大学生暑期三下乡意义 　　学生参加暑期“三下乡”活动现在已经是各大高校的必修课，是要拿学分算进毕业中去的。但是，这样一个活动到底有什么意义?它对学生对农村有帮助吗? 　　我们看到许许多多的政府的以及各个学校的关于大学生“三下乡”的红头文件(估计这些文件没多少人会去认真看)，上面一大堆的这个意义那个意义，这个作用那个作用，我随便复制一段罢：广大的农村需要大学生去发挥聪明才智、运用科学文化知识的广阔天地;大学生也需要到农村去，在服务农民群众的实践中可以进一步地接触社会，了解国情，增强社会责任感和历史使命感，提高全面素质，走正确的成长成才道路。开展大学生志愿者“三下乡”活动，把农村建设的需要和青年学生的成长很好地结合起来，同时，也架起了党和政府与农民群众之间的又一座桥梁，通过青年学生的下乡服务，体现出党和政府对农民群众生产生活的关心。这在当前形势下尤其具有重要意义。 　　但是，我不禁要问，有多少活动是真正的取得了成效的?在大学三年，我也看到了不少“三下乡”的队伍，他们带回来的就是一大堆作为证明材料拿学分的照片。然还可以为自己后写一个活动总结，当然，他们还可以为自己争取到当地报社电视台的采访，这样成果就显得更加大了。当地政府一般也是大力支持，这样一来，双方都得到了一些好名。但是，对当地的老百姓有什么作用呢?什么是三下乡?把科技、文化、卫生带到农村去。发几个传单，走访几个农村，拍些照片，呆上四五天，就能达到这样的目的? 　　对于学农业方面的大学生来说，他们可能会给老百姓带去一些有用的东西，像一些先进的种植方法养殖方法。但是，对于其他跟农村毫不相干的专业，他们能带去什么?不管是农村还是城郊，情况都是很复杂的，四五天你能摸清他们的情况?更何况政府只希望你们给他们唱唱赞歌解读一下政策，至于像关系到百姓切身利益的东西，你就不能谈了。我想很多大学生都会被明确指出，不要和当地人谈像拆迁这样的敏感问题。 　　所以说，什么“三下乡”，只不过是为了那个学分罢了，而且为了这个学分，常常还得付出不小的代价。反正学校并没有要求你拿出真正的成果，所以也不可能拨出大笔资金来作为活动经费，如果你没办法争取到当地政府的资金支持，那么就得自己掏腰包了。吃的住的，还有交通费，都要自己解决。笔者的学院就是这么一个学院，每年暑期三四个队伍去三下乡，但是总共只拨一千元的经费，于是每个队就二百五了，连制作宣传材料以及横幅的钱都不够。去年一个小队没有争取到其他的经费，最后每个人自掏腰包一千多。一千多块钱，拿一个学分，这学分估计也是大学里最昂贵的了。 　　所以，我对师弟师妹们参加“三下乡”活动有几个建议： 　　第一，首先问问你自己，是不是对这个有兴趣，这个活动对你是不是有用，我说的"有用不是说去体验农村艰苦的生活，而是能够给当地人带去有用的东西同时自己又能学到东西。如果你确定有用，那就参加吧。如果你认为没用，纯粹是拿学分，那么就别去参加了，交少量的钱挂个名吧，等他们回来你也写个材料说自己去过了就行了。这个是弄虚作假啊，为了对得起自己的良心，用这些时间去做一些有意义的事情吧。 　　第二，慎重选择你的队伍以及下乡的目的地。呆在一个好的队伍是多少可以学到点东西的，如果一个队伍里都是认真的人，实实在在想做些事的人，那么至少你们会体验到用心去做一件事的感受。选择好的目的地，如果当地政府十分欢迎，给你们负责食宿，那就再好不过了，笔者今年暑假参加的队伍就受到当地政府热烈欢迎，给我们解决了食宿及交通问题。如果没有的话，那就要考虑到当地的交通以及住宿条件和物价了，笔者的队伍一开始选择的地方连个旅馆都没有，极为不便，所以后来更改。 　　第三，真的去了的话，就算不能给当地带去实际有用的东西，那么你也可以找机会充实自己。记住，民间才是出高人的地方。本人这次是不小心被拉入伙的，前几天因为没做成什么事，心情一直很郁闷，但是后来碰见了一个奇人，当时我们顶着烈日爬山涉水去拜访他，一个小时的谈话让我们受益终生。因此才不枉此行。 ;

