随着北上广深常住人口齐齐步入负增长时代，标志着一线城市的人口增长已经来到了一个临界点，人口发展模式也必然面临改变，新一轮的城际人口洗牌开始了。一线城市独领风骚20年一线城市的概念，据说最早是由房地产商提出的。1998年，中国实施住房制度改革，开启了住宅商品化的大幕。与之伴随的，是以每年一个点的速度迅猛推进的城市化浪潮。而作为站在城市链顶端的一线城市，自然成为人口涌入的首选目的地。不过，仔细观察这20多年北上广深的人口增长曲线，还可以进一步细分为两个阶段：其中2000-2010这十年，是属于京沪的黄金时代。随着2001年北京申奥、2002年上海申博成功，作为两项国际赛事举办地的京沪，掀起了大规模的城建高潮。城区面积、城市范围急剧扩张，吸引来大量外来人口的涌入。2000年时，北京、上海的常住人口数量分别为1363.6万和1608.6万，到2010年时已经飙升至1961.9万和2302.7万。十年间增长了六七百万人，相当于每年增长一个中型城市的人口。但进入21世纪的第二个10年，特别是2014年以后，为了应对日益严峻的大城市病，京沪先后出台政策，疏解城市功能、严控城市人口，人口增长由此开始放缓。比如上海，常住人口在2013年超过2400万人以后，几乎就不再怎么增长了。而北京更是从2017年开始，常住人口出现持续的负增长，过去6年累计减少了11.1万人。与此同时，同为一线城市的广州和深圳却继续敞开大门，欢迎四方来人，于是顺利地从京沪手中接棒，开始领跑人口增长。2000-2010年时，广深的人口增量才两三百万，不到京沪的一半，但到了2010-2020年，却猛然提升至六七百万，跟京沪上一个阶段的增量相当。但这种迅猛增长的势头，从前年开始戛然而止。2021年，广州的人口增量从上一年的43万锐减至7万，而深圳更是从2020年的53万暴跌至不足5万，去年直接录得负值。这种情况的出现，有生育率下滑的因素，也跟深圳调整落户政策，提高落户门槛有关。此外，还受到一些外部因素影响，如疫情导致企业用工需求下降，大批外来务工人员离深返乡。毕竟，在老家的租房成本、饮食开销都要更低，疫情的影响也更小。类似场景在2019年的武汉也曾上演，但次年武汉人口就强劲反弹。所以不少人坚信，深圳的人口下降是暂时的、阶段性的，今年一定会由负转正。而今年年初，深圳地铁客流再创新高就是一个明证。但不可否认，包括广深在内的一线城市，已经不再是流动人口的首选目的地这点，也是事实。人口的“强省会时代”到来2017年，武汉一声炮响，点燃了延续至今的“抢人大战”的导火索。此后各线城市纷纷加入“战局”，就连北京上海也不同程度地调低了落户门槛。但总的来看，“抢人大战”的最大赢家，还得数各地的强省会。比如2017年“抢人大战”元年，西安常住人口就暴增了104万人；2021年，从疫情中逐渐走出来的武汉，全市人口则大涨了120万人；至于杭州，从2019年常住人口净增55.4万人超过广深起，人口增量已连续多年跑在全国前列；而成都的常住人口总量更是已经逼近北京，很多人预测，五到十年内“人口第四城”或将易主。和当初广深接棒京沪是因为后者严格人口调控，而前者敞开大门不同，强省会接棒一线，主要还是源于人们对房价等生活成本的考虑。比如2022年人口增长第一名的城市，就是被称为“炒房客墓地”的长沙。诚然，像长沙合肥甚至杭州成都等城市，就工作机会、教育医疗等公共资源来说，跟一线城市还是有一定差距的。但人们选择城市，并不只关心奋斗所得，也要考虑付出的成本，往往是两者权衡的结果。目前，一线城市的房价明显高于二线省会。其中最“便宜”的广州，4月份均价也要45000元每平米，而北上深则都超过了6万每平米。以至于就连华为这样的顶级大厂，总部都从深圳迁去了东莞。但另一方面，一线城市的平均薪酬却并没有比二线省会高太多。根据智联招聘公布的一季度最新数据，一线城市中收入最高的上海（13433元），平均薪资只比位于华中的武汉（9998元）、西部的成都（9694元）高出不到40%。然后再对比平均房价，很多人结合自身的情况，就会做出回归二线省会的选择。再加上最近这些年，随着产业的转移，鄂川皖湘桂等传统民工输出大省，人口回流趋势明显。而这部分回流人口，主要都去了当地的省会，从而带动了像长沙合肥武汉成都等城市人口的迅速增长。可以说，属于强省会的“人口时代”，已经悄然到来了。城市发展动力从人口数量转向人口质量虽然人口涌入的具体城市有所变化，但人口向大城市集中的整体趋势，并没有改变。当然，随着我国总人口步入负增长时代，大城市的人口增速也在放缓。即便是长沙杭州等人口增长靠前的城市，去年的增量也才十七八万，远低于北上广深高峰期的年均六七十万。事实上，增长乏力的不只是头部城市，就连中国经济最发达的长三角、珠三角，也开始面临类似的问题。比如全国人口第一大省广东，曾是无数外出打工人的首选目的地，一句“东南西北中，发财到广东”，道出了其巨大的人口吸引力。2010-2020年，广东常住人口增长了2170.93万，是第二名浙江的一倍还多。但到了去年，珠三角九市中，除了珠海和还没公布数据的广州，其余7城人口均出现负增长。其中被誉为“世界工厂”的东莞，人口更是减少了近10万人。受此影响，广东全省的常住人口也出现多年来的首次下降。长三角的情况虽然比珠三角好一些，但整体的人口增速也在放缓。除了杭州和合肥，其他城市去年的人口增量均低于10万，扣除本地自然增长部分，新增外来人口也已所剩无几。而与此同时，长三角、珠三角外地人口本地化的趋势却正在加强。以深圳为例，虽然常住人口在减少，但户籍人口却从2021年的556.39万增长到去年的583.47万，足足多了27万。常住人口中户籍人口的比例明显提升。这一方面说明，外地人口落户大城市的愿景依旧强烈；另一方面也提醒城市的管理者，推进常住人口平权化、市民化的重要性。因为随着人口总量的下降，“抢人大战”的高潮正在过去，而推动城市发展的动力也已从人口数量转向人口质量，这也是为啥最近召开的二十届中央财经委员会第一次会议提出，以人口高质量发展支撑中国式现代化。人口红利终将过去，接下来要拼的是人才红利、人文红利。
