【答案】：国民经济核算体系(SNA)有关价格记录方面的规则，最基本的一个原则就是：按照市场价格来记录相关的交易活动及其结果。具体来讲，SNA(1993)关于估价的基本规则有：(1)国民经济核算中估价的首要原则是按市场价格估价。所谓市场价格，是指市场上买卖双方认定的成交价格。它是货物或服务项目的单位价值表现，是通过价值流量和实物流量对比而产生的，是连接不同单位之间交易的中介因素。国民经济核算原则上对货币交易按现期市场价格计量，也就是说当我们记录的交易是以货币形式出现时，即货物或其他资产、服务、劳动或资本被用来交换现金(通货或可转让存款)时，我们可以直接在账户中记录该交易。(2)如果没有现成的市场价格，则要以相近的市场价格为参照进行估价。并不是所有的交易都有现成的市场价格，如非货币交易在交易中就没有形成市场价格。对于这些交易，我们可以问接地估算其价格。(3)如果不存在可供参照的市场价格，则要模拟市场价格的形成过程对其估价。有些非货币交易不存在可供参照的市场环境。如一些自给性的货币和服务的交易。对于这些交易，我们可以采用成本价估算的方法：以当时生产它们所需的成本额为基础，模拟出其市场价格，如以中间消耗、雇员报酬、固定资本消耗及其他生产税净额的总和来估计其价格。(4)如果以上方法都不能用，则以未来收益的贴现值来记录。这种方法在理论上是完全合理的，但由于该方法建立在大量的假定和推理基础上，所以是最粗略的方法。(5)对以外币计值的交易的处理。与外汇有关的流量和存量在记入账户时，应用本币计量其价值。进行货币单位转化时所使用的汇率应是外汇买入价和卖出价的中间值，即中间价。这样做是为了剔除外汇中介服务费用。另外，按照权责发生制的要求，所使用的汇率中间价应以交易发生时的中间价为准，而不采用外汇正式支付时的中间价。(6)对市场价格的适当调整。考虑到企业出于避税等目的可能会采用一些特殊的估价方法，而这些估价方法对国民经济核算并不合宜，所以即使是根据工商企业报表得来的市场价格也需要调整。