功大于过！胡宗宪 ，字汝贞，号梅林。祖籍安徽绩溪，家族世代锦衣卫出身，在东南倭乱时期任直浙总督。胡宗宪于嘉靖十七年（1538年）中进士，嘉靖十九年（1540年），被授官为山东青州府益都县县令，累迁浙江巡按监察御史，为官二十九年，忠心为国，抗倭有力，官至兵部左侍郎兼都察院左佥都御史。死后追谥襄懋。长期以来，关于胡宗宪的过与非集中在和严党的关系、征敛贪污这样两个问题上。其一，《明史》说胡宗宪“因(赵)文华结严嵩父子，岁遗金帛子女珍奇淫巧无数。”胡宗宪为什么要结交严党？其实这是胡宗宪保身为国的需要。严嵩窃居首相要位后，奸贪害政，形成了一个自上而下的祸国集团。他们嫉贤妒能，在政治上“顺之者昌，逆之者亡”。如嘉靖三十二年，严党工部侍郎赵文华被派往江浙祀海并督察沿海军务。赵抵浙后，依仗严嵩为后台“凌轹官吏，公私告扰，益无宁日。”浙直总督张经奋勇剿倭，功绩卓著，只因不买赵文华的账，赵文华便“连疏劾经”致使张经被害死。继任为总督的周珫不久又被赵文华捣鬼罢去。这年八月，南直巡抚曹邦辅在杨家桥围歼倭寇获胜，赵文华因没有抢到头功，便向严嵩诬告曹以致曹被谪戍边。对于这样一个炙手可热的严党，胡宗宪与他们结交是违心的，被逼的，其目的是为了避免他们对自己的迫害。否则又将“继张经、李天宠而肆诸市朝矣!”胡宗宪“万一有变，身不足言，其如国事何?昔人有云：货以藩身，况固之以安国家之杌陧，免生灵荼毒乎?”因此，说到底也是为了抗倭的大局。另外，明朝对军队控制的很死，事必请示而后行。而抗倭形势瞬息万变，战机稍纵即逝。胡宗宪以“贼势纵横，非事不中制，请必允行，不能成功也。辇金帛子女以贿分宜(严嵩)”就是为了取得战略决定权，以便更灵活、更主动、更有效地抗击倭寇。这个动机是秉心为公的。因此，仅从馈送这个表面现象而言，不能说胡宗宪就是严嵩党羽。这一点，连一向昏庸的嘉靖皇帝都有清醒的认识：“宗宪非嵩党。朕拔用八、九年，人无言者。”另一抗倭名将唐顺之的遭遇与胡宗宪一样，只因是赵文华所荐，所以“闻望颇由此损”，因此，我们不能采取历史机械主义的态度，对历史上那种认为凡是与严嵩有关系就是严党的错误看法应彻底否定。(《明史》、《明史记事本末》、《明名臣言行录》)其二，对于胡宗宪征敛贪污，《明史》说他“所侵官帑、敛富人财物也不赀”，给事中罗嘉宾、御史庞尚鹏“上宗宪侵帑(音唐)状，计三万三千”。对此，胡宗宪极力辨白，这些钱没有进入自己的腰包。那这笔钱用于何处?能否据此来否定胡宗宪征敛不当和贪污官帑?我们先看严世蕃贪污纳贿勒索情况。《明实录》五四四卷说，严世蕃依仗其父，对文武百官勒索不已：“自中外百司及九边文武大小将吏，岁时致馈，名曰‘问安"。凡堪报功罪以修筑城墉必先科克银两，多则钜万，少亦不下数千，纳世蕃所，名‘买命"……甚者，户部解发各边银两，大半归之世蕃，或未出都而中分，或已抵境而还送。”严世蕃贪污的结果，造成军饷空虚，而想要抵抗外来侵略必须自筹资金。胡宗宪在此情况下，只好“侵官帑，敛富人财物”。在出此下策的过程中，胡宗宪没有向穷人动手，反映了他的良苦用心。再从胡宗宪剿倭中也可看出钱财的去向。胡宗宪说：“臣为国除贼，用间用饵，非小惠不成大谋”。