自1997年7月起，爆发了一场始于泰国、后迅速扩散到整个东南业井波及世界的东南亚金融危机，使许多东南亚国家和地区的汇市、股市轮番暴跌，金融系统乃至整个社会经济受到严重创伤，1997年7月至1998年1月仅半年时间，东南亚绝大多数国家和地区的货币贬值幅度高达30％～50％，最高的印尼盾贬值达70％以上。同期。这些国家和地区的股市跌幅达30％～60％。据估算、在这次金融危机中，仅汇市、股市下跌给东南亚同家和地区造成的经济损失就达1000亿美元以上。受汇市、股市暴跌影响。这些国家和地区出现了严重的经济衰退。这场危机首先是从泰铢贬值开始的，1997年7月2日．泰国被迫宣布泰铢与美元脱钩。实行浮动汇率制度。当大泰铢汇率狂跌20％。和泰国具有相同经济问题的菲律宾、印度尼西亚和马来西亚等国迅速受到泰铢贬值的巨大冲击。7月11日，菲律宾宣布允许比索在更大范围内与美元兑换，当大比索贬值11.5％。同一天，马来西亚则通过提高银行利率阻止林吉特进一步贬值。印度尼西亚被迫放弃本国货币与美元的比价，印尼盾7月2日至14日贬值了14％。继泰国等东盟国家金融风波之后，台湾的台市贬值，股市下跌，掀起金融危机第二波，10月17日，台市贬值0.98元，达到1美元兑换29．5元台币，创下近千年来的新低，相应地当天台湾股市下跌165．55点，10月20日。台币贬至30．45元兑1美元。台湾股市再跌301.67点。台湾货币贬值和股市大跌，不仅使东南亚金融危机进一步加剧，而且引发了包括美国股市在内的大幅下挫。10月27日，美国道，琼斯指数暴趴554.26点，迫使纽约交易所9年来首次使用暂停交易制度，10月28日，日本、新加坡、韩国、马来西亚和泰国股市分别跌4.4％、7.6％、6.6％、6.7％和6.3％。特别是香港股市受外部冲击，香港恒生指数10月21 H和27日分别跌765.33点和1200点，10月28日再跌1400点，这三大香港股市累计跌幅超过了25％。11月下旬，韩国汇市、股市轮番下跌，形成金融危机第三波。11月，韩元汇价持续下挫，其中11月20日开市半小时就狂跌10％，创下了1139韩元兑1美元的新低；至11月底，韩元兑美元的汇价下跌了30％，韩国股市跌幅也超过20％。与此同时，日本金融危机也进一步加深，11月日本先后有数家银行和证券公司破产或倒闭，日元兑美元也跌破1美元兑换130日元大关，较年初贬值17．03％。从1998年1月开始、东南亚金融危机的重心又转到印度尼四亚、形成金融危机第四波。l月8日，印尼盾对美元的汇价暴跌26％。l月12日，在印度尼西亚从事巨额投资业务的香港百富勤投资公司宣告清盘。同日，香港恒生指数暴跌773．58点，新加坡、台湾、日本股中分别跌102．88点、362点和330．66点。直到2月初，东南业金融危机恶化的势头才初步被遏制。PS：外因---国际投机者金融大鳄索罗斯的投机行为分析1997年3月3日．泰国中央银行宣布国内9家财务公司和1家住房贷款公司存在资产质量不高以及流动资金不足问题。索罗斯及其手下认为，这是对泰国金融体系可能出现的更深层次问题的暗示，便先发制人，下令抛售泰国银行和财务公司的股票，储户在泰国所有财务及证券公司大量提款。此时，以索罗斯为首的手待大量东南亚货币的西方冲击基金联合一致大举抛售泰铢，在众多西方“好汉”的围攻之下，泰铢一时难以抵挡，不断下滑，5月份最低跃至1 美元兑26．70铢。泰国中央银行倾全国之力，于5月中下旬开始了针对索罗斯的一场反围剿行动，意在打跨索罗斯的意志，使其知难而退，不再率众对泰铢群起发难。泰国中央银行第一步便与新加坡组成联军，动用约120亿美元的巨资吸纳泰铣；第二步效法马哈蒂尔在1994年的战略战术，用行政命令严禁本地银行拆借泰抹给索罗斯大军；第三步则大幅调高利率，隔夜拆息由原来的10厘左右，升至1O00至1500厘。三管齐下，新锐武器，反击有力，致使泰抹在5月20日升至2520的新高位。由于银根骤然抽紧，利息成本大增，致使索罗斯大军措手不及，损失了3亿美元，挨了当头一棒。然而，索罗斯毕竟还是索罗斯。凭其直觉，索罗斯认为泰国中央银行所能使出的全盘招术也就莫过于此了，泰国人在使出浑身解数之后，并没有使自己陷入绝境，所遭受的损失相对而言也只是比较轻微的。从某种角度上看，索罗斯自认为，他已经赢定了。对于东南亚诸国而言，最初的胜利只不过是大难临头前的回光返照而已，根本伤不了他的元气，也挽救不了东南亚金融危机的命运。索罗斯为了这次机会，已经卧薪尝胆达数年之久，此次他是有备而来，志在必得。