在西方，奉行社会自由主义、福利主义的党，如美国的民主党和英国的工党、社会民主党，代表中下层中产阶级以及工人阶级的利益的称为左翼党；而奉行经济保守主义/新自由主义经济学的党，如美国的共和党、英国的保守党，则代表工商业界大资本家以及比较富裕的中上层中产阶级的利益的，称为右翼党。 根据这个逻辑，似乎西方国家的左翼党都应该吃香，因为老百姓站在它们的背后。只要你不采取过于偏激的政策，小心地站在中间偏左的位置，完全可以取得大量选民支持。在欧洲的大部，确实如此，但在美国，却并非如此。为什么呢？因为还有文化因素。老百姓选择政党，不光看经济政策，还要考虑文化政策。自里根时代以来的美国人爱选共和党总统，原因乃是他们喜爱保守党所采取的文化立场。 1) 社会自由主义 先说民主党。我们应该记得著名的民主党总统富兰克林·罗斯福。大家在中学历史教科书上学过：他推行新政，把美国从三十年代的金融危机中解救出来。罗斯福的东西实际上在后来成了一套成系统的价值和体系，一般就被称为新自由主义(newliberalism)、社会自由主义 (socialliberalism)、新政自由主义(newdealliberalism)或福利自由主义 (welfareliberalism)。为了和后面的neoliberalism区别开来，我们称它为社会自由主义。那么社会自由主义说什么呢？学过历史的人知道，当时的金融危机是史无前例的，凯恩斯指出这场危机暴露了自由市场的弊端--看不见的手并不能有效的在短期内调节经济。为什么呢？因为市场自我调节机制就是价格：依靠价格的上上下下调解供给和需求之间的关系。凯恩斯指出价格在自由市场中是有粘性的(sticky)，往往不能灵活变动，因此不能做好这个工作。一个没有干预的市场因而总是要走向危机。解决的办法是靠政府干预。当时的失业情况极其严重，自由市场遇到这种情况应该怎么呢？就是降低工资，让更多人能够就业。但是由于工资作为一个价格也是粘性的，不能迅速地降低，其过程中就造成大量失业。凯恩斯说，这时政府就应该直接到市场中充当玩家，发起兴! 建铁路和公共设施的计划，招聘工人就业，解决失业问题，诸如此类，便是凯恩斯经济。不懂经济学的人，也不难明白。既然要靠政府开支来解决问题，那么自然纳税也要提高了，因此这一路经济学总是伴随着高税收。 因此社会自由主义认为，资本主义的路是要走的，但是政府也要扮演一点角色，进行干预与监督。 此外，社会自由主义还有一个福利国家的概念。这个主义在凯恩斯之前就早已出来，主要是借鉴社会主义取经的产物，是其时社会主义-马克思主义影响的产物。所谓福利国家，就是由国家先缴纳高税收，然后一手承办教育、卫生之类涉及公民福利的事业。第一，社会自由主义者信奉机会平等，认为国家应该为公民提供一个起跑点。因此，穷人上学也不用钱：你父母贫穷，不应该影响到你个人的发展。国家帮你出钱上学，把你带到一定的起跑线上，让你可以跟条件更好的人竞争。其次，公民都有享有一定程度福利的权利，这个问题最好由国家来承办。因此，福利国家有明显的社会主义性质。但是，国家要包管的话得有钱，这个钱就从纳税人手中拿。因此，福利国家必然带来高税收。 社会自由主义还对社会不平等之类的问题十分敏感，一般而言，自由的市场竞争，虽然颇有经济意义上的效率，但往往带来收入分配不公的问题，造成贫富悬殊。这就影响了机会平等以及个人对一些基本福利权利的主张，因此社会自由主义说，国家要来管一管，解决这个不公的问题。当时的许多知识分子，如 Galbraith，Rawls，杜威，都主张这种福利社会。 总体而言，社会自由主义的经济上采取凯恩斯的供给方经济学，强调政府干预；它看重公平大于效率；它主张发展福利主义和社会规划。社会自由主义总是和较高税相联系，并且较关注平民百姓的利益。