神圣罗马帝国的来源神圣罗马帝国由四个阶段而来：法兰克王国→新罗马帝国→神圣罗马帝国→德意志民族的神圣罗马帝国。日儿曼民族包括以下部落：哥特，汪达尔，勃艮第，条顿，法兰克，苏肯，舍罗斯克。后因对罗马帝国的战争需要，组成了三个部落联盟，既阿勒曼，萨克森，法兰克。公元486年，克洛维建立法兰克王国，开始墨洛温王朝。三个世纪后，被加洛林王朝取代。查理大帝在位期间，征战四方，建立了强大的帝国。并且皈依基督教，护佑教廷。受其庇护的教皇利奥三世出于感激，在查理事先不知情，且并不情愿的情况下，突然向其加冕，号其为“罗马皇帝”。从此（不自觉地）开始了延续千年的帝教之争。也开启了神圣罗马帝国。由于是教皇加冕，由此，神圣帝国的皇帝在位期间，其根本国策都是南进，控制意大利--乃至于忽视对国内的管辖。这史称“帝国理念”。后来的帝国统治者们并不是查理的后代。并且，在加洛林王朝结束后，在帝国的版图上诸侯崛起。帝国成为邦国的外衣。10世纪，东法兰克王国分裂为五公国，最强盛的萨克森公国的奥托大帝四处鏖军，吞并了北意大利，强逼教皇为其加冕，称“奥古斯都”，重建帝国。12世纪中叶，（红胡子巴巴罗萨）腓特烈大帝又征服了意大利，这次加冕后被正式称为“神圣罗马帝国”皇帝。这个帝国就是“德意志民族的神圣罗马帝国”，神圣罗马帝国正式形成，但却徒有虚名。在王权衰落后，诸侯崛起，确立“强者为帝”的制度。但到了后来，该制度又被“选帝侯”制度取代。帝国内部有数百诸侯，经过长期斗争，能有权选帝的只有七个，既梅茵兹，特里尔，科隆三大主教和波希米亚，萨克森，勃兰登堡，帕拉梯那特四大世俗诸侯。七选帝侯拥有极大的自治权（其中，勃兰登堡选侯就是后来的普鲁士国王）。所以皇帝实际上是帝国最强大的诸侯而已。公元1273年，鲁道夫·冯·哈布斯堡被选为皇帝，从此开始了六百余年的哈布斯堡王朝。十六世纪，形成帝国议会。帝国议会由三个议会组成。第一议会为七选侯。第二议会为诸侯议会，分为僧侣和世俗两个分会。第三议会由帝国自由城市，分莱茵和士瓦本分会。帝国议会具政治上决策之权，但需由皇帝决定。并不具有太大约束力（注意：是有一定约束力）。实际上，神圣罗马帝国的皇帝是基督教世界的元首，高出世间一切国王，负有保护教廷和基督教世界，抵制奥斯曼土耳其入侵的责任。但皇权与教权的矛盾始终突出。教皇的权力一度达到控制整个西欧，整个基督教世界的世俗权力都被其遏制。这是世俗的帝王们所不能容忍的。最著名的“卡诺萨之行”及其后续事件是帝权对教权的一个胜利标志，却在同时，开始了诸侯与皇帝的争斗--并且诸侯最终胜利。至公元1806年，帝国覆灭。