如嘉靖三十五年四月，倭寇围困阮鹗于桐乡，胡宗宪一时无兵可救，想来想去只有用饵“以伐其谋，携其党出阮公而徐图之耳，乃捐万金。”诱致徐海、王直又花了大量金钱，他常常“厚遗谍者”，“厚遗来谢酋”，又“数遣谍者持簪珥玑翠遗海两侍女，令日夜说海。”这样做，减少了军队伤亡，保障了人民生命财产和促进了倭寇内乱，为最后剿平倭寇铺平了道路。同时，胡宗宪一反明军将领克扣军饷、贪吃空额的积弊，给军队士兵以重赏厚饷使他们在抗倭战中乐于为国捐躯。如当时驻守海盐的汤克宽部队士兵口粮“每日人各八分(银)”，本地兵“各口粮一日五分，每十日一给。而酒肉犒赏，守巡府县络绎与之，是以兵士愿出死力战守焉。”(见《明史》、《明名臣言行录》和《倭变事略》)从以上的史料和分析中，我们可以看出所谓胡宗宪“征敛贪污”问题虽不属子虚乌有，亦大半为不实之词。区区三万两同赵文华在浙江“搜括库藏百万计”根本不能相比，更何况胡宗宪的钱还是取之民用之民。

一方面，波音和空客是整机制造商，不造发动机，它们是发动机的搬运工。另一方面，波音和空客在发动机上的造诣很深，经常能指导发动机厂商怎么造发动机。在全世界范围内，绝大多数飞机制造商，都是不自己造发动机的。比如俄罗斯的苏霍伊联合体，乌克兰的安东诺夫联合体，巴西的巴航工业，中国的成飞沈飞，加拿大的庞巴迪，法国的达索。图一：波音747的JT9D是当时世界上推力最大的发动机。 为这些飞机制造商造发动机的包括通用电气、普惠、罗罗、斯奈克玛等等。这些公司的主业或主业之一就是制造航空发动机。飞机制造商跟发动机制造商往往是好基友的关系。比如波音公司跟通用电气就是好基友，而空客公司跟罗罗公司是好基友。举个例子，波音777X的发动机由通用电气独占，空客A350-1000的发动机由罗罗独占。 当然了，在绝大多数时候，飞机制造商不会在一棵树上吊死，也就是不愿意由一家发动机厂商独占。独占有好处有坏处，好处是能有更深层次的合作，坏处是一旦发动机不行，整个机队都要趴窝。所以比如A320的发动机，就由三家厂商提供，包括IAE、CFM和普惠。图二：乔萨特对于发动机的造诣非常深，尽管他只是个飞机设计师。 上面讲发动机厂商时，并没有提到IAE和CFM，这两个公司是怎么蹦出来的呢？其实发动机厂商之间有你死我活的竞争，也有互相帮扶的合作。合纵连横的大戏，都是为了抢到订单的交易。IAE实际上是美德日以普惠为老大的合资公司，CFM实际上是通用电气和法国赛峰的合资公司。 历史 上赫赫有名的飞机设计师，往往对发动机有非常深刻的理解，能够发现发动机发展的趋势，灵活运用最新的发动机研究成果，更牛的是能控制风险，预先了解发动机可能存在的问题，并且找到解决问题的办法。从约翰逊到乔萨特都是如此。作为波音747之父，乔萨特非常清楚地判断出普惠公司JT9D出现了问题，并且派人前往普惠公司协同解决问题。图三：波音747的大头设计源自军用运输机。 波音787是最容易辨识出来的客机，没有之一。主要就是因为它的发动机后缘采用了锯齿设计，发动机看起来象是一朵反插的菊花。锯齿设计的主要目的在于降低噪音，让来自外函道的冷空气和内函道的热空气混合更为平滑。这个设计并不是发动机厂商自行作主的，而是波音公司、NASA和发动机厂商的多方合作，缺一不可。 波音和空客是著名的飞机生产商，技术确实牛，但航空发动机，航电设备，甚至座椅，机上厨房，卫生间等都不生产，也就是说，它们就制造一飞机壳儿，很多人说咱们中国商飞制造的ARJ-21和C919购买了很多国外的设备，就制造一壳儿，就说咱们的飞机不是“纯”国产，那其实波音，空客也是一样。