在二战后，社会自由主义、社会民主主义这类的运动总和工人阶级、工会运动联系在一起。 目前的北欧国家，福利主义便极其发达。在英国和美国，则各有一个不完全的福利制度，用国内的话叫做双轨制：一套国家包管体系和一套私营体系，两套并行。 在英国，传统上代表社会自由主义的政党是工党。以及社会民主党。 2) 新自由主义和经济保守主义 右翼的共和党则采取经济保守主义，它信奉的是十八、九世纪的自由市场经济哲学：相信看不见手的力量,反对市场干预，更反对社会主义。这一路哲学的鼻祖自然是十八、九世纪的亚当·斯密以及里卡多的古典经济学；在十九世纪末及二十世纪初，Jevons,Menger,Walras以及Marshall等学者将这种经济学系统化、科学化，发展成新古典经济学，成为当今主流经济学之学科范式，在战后，以哈耶克为首的奥地利经济学派、弗里德曼的货币主义以及受它影响的芝加哥学派，崭露头角，试图复兴古典自由主义。在七十年代石油危机之经济滞涨的时代，人们对凯恩斯主义的信仰已严重动摇，他们终于取得了英美两国两个右翼政党的信任。 福利社会必然带来高税收，亦引起像诺齐克这样的政治哲学家的高度不满：他们试图在哲学层面上论证福利社会是站在一个错误的、代表社会非正义的立场上的。哈耶克、弗里德曼、诺齐克三人，被称为英美七十年代末八十年代处保守主义的思想宝库。 美国的共和党以及英国的保守党，分别自里根时代和撒切尔时代起，全面接受了这种信仰自由市场和古典自由主义经济哲学。他们采用货币主义和供给方经济政策，大搞私营化、去管制化，降低税收，减少政府的干预角色，奉行自由贸易，任由市场自行调控经济。同时放弃了原来的福利社会计划。这种经济哲学，便称为新自由主义(neoliberalism)。各位千万不要将它和之前说的"新自由主义"(newliberalism)混淆。 这种新自由主义，也正能和古典自由主义契合。我们说现在的保守主义党派的经济保守主义，都是奉行这种古典自由主义的：它主张个人的权利，以对抗政府，因此政府不能随意征我的税。新自由主义经济学为这种古典自由主义提供了经济学上的论证。 这种奉行自由市场的新自由主义信奉市场是最灵光的资源配置工具，也有充分的自我调节能力。凯恩斯的政府干预也许能解决短期问题，但是在长远看只能使问题变得更糟。人力干预再怎么样也及不上市场，所以最好还是留任市场自行调节。 在二战后，世界各国政府都信奉凯恩斯主义，包括当时的国际货币基金会(IMF)。在七十年代后，新自由主义则成为主流，尤其是在世界银行(WB)和IMF 里占据绝对主流。他们在世界各地推行新自由主义经济哲学，大搞自由市场化、私有化、去管制化、要求减少政府开支、消除保护主义政策，奉行自由贸易。 新自由主义经济学被普遍认为重效率多于公平。它对自由市场则有一种近乎迷信的态度。它伴随的必然是低税收，因为高税收被认为减少激励因素，不利于经济的发展：如果你的一半工资都被用来交税，那么你的干劲恐怕不会很高。政府不管制、低税收，伴随的必然是去除福利主义，因为国家没有钱办这么多学校医院了。此外，本来古典自由主义就是信奉个人应该自食其力、依靠自己奋斗的哲学，和这一路线也完全符合。虽然说机会平等概念已经深入西方意识形态，成为左右派都必须接受的底线，但古典自由主义和社会自由主义的态度，仍然是有所不同的。古典自由主义者的态度使他们更乐于放弃福利主义。 对于广大老百姓而言，这一套政策自然不那么讨好，因为慷慨的福利主义就不在存在了。我们说，新自由主义、经济保守主义的市场更有利于精英阶层，就是这个原因。对于工商界而言，也如是。信奉社会自由主义的左翼党代表工人利益、劳工利益，而信奉新自由主义经济学的右翼党则代表资本利益。这就说明为什么华尔街的金融资本家都喜爱共和党。此外，对于工业界也欣赏奉行自由贸易和低企业税的共和党。
