不通过提高利率来控制，就从行为上加以控制。但还有很多变通的办法，比如和中信信托合作，把债务移到信托去，把贷款额度腾出来。前一段银监会赶紧出台了新的信托办法，把窟窿堵上，很狼狈。现在，一方面企业对资金的需求很旺盛，另一方面真实储蓄又没有增加，所以利率应该很高。但人为压低利率后，银行没有钱给企业，政府只能多印钞票，这就导致通货膨胀。我们知道，通货膨胀打击的是现金持有者，也就是工薪阶层。富人有很多房产、公司等实物资产，受的影响小一些。中国现在有一大批退休人员和普通劳动者，他们的收入水平比较低，对通胀的抗压能力非常小。将来如果物价大幅上涨，我们很忧虑。以上是微观角度，从宏观角度来讲，企业家投资的上限是社会储蓄总额，而人为压低利率的结果就是企业家的投资超过了社会储蓄的总额。举个例子，假如全世界的钢产量是七八亿吨，企业家建立起适合十五亿吨钢的生产结构，那他们怎么折腾也无法实现这个生产计划。这里，就涉及到“生产错误”和“生产过剩”的区别了。我近期写了文章批评 “生产过剩”和“消费不足”两个词，这种说法祸害很大。“消费不足”刚才已经讲过了，至于“生产过剩”，生产没有过剩这一说，只有错误这一说。原来企业家在低利率下发展出来的生产方式是现有真实储蓄无法支持的，早晚要破产，这叫错误，不是过剩。所谓“过剩”是指卖不出去，而现在卖不出去是以当前的价格卖不出去，如果降价没有卖不出去的。说汽车滞销，一降价肯定有人买。为什么不能降价呢，因为当初生产的时候花了很多钱，降价就要赔本。在真实世界里，一项投资是否合算，能否盈利，要依据很多价格信号进行判断，利率是其中的核心之一。政府扭曲价格信号后，很多企业家就得出了错误的判断。这是错误，不是过剩。我认为，经济学应该把“生产过剩”和“消费不足”两个词取消掉，这种说法完全是误导大众。互联网热潮时期，美国花了很多钱，但最后大部分公司都破产消失了，这完全是个错误。现在中国政府到处投资修高铁。听说贵州山区也要修，那得花多少钱啊？中国有那么多资源让贵州也修高铁吗？下面我谈一下经济危机是如何变成长期萧条的。随着货币流到社会各个角落，物价上涨，加上企业家对货币需求越来越大，利率就要上升。利率上升的时候，就是经济周期走完，危机就要爆发的时候。但现实当中，危机并不那么简单。出现危机苗头的时候，政府常常出来救市，说白了就是继续增加货币供应量，本来利率在企业家的旺盛需求下，在物价上涨的压力下要提高，但政府通过注入“合法伪钞”，把利率硬摁在较低的水平，这样做的结果就是，繁荣延长了，危机推迟了。我怀疑2009年所谓的“度过危机”就是政府玩的把戏，让虚假的繁荣得以继续，就好像吸毒的人戒毒的时候很痛苦，让他接着吸就很舒服。再分析一下政府救市的过程。错误的生产结构难以持续。危机爆发后，就会有大量企业经营困难，面临破产倒闭。这时企业要甩货，很多东西就会便宜卖。所以，虽然工人工资降低了，但生活水平不一定降低很多，因为东西也便宜了。如果企业破产，工人失业，工资下降，物价下降等等现象能够自由进行下去，不受干预，这个过程就是市场自发调节的过程，能够清除掉不合理的投资，剩下的就是好的投资。但是，政府往往不允许这个过程自由进行。政府会规定工资不许降，物价不许降，还要花很多钱救本来应该破产的企业。这些企业建立之初就是错误的，没有那么多资源支持其运营，破产是唯一的选择。政府的干预使应有的清理过程进行不下去，这样危机也会久久不去。最早开始政府干预的是罗斯福。他之前，美国也有经济周期，但几个月，最多一年就过去了。比如1920年到1921年的经济危机，由于当时美国政府还很小，不干预市场，政府唯一的行动就是削减开支。罗斯福上台后，不同意这种做法，他要保护劳工、保证最低工资、禁止破产等等。从1929年到1939年，本来一年就可以过去的危机，十年才过去。“拉动消费”是现在天天讨论的口号，但其危害其实非常大。经济危机的根源是，真实的消费储蓄比没有那么低，但是人为降低利率让企业家以为社会中有很多资源可以用，企业家就根据这种假象设计生产，最后发现难以维持，只能破产。那么我们应该如何应对呢？就像从两头打通隧道一样，有两个办法。企业家方面，要让企业破产，让工人失业重新找工作，并把资源交到正确的企业手中。公众方面，大家要增加储蓄，使储蓄由此前的虚高变成实高。当两方面碰到一起时，问题就解决了，经济就会重新开始增长。而且，这是的增长是健康的，是清除了错误投资的增长。所以，大家在危机时期要做的是：增加储蓄，减少消费。这句话也适用于政府，政府也要减少消费。而现在鼓吹的是增加消费，并且禁止企业破产调整，这样会使真实的消费和虚假的利率之间的差距越来越大，危机很长时间过不去。可见，凯恩斯主义的主张不仅无效，简直就是南辕北辙。这种缺钱时刻反而大手花钱的做法，既不符合常识，理论上也站不住脚。现在，大家应该都清楚危机的五个特点了：一是普遍性，因为是货币引发的，没有行业能够幸免；二是突然性，因为之前一片繁荣，没有人能看出问题来；三是消费品和资本品价格变化不一致；四是货币量的变化，危机前货币量大，随之危机的发展，货币量减少，大家都觉得手头紧了。这里提一下，很多人觉得房价降下来就能买得起房了，其实不然。房子没有增加，房价降是因为大家都没有钱了，这样普通人还是买不起房。至于解决办法，短期来讲就是政府放任不管，只压缩自己的开支。“自由放任”听起来好像事情没人管一样，其实准确地说，“自由放任”是指“有效管理最大化”。政府不管，企业家和所有经济活动的参与者都会主动来管，事关自己的财富，他们的管理是有效的。反而政府的管制是“无效管理最大化”，因为公务员并不对那些钱负责。所以，自由放任并不像很多人以为的那样，没有人管，而政府管制多少还有些人对事情负责。总之，短期的办法就是政府放手，让市场自己调节。长期来讲，是要从根本上解决通货膨胀，禁止政府多发货币、人为压低利率。办法有两个，一个是立法禁止政府干预银行自主经营。但不论在民主国家还是中国，很多政治因素导致这个方法不可行。第二个办法就是恢复金本位制并废除中央银行。给定金子的存量，政府就不能多发货币了。美国有位投资家加罗杰斯，采访中他被问到如果他成为美联储主席后会做什么，他说他就做两件事，一是解散美联储，二是打包回家。我们也应该解散中央银行，实现利率的自由化，使其像价格一样由市场来调节。最根本的解决办法是哈耶克提出的货币多元化和去国家化，使信用货币真正和某个负财政责任的人的信用结合起来。现在没有一家银行对人民币的信用承担责任，利率是中央银行规定的，没有哪家银行真正因人民币贬值受到损失。假如货币是银行自己发的，银行要对其负责，一旦货币贬值，银行就要倒闭，只有像这样把信用和真正的信用者结合起来，才是出路。