先头部队的一次挫折并不会令其善罢甘休，索罗斯还要三战东南亚。1997年6月，索罗斯再度出兵，他号令三军，重振旗鼓，下令套头基金组织开始出售美国国债以筹集资金，扩大索罗斯大军的规模，并于下旬再度向泰铢发起了猛烈进攻。刹那间，东南亚全融市场上狼烟再起，硝烟弥漫，对抗双方展开了短兵相接的白刃战，泰国上下一片混乱，战局错踪复杂，各大交易所简直就像开了锅似的热汤，人们发疯似地奔跑着，呼嚎着。只有区区300亿美元外汇储备的泰国中央银行历经短暂的战斗，便宣告“弹尽粮绝”，面对铺天盖地面来的索罗斯大军，他们要想泰铢保持固定汇率已经力不从心。泰国人只得拿出最后一招，来个挖肉补疮，实行浮动汇率。不料，这早在索罗斯的预料当中，他为此还专门进行了各种准备。各种反措施纷纷得以执行，泰铢的命运便被索罗斯定在了耻辱的十字架上了。泰铢继续下滑，7月24日，泰铢兑美元降至32．5：1，再创历史最低点，其被索罗斯所宰杀之状，实在令世人惨不忍睹，泰国人更是心惊肉跳，捶胸顿足，责问苍天。索罗斯采用的是立体投机的策略，并不是单一的只是外汇的操作。 所谓立体投机，就是利用三个或者三个以上的金融工具之间的相关性进行的金融投机1997年上半年，以量子基金为代表的一些大型基金大规模运用“杠杆”不断挤压泰国金融市场，触发泰国金融危机，在随后东南亚金融危机演变过程中，这些基金大规模运用“杠杆”，加重了危机的程度。他们怎么做的呢？正如索罗斯本人所描述的“我们用自己的钱买股票，付5％的现金，另外95％的资金用借的；如果用债券做抵押，可以借更多钱，我们用一千美元，至少可以买进价值五万美元的长期债券……”。(索罗斯等著《Soros Soros》，海南出版社，1997年版)。国际投机家进攻香港金融市场时充分运用了这种“立体投机”策略：首先在货币市场上，拆借大量港币；在股票市场上，借入成分股；在股票期指市场累计期指空头；然后在外汇市场上利用即期交易抛空港币，同时卖出港币远期合约；迫使港府提高利率捍卫联系汇率；在股票市场上，将借入成分股抛出，打压期指……。综合看来，基于金融市场之间的密切联系，“立体布局”使投机家的风险暴露相互加强的同时更令杠杆投机威力和收益大增。港币实行联系汇率制，联系汇率制有自动调节机制，不易攻破。但港币利率容易急升，利率急升将影响股市大幅下跌，这样的话，只要事先在股市及期市沽空，然后再大量向银行借贷港币，使港币利率急升，促使恒生指数暴跌，便可象在其他国家一样获得投机暴利。自1997年10月以来，国际炒家4次在香港股、汇、期三市上下手，前三次均获暴利。1998年7月底至8月初，国际炒家再次通过对冲基金，接连不断地狙击港币，以推高拆息和利率。很明显，他们对港币进行的只是表面的进攻，股市和期市才是真正的主攻目标，声东击西是索罗斯投机活动的一贯手段，并多次成功。炒家们在证券市场上大手笔沽空股票和期指，大幅打压恒生指数和期指指数，使恒生指数从1万点大幅度跌至8000点，并直指6000点。在山雨欲来的时候，证券市场利空消息满天飞，炒家们趁机大肆造谣，扬言“人民币顶不住了，马上就要贬值，且要贬10％以上”。“港币即将与美元脱钩，贬值40％”，“恒指将跌至4000点”云云。其目的无非是扰乱人心，制造“羊群心态”，然后趁机浑水摸鱼。8月13日，恒生指数一度下跌300点，跌穿6600点关口，收市时跌幅收窄，但仍跌去199点，报收6660点。其势与沪深股市2001年下半年的情况非常相似，天天响地雷，周周都下跌，“推倒”趋势震撼人心。在压低恒生指数的同时，国际炒家在恒指期货市场积累大量淡仓。恒生指数每跌1点，每张淡仓合约即可赚50港币，而在8月14日的前19个交易日，恒生指数就急跌2000多点，每张合约可赚10多万港币，可见收益之高！第一回合 8月13日恒指被打压到了6660底点后，港府调动港资、华资及英资入市，与对手展开针对8月股指期货合约的争夺战。投机资本是空军要打压指数，港府是红军则要守住指数，迫使投机家事先高位沽空的合约无法于8月底之前在低位套现。港府入市后大量买入投机资本抛空的8月股指期货合约，将价格由入市前的6610点推高到24日的7820点，涨幅超过8％，高于投资资本7500点的平均建仓价位，取得初步胜利，收市后，港府宣布，已动用外汇基金干预股市与期市。但金融狙击手们仍不甘心，按原计划，于8月16日迫使俄罗斯宣布放弃保卫卢布的行动，造成8月17日美欧股市全面大跌。然而，使他们大失所望的是，8月18日恒生指数有惊无险，在收市时只微跌13点。第二回合