比方说，波音著名的客机波音747，发动机来自三个厂家供客户选择，分别是： 普惠的PW JT9D-7A，通用电气的GE CF6-45A2，英国罗尔斯罗伊斯公司的RR RB211-524B2，整个飞机有450万个零部件，生产商包括6个国家1500家大型企业，还有15000家以上的中小企业参与了协作分工生产。波音公司如果每个零件都自己制造，那根本生产不出飞机来。 那有人可能说，造个壳儿算造飞机？对，造壳儿就是造飞机，能把壳设计出来，造出来，把各家生产的设备整合为一体，协调合作，形成操控良好，性能优异的整体，就是飞机制造厂商的工作。 飞机发动机是现代工业的皇冠，造发动机的厂商也很牛，不断地造出更高精度，更大推力，更加省油，更长使用寿命，更环保的发动机，但它们都不造飞机，这就是术业有专攻，各有各的专长，分工合作好了就行了。但从另一方面讲，一个大国有可能做到整架飞机都是国内众多企业合作生产零部件，比如现在的美国，它的配套能力很强，如果需要，它完全可以全国产。 民用客机则需要先进稳定的子系统，保证客机的整体先进性，因为客机面对各航空公司的选择，安全，节能，易维护，寿命长，舒适，环保等都是很挑剔的因素，采用国际合作方式很正常。（N）其实这个问题，就跟为什么我们不造芯片差不多，就是我们不是不能造芯片，而是我们现阶段造不出来先进的芯片，落后的产品造出来根本就没有竞争力，自然也就没有市场。 波音与与空客其实很像“苹果”，就很多“产品”都是各零部件供应商提供零件，最后在一起组装，不一样的是“苹果”很多零部件比如“芯片”是自己设计的，但不是自己生产，而是交给台积电代工。 图注：我们为波音制造的垂尾。 波音、空客也是一样，很多零部件都是由别人代工的，比如波音目前最先进的“波音787”就是由9个国家，12家公司参与生产的，我们的沈飞、西飞也有波音的零部件加工项目，而飞机发动机更是直接采用其他厂商的产品，比如美国“GE”通用电气、“普惠”普拉特.惠特尼、“罗罗”罗尔斯.罗伊斯的产品。 图注：目前全世界主要的几家航空发动机制造/提供厂商。 那为什么波音和空客不自己生产飞机发动机呢？ “天真”个人看法不是它们造不了，而是造出来没有竞争力！就像我们芯片一样，不是造不了，而是造出来没有市场竞争力！还不如直接采用三大航发厂商的产品，就像各大电脑厂商都采用“英特尔”的芯片一样。而为什么像波音、空客这样的航空巨头生产出来的“航空发动机”都没有市场竞争力呢？ 首先二战那种老式的“活塞”发动机我们不谈，我们现在只谈现在先进的“大涵道比涡扇发动机”；制造先进喷气航空发动机的关键在于材料、加工工艺及设计制造，波音、空客在航发材料上应该没有问题，自己不行也可以直接采购本国内的产品，关键在于加工工艺和设计制造。 我们都知道航发的原理很简单，以涡扇发动机为例：就是风扇、低压压气机（高涵道比涡扇特有）、高压压气机、燃烧室、驱动压气机的高压涡轮、驱动风扇的低压涡轮和排气系统等组成。 但是原理简单，工程化很困难，尤其是大推力先进航发的加工制造极其困难，目前先进航发多达数万个零部件，每个零部件的加工工艺要求都不近相同，甚至可以毫不夸张的说，给你个先进航发在没有操作手册的时候，连如何拆解都困难。 图注：目前最先进的大涵道比涡扇发动机，波音777X应用的“GE9X” 对于那些有先进航发制造经验的企业来说，一个航发数万个零部件，比如A、B、C、D、E、F、G……它们知道如何加工、如何装配，可是对没有先进航发制造经验的企业来说，不要说如何加工、如何装配了，甚至连哪个是A哪个是B都不知道，这就需要一步步从头摸索，按我们通俗的话来说，就是“技术累积”。 