审计通告的适当时机。联邦审计院可以在转移支付发生条件出建议；可以在转移支付执行过程中进行审计，提出审计意见；对转移支付项目决策进行审计，即审查转移支付项目决策的过程和结果；对立法、预算编制和政府相关部分提出建议。（2）审计结果的贯彻。审计完成后，对审计结果的处理有以下8种情况。a、结束审计。出现这种情况有三种可能：一是被审计单位已经达到了审计部分的要求；二是被审计单位已经采取适当措施确保不再重犯同样的错误；三是为解决很小的差错要花费相关部分相当大的用度和时间。b、由联邦审计院亲身贯彻审计结果。在被审计单位不配合的情况下，联邦审计院将不得不一方面通过官方的咨询，另一方面通过审批，亲身贯彻这些措施。c、由被审计单位贯彻审计结果。当某些建议的策划和遵循需要很多年时，审计机构一般只提供标准和指导方针，由被审计单位的执行机构具体贯彻，审计机构在今后几年内对这项转移支付进行重复审计。d、由事前审计部分贯彻。法律要求各行政当局建立事前审计处，事前审计处在组织和人事治理上受所属行政当局的管辖，但联邦审计院对其人事配备有发言权，并给予业务和技术上的指导。所以，联邦审计院和事前审计处的配合能够达到相应地效果。e、利用年度报告来贯彻。联邦审计院的年度报告要提交给联邦议会、联邦参议院和联邦政府，联邦议会主要根据年度报告结果来执行分配财政预算的程序。f、利用特别报告贯彻审计结果。特别报告是联邦审计院向联邦议会、联邦参议院和联邦政府通报一些重要题目的方式，会受到特殊地重视。g、联邦审计院主持的年度记者招待会，通过公众监视来贯彻审计结果。h、违法行为的职员进进司法处理程序，由联邦纪律检查委员会起诉。　　（三）意大利的转移支付审计　　意大利审计机关对于转移支付资金的审计，是与对国家和地方政府年度财政收支情况的经常性监视相结合的。首先，国家在进行拨款时，不论是一般性拨款和专项拨款，都要经过意大利审计法院的检查，主要检查国家制定的有关拨款文件。如没有得到审计法院的通过，这些拨款就不能够执行。由于地方政府有一定的自主权，具有相对的独立性，审计法院对地方政府颁发的财税文件不进行审查，只是对决算和地方政府每年财政目标的完成情况进行监视。其次，审计法院及其所属机构要对转移支付中有国家拨款的项目进行审计。凡是得到国家投资的项目，都要向审计机关提供其较为具体的资金使用计划，包括用款时间计划和达到的目标等等。审计法院对这种项目的审计也不是全面检查，而是每一个大区，选两个城市进行抽样审查。对项目收支进行具体审计的同时，还要对项目的执行情况进行全面评估，并将审计结果向议会报告
