日本对华 *** （ODA）援助知多少？ 谈到中日关系，中国人关注较多应该是“日本侵华”、“战争赔款”、“钓鱼岛”等问题。中日邦交正常化三十年来，中日关系还有一个不太为国人所知的另一面，就是“日本对华援助”。 本报记者段宇巨集发自北京 日本是中国最大援助国 “哇，真没想到，北京地铁和首都机场居然是日本人的低息贷款修建的啊！”和其他受访者一样，一位女士在街头与《21世纪环球报道》记者闲聊时表示了她的惊讶。她说，中国的媒体很少说这事嘛，所以我也不太清楚。不过，很多受访者在惊讶完后又表示，我觉得这是应该的，当年咱们不是没要战争赔款吗！ 对记者在北京街头采访的一些普通中国老姓而言，听到这些事都有点吃惊：30年来日本是中国最大的援助国，中国是日本最大的受援国，中国的外来援助中有66.9％来自日本。自1979年以来，日本 *** 已经向中国提供了总额约达27000亿日元（约合2000多亿元人民币）的 *** 1979年12月7日，大平首相在讲演时曾说，“世界各国都认为应当祝福贵国（中国）的现代化政策，这完全是因为这一政策直接关系到国际协调的核心问题，并且更加富强的中国的出现可望使世界更加美好。我国之所以大力推行对中国的现代化进行合作的方针，不仅有我国自己的考虑，而且也是由于有这种全世界的期待在做后盾。” 其实，日本不仅是中国最大的援助国，1990年代初，日本就已成为世界最大的援助国。日本为何要这样做，众说纷纭。包括一些中、日、韩的专家认为，日本 *** 这样做也是出于谢罪心理；还有些专家认为这是日本 *** 的“支票外交”。1995年，日本华文媒体《东北风》采访了北京大学现代日本研究班主任教授松本繁一，松本认为，二战后，日本恢复国际信誉手段就是进行经济援助；同时ODA也是日本对外政策中最强有力的手段。 在日本经济困难之状况下，中国经济实力和军事力量却增强，并且对第3国援助活跃，上海等沿海地区显著发展，日本视中国作为商务竞争对手的感觉增强，从日本国民朴素的感情出发，认为是否有必要对保持着经济高增长率的中国进行援助等等冷峻的看法也多了。 2002年贷款削减25% 日元贷款是日本援华的大头，虽说中国要偿还，但利息低，偿还期长达30至40年，对中国极为有利。但是与2001年大约107亿元和2000年大约130亿元的贷款金额相比，2002年日元贷款明显减少，削减了25％。目贺田公使解释说，“目前日本对中国的援助与当初相比，发生了很大变化。日本国内要求重新考虑目前援外方式的呼声很高。经过外务省咨询委员会和自民党委员会1年的讨论，去年10月日本制定了《对华经济合作计划》。”据记者了解，日本外务省近年就援外问题征求民意，不少民众批评 *** 对外援助政策，所以日本对华援助削减也有一定民意基础。 目贺田强调，日本援华政策的改变不是单方面的原因，中日双方都在发生变化。他说，“在日本方面，1990年代泡沫经济破裂，日本经济停滞不前，出现钜额财政赤字，经济机构改革、财政重建、经济再生是日本的当务之急。为此，国会正在审议下年度预算案，作为财政重建的一环———ODA有关预算削减10％，日元贷款削减23％；在日本经济困难之状况下，中国经济实力和军事力量却增强，并且对第3国援助活跃，上海等沿海地区显著发展，日本视中国作为商务竞争对手的感觉增强，从日本国民朴素的感情出发，认为是否有必要对保持着经济高增长率的中国进行援助等等冷峻的看法也多了。在中国方面，随着经济飞速发展，中国可以从国内外自筹资金这已是事实。北京、上海的繁荣给人以中国已达到发达国家水平的印象。不远的将来，从中国继续保持经济高增长率，加入WTO后成为世界工厂的理由出发，日本国内有意见和批评，认为是否不需要对华援助了；其次，出现财政赤字、经济困难的日本是否还有能力进行钜额援助呢？” 关于数年来日本对外援助理念的变化和调整，目贺田介绍，1990年日本成为世界最大援助国，国内关于为什么进行援助，援助目的不明确等的批评日益高涨。为了回答这样的批评，日本 *** 于1992年6月制定了明确的援助理念和原则———《 *** 开发援助大纲》。虽然当前日本援外政策有调整，目贺田表示该大纲仍是日本 *** 终止了对华有偿援助，只保留无偿援助和技术援助专案。统计资料显示，日本2009年对中国的ODA为6300万美元，其中包括技术和资金援助。 随着中国经济总量超越日本，日本对华的无偿援助和技术援助，也面临着大幅削减的可能。日前，日本外务省官员透露，前原诚司认为ODA的目的是支援发展中国家的发展，但如今中国的GDP超过了日本成为世界第二，因此继续援助中国会“得不到国民的理解”。