其次，每个航发的零部件都是有“公差”的，就每个零部件加工的时候，会有一定的大小差别，是不可能完全一样的，那这个差别是多少？没制造过航发的企业不知道，最后装配在一起的总差别又是多少，还是不知道。 这就对以后航发的可靠性提出了难题，航发不是 汽车 发动机， 汽车 发动机出问题的时候， 汽车 大不了停在路边不开就是了，而用航发的飞机不行，飞机飞到一半航发出问题了，那飞机也就完了，以前我们歼10用三姨夫的时候，大多数事故都是“三姨夫”出问题，为这事我们没少和毛子扯皮！ 所以航发需要进行漫长而又严格的各种测试，而正如前文所说，先进航发有多达数万个零件，同时航发的使用环境又极其严酷，涡轮叶片工作环境是在上千度的高温下，保持每分钟数万转的稳定运行，每秒钟的进气流量都是按“公斤”计算的，这么严酷的工作环境与这么多的零件想要确保不出问题是极其、极其困难的。就拿我们来说，上世纪80年代就开始仿制英国的“贝斯”发动机，按理说对航发是有一定设计制造经验的，可是等到研制WS10这种第三代大推力小涵道比航空发动机的时候就遇到了难题，设计出来了也造出来了，但就是可靠性不行，尤其是“喘振”的问题，来回的折腾。 而主要原因是什么呢？一个是设计的问题，一个就是加工工艺的问题（跟材料屁关系都没有，具体原因可能涉密就不谈了） 图注：WS10以前迟迟 出不来，根本就不是材料的问题，而是设计跟工艺的问题。 而这种难题不是单靠工业规模和工业加工能力就可以轻易改变的，就拿我们隔壁的鬼子来说，工业加工能力不可谓不强吧？ 可是自己费劲巴力造了个5吨推力的“小推”就能乐的屁颠屁颠的。 图注：鬼子“心神” 上用的“XF5-1”一个5吨的小推，曾让鬼子兴奋了好几年。 这个关键还是“技术累积”的问题，只有自己有丰富的航空发动机设计制造经验，才能知道用那些设计来避免可能出现的问题，用那些技术加工工艺才能提高航发的性能和可靠性。 所以在“天真”看来，如果波音与空客想造航空发动机的话，以目前的技术条件来看应该没有问题，无非就是投资建厂而已，我们过去80年代都能造航发，作为现在国际“军工巨头”的波音、空客来说一点问题都没有。 但是……如何能造出“先进的航发”、如何能造出“先进可靠的航发”，这就不单纯是看工业制造或者工业规模的问题了，而是技术积累的问题，而相关经验欠缺的波音、空客想制造先进大推力航发都非常困难，确切的说不止是波音、空客，任何其他工业制造企业想在没有经验的情况下，就造好大推力航发，根本不可能！波音和空客是著名的飞机制造公司，但不是航空发动机制造商。 关于飞机制造和发动机制造，在航空工程领域中有一句话：“飞机是一个国家工业的王冠，航空发动机则是王冠上的宝石”。这就说明航空发动机在航空工程行业的特殊地位，对于目前全球的航空工业布局而言，航空发动机一般都是集中在一个公司或者工厂进行研发和制造的，并不是融入到飞机制造厂或者公司。 这种现象在美国如此，在欧洲如此，在俄罗斯如此，在中国也是如此。所以波音和空客并不是致力于研发航空发动机。 实际上在全球范围内，特别是喷气式航空发动机的供应渠道中，五家公司占据了全球市场近90%的份额。这五家公司就是美国GE、法国的snecma（斯奈克玛）、CFM（GE和snecma的合资公司）、美国普惠公司、英国罗-罗公司。 波音和空客的客机产品，基本上都是可以在上面这五家公司的发动机之间互换。 OK，关于问题就回答到这里吧。
